Who should receive State subsidies



1 § State aid under this Regulation shall be submitted to the regional and local cultural institutions in the County not covered by the Act (2010:1919) on the allocation of some government subsidies to regional cultural activities.



Government grants may be given to



1. theater, dance and music institutions, including länsmusik operations,



2. regional museums,



3. the County Library, 4. business with County artists, 5. regional consultants for multiculturalism, 6. regional archive institutions, and



7. Regional Resource Centre for film and video.



State subsidies are provided to the regional and local institutions, as the Government has declared eligible for such aid.

section 2 of the State grant is payable only to the regional and local

institutions also receive subsidies from the County Council, a

municipality or another principal. Government grants for business

with County artists and to regional resource centre for film

and the video is provided only if the contribution from a County, a municipality

or any other principal is at least equal to the

amount of State aid. Regulation (2005:1147).



The purpose of the State's contribution



paragraph 3 of the State's contribution to theatre, dance and music institutions

shall be designed to enable the diverse activities of high

quality.



section 4 of the State's contribution to regional museums shall aim to:

to support museums in their task to collect, process and

providing knowledge about the region's cultural heritage, its art development

and on society and the environment in General. The grant will give

museums the opportunity to take the responsibility for kulturmiljö work

citizens a good access to books and information through

to County libraries provide public libraries with additional

section 6 of the State's contribution to the activities of County artists shall

aim to disseminate, promote and raise awareness of the art and

culture, in particular among children and youth, and to increase

the quality of amateur culture.



6 a of the State's contribution to the regional consultants for multiculturalism

shall aim at stimulating development that takes to be

the multicultural society's diverse forms of expression.

section 7 of the State's contribution to the regional archives, institutions shall

aim to promote regional archives activities and to better

integrate archive area in the regional cultural policy.



paragraph 8 of the State's contribution to the regional resource centre for film and

video shall aim to promote the regional and local

video business, especially with and for children and youth.

The amount of the grant



9 § State aid provided in the form of support units.

Development grants



12 § To Theatre, dance and music institutions, regional

museums and libraries receive special development aid provided

for a maximum of three years. Regulation (2005:1147).

audience groups, tour operation, cooperation across

art site boundaries as well as the interaction between professional

artists and amateurs. Regulation (2005:1147).

15 § development aid to County libraries shall be given for work

with the development of the regional library services.

Application



section 16 application for Government grants should be made of the Swedish Arts Council. For State aid to regional archive institutions, however, should the application be made to the national archives.



For State aid to regional resource centre for film and video, the application shall be made at the Swedish Film Institute Foundation.



The application shall be submitted at the time laid down by the Swedish Arts Council, the national archives and the Foundation, Swedish Film Institute. Regulation (2010-2013).



section 17 the application for State aid should include a business plan.

The application shall also be accompanied by a statement from the

County Councils, the municipality or other principal who intend to leave

contribution to cultural activities. Regulation (2005:1147).



Distribution



section 18 of the national archives to distribute aid to the regional archives institutions.



Foundation, Swedish Film Institute to distribute aid to regional resource centre for film and video.



The Swedish National Council for Cultural Affairs will distribute the aid among other eligible cultural institutions, but in the case of the regional museums, decisions on the allocation be made following consultation with the National Heritage Board. Regulation (2010-2013).



section 19 of the Swedish Arts Council, the national archives and the Swedish Film Institute, in its decision on the allocation of support specify the conditions for the aid. Regulation (2010-2013).



section 20 is repealed by Regulation (2009:736).



Debriefing



section 21 of the cultural institutions should report annually to the State's Arts Council how they have used the public funds.



Regional Archives institutions shall report annually to the national archives.



Regional Resource Centre for film and video should report annually to the Foundation, Swedish Film Institute how they have used the public funds. Regulation (2010-2013).



Refund



section 22 will terminate a cultural institution with activities as it received government subsidies for pursuant to this regulation and has not fully exhausted the State's contribution, it shall repay the part of the aid remains to be done and do it in the manner and within the time limit set by the Swedish Arts Council determines.



In the case of regional archives institutions determines the national archives for repayment of Government contribution. In the case of regional resource centre for film and video Foundation determines the Swedish Film Institute.



If the business of the County Library is closed down, the Swedish Arts Council about whether the literature and other materials that it provided government subsidies for must be transferred to any other library. Regulation (2010-2013).



Authorization



section 23 of the detailed rules for the implementation of this

Regulation may be notified by the Swedish Arts Council after consultation with the

National Heritage Board, the national archives and the Swedish

Appeal



paragraph 24 of the Decision pursuant to this Regulation may not be appealed.

Transitional provisions



1996:1598



This Regulation shall enter into force on 1 January 1997 when the

Regulation (1974:451) of Government grants to theatre, dance and

music institutions and Regulation (1977:547) about government grants

to regional museums are repealed.



1997:1207



This Regulation shall enter into force on 1 January 1998.



The provisions of 11, 12 and 19 of the Regulation (1996:1598) if

Government subsidies to regional cultural activities shall apply to the

länsmusik activities with effect from 1 January 2000.



2010:2013



1. This Regulation shall enter into force on 1 January 2011.



2. Older rules still apply for Government grants which relate to the period prior to the entry into force.
