1972:114

and 14 of the Convention drawn up in the context of conclusion
Protocol for the construction and maintenance of spärrstängsel for
reindeer, though that article 1 of the Protocol shall apply as Swedish
law as rated under the agreement of 3 October 1984 on

B. North country and Nord-Trøndelag counties
In the North country and Nord-Trøndelag counties on the Swedish renbetning
use the areas between the border and the following

(a)) from the border at Katteratvatnets on the north side, this Lake to
its western extremity, thence a straight line to the railway bridge over the
Dog als eleven, this river to the confluence with the Oallajokka, this river and
Oallavagge to the East end of Saelkajavrre, this Lake and Saelkajokka
to Cunojavrre, this Lake and Cunojokka to the link with the

Kaliksdalen, thence a straight line over point 1314 to the Lake at point

Grazing areas may be used for Norwegian renbetning during the following times:
A. in norrbotten County: from 1 October to 30
April with the following exceptions:
1. Area Patsajäkel from 1 december to 30

From the border North of Nasa scale past the Värdejaure, along the mountain range

Abraur-Moskosel, from Moskosel past Lomträsk and Njallejaur, along the

B. Sweden
Ramsele
From riksgränsen in the Umbukta over Brantsfjället, Norra Storfjället and
the mountain Väretje to Danasjön, from there to Abborberg, Fjällbosjön,
Lakes Gunnarn and Lower Gunnarn to Blåviken, then along
UME River North side past the Lycksele and Kuusisaari to Ottonträsk.
The move may instead be undertaken on the ume river ice or along the Northern
side of the river.
Granö
Either from riksgränsen in Judgment Krutvatn along the Southern Storfjällets
North and östsluttningar to the Löfjället or from the border at
Arevattnet, by Arevattnets and Abelvattnets Valley to the Löfjället,
from there past the Gimjafjället, North of Gard mountain to Holm swamp,
from there to Bastansjön and along the South side of the Lake at Storuman
Creeper420toker, from there past the Joranträsken and Rus swamp to Stake the rapids.
From Löfjället may move instead undertaken at Gardikens and
UME river ice or along the South side of the Gardiken and the ume River to
Trunk falls.
Meselefors
From the border at Ranseren past Evelynlabayani, along the Burgfjället,
Gitsfjallet which and Blaikfjallet, past Klinkhöjden and Stadsås to
Meselberget.
From Evelynlabayani may move instead undertaken along Lake Kultsjön
and the South side of the river and Lake Malgomaj to Meselberget.

32 §
Agricultural Board/reindriftsinspektören can provide for the collection and
separation to take place when the
1. supervisor in violation of the Convention fails to arrange collection
or separation,
2. supervisors by virtue of paragraph 27 agreed to defer
or refuse collection or separation but that according to the Agency's
judgment should be enforced without delay;
3. There are grounds assume that confusion has occurred or
4. otherwise there are special reasons.
Agricultural Board/reindriftsinspektören determines the time and place of
collection and skiljningen.

33 §

Chapter V Special provisions

64 §

67 §

one of the country's reindeer-herding Sámi from the end of the Convention

grazing areas covered by this Convention or parts thereof.

appointed in accordance with section 66 and from the authorities and individuals.
The common costs of the work of the Commission shall be divided equally
between the two countries.
72 section
The Commission shall deliver its report no later than three years after the

In connection with the conclusion of the Convention between Sweden and Norway on
renbetning, the Swedish and the Norwegian Government, citing
to 42 and 43 of the Convention only if the following rules concerning the
the construction and maintenance of spärrstängsel for reindeer:
Ariktel 1
Spärrstängsel shall, as soon as possible, before 1 May 1975 appear on the
distances referred to in this article.
A. romsa
1. Ta-Rust
Along the limit laid down in paragraph 1 (A) 1 the Convention from riksröse 294
(Treriksröset) to the appropriate location in the Kitdalen (about 35 km).
2. Anjavassdalen and Havgavuobmi
Along the limit laid down in paragraph 1 (A) 4 Convention from South end of
Sandelvvatn to the southern end of Moarsejavri, from there along the border
referred to in article 1 (A) 3 Convention to riksröse 283 (about 50 km).

