Scope of the directive
section 1 of this Regulation shall apply to such sweepstakes and games
referred to in the Lottery Act (1994:1000) and Casino Act (1999:355).
Regulation (2000:11).
Application
section 2 of the application for a licence, registration or approval according to
Lottery Act (1994:1000) must be in writing.
The licensing authority may request the information necessary for
examining an application referred to in the first subparagraph.
2 (a) § Responsible provincial Executive in accordance with section 40 of lotteries
(1994:1000) are
1. the County Administrative Board of Stockholm, when the lottery will be conducted
in several municipalities in Stockholm, Uppsala, Södermanland,
Gotland or Sweden
2. The Administrative Board in Östergötlands County, when the lottery shall
conducted in several municipalities in Östergötland, Jönköping
or, Kalmar county, Sweden
3. The County Administrative Board Skåne County, when the lottery will be conducted in
several municipalities in Skåne, Kronoberg and Blekinge County, Sweden
4. The County Administrative Board of Västra Götaland County, when the lottery shall
conducted in several municipalities in Västra Götaland or
Halland County,
5. The County Administrative Board of Dalarna County, when the lottery will be conducted in
several municipalities in Dalarna, Värmland, Örebro, or
Gävleborg County,
6. The County Administrative Board of Västernorrland County, when the lottery shall
conducted in several municipalities of Västernorrland or
Jämtland County, and
7. The County Administrative Board of norrbotten County, when the lottery shall
conducted in several municipalities in Norrbotten or

2 (b) § Responsible provincial Executive in accordance with section 42 lotteries
(1994:1000) are
1. the County Administrative Board of Stockholm, when the bingo game shall
carried out at the
Stockholm, Uppsala, Södermanland, Gotlands or
Västmanland County,
2. The Administrative Board in Östergötlands County, when the bingo game shall
conducted in Östergötland, Jönköping and Kalmar county,
3. The County Administrative Board Skåne County, when the bingo game shall be conducted in

2 c § If Lottery inspection in a case for permission to
organise games on the gaming machines in accordance with paragraph 25 of the Lotteries
(1994:1000) request the applicant to submit certificates, certificate
or other similar document which shows that a particular
licensing requirements are met, the authority may accept equivalent
document from another Member State of the European economic
area. Authority may, however, request a non-
certified translation of the document into Swedish.

section 2 (d) in a case to be allowed to organise games on
product game machines in accordance with paragraph 25 of the Lottery Act (1994:1000) are
a decision by the supervisory authority within two months

processing time by no more than one time may be extended by
a maximum of two months. The applicant must be informed of the reasons for that
processing time is extended before the original
the deadline has expired.
In paragraph 8 of the law (2009:1079) on services in the internal market
provides for an acknowledgement of receipt should be sent
to the applicant when a complete application has been submitted and if
the content of such evidence.
A decision to extend the processing time may not
be appealed. Regulation (2012:366).
2 e § Before Lottery inspection takes a decision pursuant to § 43 3
and 4 Lottery Act (1994:1000), the municipality concerned is provided
opportunity to comment Regulation (2012:366).
Real lotteries and bingo games
section 3 of an applicant who is a legal person shall attach its bylaws
or its articles of Association and an annual report with
income statement and balance sheet for the last financial year
application for authorization to organize
1. real lotteries under 16 or 21 (b) § lotteries
(1994:1000),
2. bingo game according to section 22 of the lotteries. Regulation (2002:758).
Roulette games, Dice Games and card games
4 § in the case of an application for authorisation to organise games of roulette,
Dice Games and card games under 32 and 34 §§ lotteries
(1994:1000) must obtain from the applicant the inspection or Lottery
request
1. evidence that the applicant is not in the
bankruptcy or subject to disqualification, nor have
managers under section 11. 7 § parental,
2. attestation of professional competence for the application
regards,
3. documents proving the applicant's financial circumstances,
4. evidence of the applicant's character, and
5. registration certificate, if the applicant is a legal person.

