Article 1 the provisions of this regulation is to implement
Article 5(1) of Council Directive 96/61/EC of 24 september 1996
concerning integrated pollution prevention and control

section 2 of this Regulation shall apply to such environmentally hazardous activities
set out in the annex to this regulation, if the operation or
some of the means to be conducted after October 30, 2007 but
that it is covered by an authorisation granted after 31
December 1998 pursuant to Chapter 9. section 6 of the environmental code.
3 § the operator shall in the environmental report in accordance with chapter 26.

and 5 § § environmental code are met by measures to
1. prevent, hinder or prevent damage or inconvenience
through pollution and to do this with the use of the best
possible technology,
2. conserve energy,
3. by husbandry, avoid waste, as far as

Board shall obtain the County Administrative Board's views before a

-Plant for combustion with a rated
effect of more than 50 MW
-Plant for the refining of mineral oil or natural gas
-Plant for the production of coke
-Plant for the transfer of coal to gas or liquid form
-Plant for metal ore roasting or sintering
-Plant for the production of pig iron or steel (primary or
secondary melting) including continuous
casting, for a production of more than 15 000 tonnes per year
-Plant for the processing of ferrous metals by
a) hot-rolling mills for the production of more than 120 000 tonnes of crude steel
per year,
b) smitheries, there kinds energy per hammer above 50 kJ
and the calorific power used exceeds 20 MW;
c) application of protective fused metal coats with an
input exceeding 12 000 tonnes of crude steel per year
-Plant for the casting of iron or steel for a production
of more than 5 000 tonnes per year
-Plant for the production of non-ferrous crude metals from
ores, concentrates or secondary raw materials by metallurgical,
chemical or electrolytic processes
-Facility for melting of non-ferrous metals or
recycled products, including
alloying materials, for a production of more than 1 000 tonnes of lead
or cadmium or 5,000 tonnes of other metals per year
-Plant for surface treatment of metals and plastics
using an electrolytic or chemical process where
therapeutic baths have a combined capacity of more than 30
cubic meters
-Plant for the production of cement in rotary kilns for a
production of more than 125 000 tonnes per annum or in other types of
furnaces for the production of more than 12 500 tonnes per year
-Plant for the production of lime in the oven for a production
of more than 12 500 tonnes per year
-Plant for the production of asbestos or asbestos-based
products
-Plant for the production of glass or glass fibers for a
production of more than 5 000 tonnes per year
-Facility for melting minerals, including those for
production of mineral wool, for melting more than 5 000 tonnes
per year
-Plant for the manufacture of ceramic products by
burning for a production of more than 18 500 tonnes per year, or
with a kiln capacity exceeding 4 m3 and a
setting density per kiln exceeding 300 kg/m3
-Plant for the production on an industrial scale by
chemical reactions of organic or inorganic substances,
including pesticides, drugs, explosives and
phosphorous-, nitrogen-or kaliumbaserade fertilizers
-Plant for the recovery or disposal of such
hazardous waste referred to in the regulation on waste (2011:927)
the applied quantity of more than 2 500 tonnes per year
-Plant for incineration of waste other than hazardous waste
for the incineration of more than 18 000 tonnes per year
-Plant for biological or physico-chemical treatment,
prior to disposal of waste other than hazardous waste for
the treatment of more than 12 500 tonnes per year
-Plant for the disposal of waste other than inert waste
receiving more than 2 500 tonnes per year, or authorized
to receive a total of more than 25 000 tons
-Industrial plant for the production of paper pulp by
wood or other fibrous materials
-Plant for the production of paper or cardboard for a
production of more than 7 000 tonnes per year
-Plant for the pre-treatment or dyeing of fibres or
textiles for a production of more than 2 500 tonnes per year
– Tanning for a production of more than 3 000 tonnes of finished leather
or complete fur skins per year
-Slaughterhouse for a production based on more than 12 500 tonnes
carcass weight per year
-Plant for the production of food preparation and
processing of animal raw materials (other than milk) for a
production of more than 18 500 tons per year
-Plant for the production of food preparation and
processing of vegetable raw materials with a finished product production capacity greater
than 300 tonnes per day as the quarterly average
-Plant for the production of milk products based on a
weigh-in of more than 200 tonnes per day as the quarterly average
-Plant for the disposal or recovery of animal
waste of a production based on more than 2 500 tonnes of raw material
per year
– Establishment of animal husbandry with
a) more than 40 000 places for poultry;
b) more than 2 000 places for production pigs, heavier than 30 kg,
intended for fattening pigs (which also counts obetäckta
gilts),
c) more than 750 places for sows (who sows also counts
breeding gilts), or
d) fewer sites than under a, b or c, but with so many
places for poultry, pigs or sows
needed for 200 animal units defined as in section 1 of
the annex to the Regulation (1998:899) concerning environmentally hazardous activities
and health protection
– Plant intended for surface treatment of materials,
objects, or products with a consumption of organic
solvents that exceed 150 kg per hour or 200 tons
per year
-Plant for the production of carbon (hard-burnt coal) or
graphite electrodes by means of incineration or graphitization
