paragraph 1 of the Energy market Inspectorate is responsible for



1. supervision, legislation and the granting of permits pursuant to ellagen (1997:857), natural gas Act (2005:403) and lagen (1978:160) om vissa pipes, 2. supervision and legislation in accordance with district heating Act (2008:263), and 3. supervision under the law (2013:385) for action against market abuse in the case of trade in wholesale energy products.



The energy market Inspectorate shall establish and publish a regulatory policy.



section 2 of the Energy market Inspectorate is the national regulatory authority and shall, unless otherwise specifically provided by law or in another regulation, fulfil the tasks of the supervisory authority referred to in paragraph 1. European Parliament and Council Directive 2005/89/EC of 18 January 2006 concerning measures to safeguard security of electricity supply and infrastructure investment, in the original wording,



2. European Parliament and Council directive 2009/72/EC of 13 July 2009 concerning common rules for the internal market in electricity and repealing Directive 2003/54/EC, in the original wording, and 3. European Parliament and Council directive 2009/73/EC of 13 July 2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC, in the original wording.



paragraph 3 of the Energy market Inspectorate to fulfil the tasks arising from 1. European Parliament and Council Regulation (EC) no 713/2009 of 13 July 2009 establishing an agency for the cooperation of energy regulators,



2. European Parliament and Council Regulation (EC) no 714/2009 of 13 July 2009 on conditions for access to the network for cross-border exchanges in electricity and repealing Regulation (EC) No 1228/2003, 3. European Parliament and Council Regulation (EC) no 715/2009 of 13 July 2009 on conditions for access to the natural gas transmission networks and repealing Regulation (EC) no 1775/2005, and 4. European Parliament and Council Regulation (EU) no 1227/2011 of 25 October 2011 on integrity and transparency in the wholesale energy markets.



section 4 of the energy market Inspectorate shall 1. for Sweden's count, contributing to the development of the acquis in the Nordic countries and the EU in order to create equal conditions for electricity and natural gas markets and remove barriers to cross-border trade in electricity and natural gas, 2. cooperate with the European energy regulators and with the Agency for the cooperation of energy regulators in order to ensure effective monitoring of wholesale markets for electricity and natural gas in the Nordic countries and the EU, and 3. where necessary, exchange experience and knowledge within the Agency's area of responsibility with energy regulators within and outside the EU.



paragraph 5 of the energy market Inspectorate shall 1. follow and analyse developments in electricity, natural gas and district heat markets and propose changes to the regulatory and other measures that promote market efficiency, and



2. ensure that the regulations and procedures that the Agency disposes of is cost effective and easy for citizens and businesses.



section 6 of the energy market Inspectorate shall 1. promote energy efficiency and effective competition on the electricity market and gas market, 2. promote efterfrågeflexibilitet in the electricity market, and 3. seek function, efficiency and competitive prices on district heating market.



section 7 of the energy market Inspectorate shall 1. within its field of activity seem to strengthen the electricity, natural gas and district heating customers ' position and allow active choice through easily accessible and reliable information, 2. promote energy consumers ' rights by cooperating with the Swedish consumer Agency to coordinate response concerning the European Commission's checklist, publish the checklist and keep it up to date, and



3. ensure that there is a one-stop shop where consumers of electricity and natural gas can have access to all the necessary information concerning their rights, legislation and opportunities for dispute resolution.



Vulnerable customers



section 8 When Energy markets Inspectorate fulfills its tasks under 1 – 7 sections, it should pay particular attention to vulnerable customers ' position in the electricity and natural gas markets.



With vulnerable customers referred to persons permanently lack the ability to pay for the electricity or natural gas transmitted or delivered to them for purposes which are outside the business.



International agreements



Article 9 of the Energy market inspectorate may conclude agreements with the Agency for the cooperation of energy regulators and national regulatory authorities in other countries of the European economic area in matters of cooperation and exchange of information pursuant to article 7 (2) of Regulation (EU) no 1227/2011. However, this does not apply if the agreement requires parliamentary or Utrikesnämndens participation.



The Director-General includes the agreements referred to in the first subparagraph. Before an agreement is concluded to government offices (Ministry of environment and energy) informed.



Exchange of information with foreign authorities



section 10 of the Energy market inspectorate may, on their own initiative or upon request disclose information to the Agency for the cooperation of energy regulators and national regulatory authorities in other countries of the European economic area without barriers of privacy according to publicity and secrecy (2009:400), if it is necessary for the Energy market Inspectorate or the receiving authority to perform tasks according to Regulation (EU) no 1227/2011.



Disclosure may be subject to terms and conditions of use of the data, if it is required with regard to the right of the individual, or from a general point of view.



Special collaboration



section 11 of the Energy market Inspectorate shall, in particular, interact with



1. Consumer and competition authority in issues related to customer inquiries and market monitoring of the competitive energy markets,



2. electrical safety authority on matters relating to security of supply and transmission quality in the power grid, and



3. Enterprise Swedish power company on matters relating to the development of the common market for electricity in the Nordic countries and the EU.



Management



12 § Authority is headed by a head of Government.



13 § at the Agency should there be an Advisory Council consisting of not more than eight members.

Staff disciplinary board



section 15 By the authority shall be a staff disciplinary board.

The applicability of specific regulation



16 § the museums shall apply the staff representatives Ordinance (1987:1101).