Regulations
4 (a) § Lottery inspection may notify such provisions on
venue, playing time and marking of slot machines that differ
from paragraph 25 1 and 4 Lottery Act (1994:1000).

4 (b) § Lottery inspection may provide for requirements on
equipment used by the operator of licence
Lotteries provided for in § 21A Lottery Act (1994:1000). For
such inspection may also notify sweepstakes Lottery
regulations for the protection of social interests.

4 c § Lottery inspection may provide for
the application of §§ 22 and 24 Lottery Act (1994:1000).

rules for the implementation of paragraph 5 of the first subparagraph, first

Fees
Application
5 § Lottery inspection and state provincial offices shall charge fees
in accordance with sections 6 and 7 to test applications under
Lottery Act (1994:1000). In the examination of applications
applied in other 11-14 § § and § 30 a second and third
paragraphs fees regulation (1992:191).
Government charge fees in accordance with section 6 for examining
applications under lotteries and Casino Act (1999:355).
With the exception of section 14 of the fees regulation shall apply the
provisions referred to in the first subparagraph at the Government
review. Regulation (2012:591).

section 7 of the application for authorisation of a number of associations to
jointly organize either actual lottery under 16 or
21 (b) § Lottery Act (1994:1000) or bingo games according to section 22
Lottery Act, for the purposes of this regulation, shall be deemed to
be a case. Regulation (2012:591).
Supervision
section 8 Lottery inspection is to levy charges on
the holder of the authorization for the supervision authority exercises
According to § 48 Lottery Act (1994:1000). Authority may notify the
regulations on fees.
Lottery inspection shall also levy charges on
the licensee for such supervision authority exercises
According to section 14 of the Casino law (1999:355). Authority may notify the
regulations on fees. Regulation (2012:591).
8 (a) § provincial governments to levy charges on the licensee
for the supervision to which they exercise in accordance with § 48 lotteries
(1994:1,000). Provincial Governments may provide for
of the fees. Before a State Provincial Office notifies such
regulations to the hear Lottery inspection.

Contested cases
9 § prior to a general administrative court decides a matter under
Lottery Act (1994:1000), the Court shall seek the opinion of the
Lottery inspection.
General Administrative Court decisions in the cases provided for in
Lotteries are destined for Lottery inspection.
Exceptions to the 28 and 29 of the Lottery Act (1994:1000)
section 10 of the provisions of paragraph 28 and 29 § lotteries
(1994:1000) on the holding and the introduction of slot machines,
value and skill machines does not apply in the case of
such machines held on ships in international traffic for
games on the ship.
Special provisions relating to lotteries, as referred to in section 21 (a)
Lottery Act (1994:1000)
section 11 of the organiser of a licensed Lottery referred to
in 21 AOF Lottery Act (1994:1000) must not allow someone who is
under 18 years of age to participate in the lottery.
If there are special reasons, Lottery inspection permit
exemption from the age limit for a particular lottery.

Transitional provisions
1994:1451
This Regulation shall enter into force on 1 January 1995, when
Lottery Regulation (1982:1012) is hereby repealed.
The new regulations, however, must be applied prior to the entry into force of
applications for authorisation and approval relating to the period after
on 1 January 1995.
1999:361
1. This Regulation shall enter into force on 1 July 1999.
2. Next to the end of the year 2000 does not apply the provisions of
section 28 of the first paragraph and section 29 Lottery Act (1994:1000) in question
If the commodity game machines held in the course of business for
manufacture, repair or similar.
2009:1219
This Regulation shall enter into force on december 27, 2009 and
applied only in the case of proceedings instituted in
Lottery inspection after the entry into force.
2012:591
1. This Regulation shall enter into force on 15 October 2012.
2. in the case of applications received by the
Lottery inspection or a County Council before the entry into force
older provisions.
