Experimental County and time period
Article 1 during the period 1 July 1997 to 31 december 2002, the
in accordance with the provisions of this law implemented a
experiment with a modified regional responsibilities in
Kalmar, Gotland and Skåne County.
During the period 1 January 1999 to 31 december 2002, such
trials conducted in Västra Götaland County, Sweden.
In the meantime, on 1 January 2003-31 december 2010
the experiment continue in Skåne and Västra Götaland
County. Act (2004:1224).
Data included in the modified Division
section 2 of the pilot counties, regional authorities
1. with effect from 1 July 1997 from the County Administrative Board to take over
responsibility for the cross-sectoral work on developing
a strategy for the County's long-term development in accordance with the
regulations on regional development which the Government
notify (the regional utvecklingsansvaret),
2. with effect from 1 July 1997 from the County Administrative Board to take over
responsibility for questions about County plans for regional
transport infrastructure,
3. with effect from 1 July 1998 from the Swedish National Council for Cultural Affairs take over
the power to decide on the allocation of State aid to
regional cultural institutions as closer is provided
of the Government, as well as
4. with effect from 1 January 1998 to decide on the use of
regional and other development funds as
closer is provided by the Government.
Of Västra Götaland, the regional självstyrelseorganet
only take over the tasks referred to in the first subparagraph 1, 2 and 4.
This shall take place from 1 January 1999.
The Government may decide to transfer of information shall be made
at a later point in time than what is stated in the first and second

Regional development program

The regional development programme shall
1. include an analysis of development opportunities and problems in
the County,
2. specify the long-term objectives for the County's development,
3. account what actions should be taken to ensure that the objectives must
be reached,
4. the special account for the priorities that are necessary
to enhance growth, employment and the intra-regional
balance,
5. account of how the different parties are expected to participate in the program
implementation, as well as
6. briefly present how the stakes would be financed.
Collaboration and consultation
section 6 of the regional självstyrelseorganet to interact with
the County's municipalities and counties as well as with the provincial government and other
the relevant government authorities.
section 7 of the regional självstyrelseorganet should consult with
representatives of interested organizations and the business community in
the County.
State authorities and the regional development program
section 8, an established regional development programmes shall be taken into account
of all government agencies operating in the County.
The County Administrative Board and other State agencies shall, within their
practice areas provide the regional självstyrelseorganet the
support the need for the regional development. The
shall also continuously inform the regional självstyrelseorganet
about ongoing and planned activities that are relevant to the
the County's development.
Authorization
§ 9 the Government may announce the detailed rules necessary for the
the implementation of the experiment.