Anjavassdalen
Along the limit laid down in paragraph 1 (A) 4 Convention from the appropriate place in
Beinelvdalen to Sandelvvatns the South end (about 30 km).
B. norrbotten County
In Jokkmokk municipality
From Lake Slapejaure to the border at Lake Numirjaures West end
(about 7 km).
C. North country, 1. In Hamaröys municipality
From the endpoint of the last fence along the border to the national
Cairn 244 A (about 5 km).
2. In Sörfolds municipality
(a)) From Sorjasjavrre at point 770 to Langvatn about 2 km west of
border at riksröse 243 (about 2 km).
(b)) On certain routes between Trolldalen and riksröse 242 (c. 7
km).
Article 4
When the grazing area specified in § Maunu 7 A 1 Convention tages in use
renbetning of Norway, shall as far as may be necessary fence erected along the
the area's border from Kelottijärvi to Muonioälven.
Article 5
Sprärrstängsel may appear in the grazing area Havgavuobmi in Troms County, Norway
along one of the following routes:
1. From the point where the Swedish fencing as uppföres between
Lainiovouma and Saarivuoma Sami villages connects to border between
National (A) 284 284 Cairns and, through Julusvaggi, along the Julusjåkka and
Divielva to the appropriate point in this river (about 22 km).
2. From the point where the Swedish fencing as uppföres between
Lainiovouma and Saarivouma Sami villages connects to border between
riksösen 284 and 284 (A), on the north side of Råggastatjaeggi and pond
at paragraph 625, thence in a westerly direction to Havgajåkka, along
This Brook to the influx of Divielva (about 12 km).
Norwegian authorities decide which of these options may be carried out
and notifies the Department of agriculture in Sweden of its decision no later than two
months after the entry into force of the Protocol.
Spärrstängsel referred to in this article may appear only as
continuation of the Swedish fencing as uppföres between Lainiovuoma
and Saarivuoma Sami villages.
Article 6
The deadlines for the construction of the spärrstängsel referred to in articles 1-3
can be extended if obstacles arise due to adverse väderleksför

3. Sweden up and maintain the fence referred to in article 4.

Swedish or Norwegian authority or be granted for construction.
Article 13
Work in connection with the construction or maintenance of fencing
effected through the Swedish Government or the Swedish Agency of entrepreneurship
on Norwegian soil or by the Norwegian Government and Norwegian entrepreneur
provision on Swedish ground, shall, in respect of arbetsmarknadsför

Article 15
This Protocol shall be ratified and the instrument of ratification shall

Annex 3
Agreement amending the Convention on 9 February 1972 between Sweden and
Norway if renbetning
The Swedish and the Norwegian Government after negotiations become
agreed on the following amendments to the Convention on 9 February 1972
renbetning.
section 1 (A), second subparagraph, point 4 shall read as follows:
"4. Anjavassdalen
From Moarsejavris South end along her western borders for areas
Havgavuobmi and Devdisfjellet to the Divielvas confluence with Målselva,
This River to the confluence with the Kirkeselva, this river and Kirkesdalen
to Kirkestinden, from there in a straight line to the southern end of the Lake at
section 922, then along the Gaskasvagge to the Altevatn, this Lake to
Avzzejokkas westernmost outflow, this river to level with point 1012,
thence in a straight line to the southern end of the Lake at point 786, from there
a straight line to the southern end of the Moarsejavris. "
section 6 is hereby amended to read as follows:
"In Anjavassdalen is maximum renantal 9,000."
section 7 (A) the first subparagraph is hereby amended to read as follows:
"In Sweden, the following areas used for Norwegian
renbetning: Maunu, Jalkis Vuoskåive, Njuorajaure, Patsajäkel, Älvsbyn
and Storsund. "
Furthermore, in section 7 (A), the program will insert a new paragraph, 2, by the following
amended, while current paragraphs 2 to 5 shall be known as the "3-6:
"2. Jalkis Vuoskåive
From riksröse 280 in a straight line to Voumajåkka mainly after
existing renspärrstängsel on the same stretch, from there a straight line in

section 12 (A) the first subparagraph is hereby amended to read as follows:
"Maunu
From Gåldajavri essentially along the hiking trail that passes
Liksojuovva to Nilsivare, then to Terpmisvare and along the
fjällkjedan of Vadsåive, Njuoktjavare and Kerketjåkko to
the grazing area Maunu. "
section 65 is hereby amended to read as follows:
"When weather or grazing conditions or other circumstances do

Agreement amending the Protocol on 9 February 1972 between Sweden and
Norway for the construction and maintenance of spärrstängsel for reindeer
In the context of the negotiations between the Swedish and the Norwegian
Government amendments to the Convention on 9 February 1972
renbetning Governments have been agreed on the following changes in
Protocol on the same day for the construction and maintenance of spärrstängsel for
reindeer.
Article 1, first subparagraph is hereby amended to read as follows:
"Spärrstängsel shall, to the extent that subject to paragraph (A) 2,
as soon as possible before 1 May 1975 erected on the routes to be set
in this article. "
Article 1, point (A) 2 shall read as follows:
"2. Anjavassdalen and Havgavuobmi
Along the limit laid down in paragraph 1 (A) 4 Convention of Avzzejokkas
most Western output of Altevatn to the southern end of Moarsejavri,
from there along the limit laid down in paragraph 1 (A) 3 Convention for the
riksröse 283 (about 45 km). This fence shall be erected before 1 may
1986.
Furthermore, as far as may be necessary fence erected along the boundary
specified in section 1 (A) 4 Convention from Kirkestinden to Altevatn. "
In article 3, point (A) is deleted while the current paragraphs (B) and (C) shall

agricultural law and reindriftsagronom in common. Minor deviations from the
the routes referred to in articles 1-5 shall be made when it is

Agreement between the Government of the Kingdom of Sweden and the Government of

Convention on 9 February 1972 between Sweden and Norway on
renbetning (Convention) together with the Protocol on the day of
the construction and maintenance of spärrstängsel for reindeer
(stängselprotokollet) will expire on 30 april 2002.
The Swedish-Norwegian reindeer Commission of 1997 introduced
in april 2001 a report as the basis for a new
