The prime objectives of the grant
1 § purpose of Government grant is to support women's
Organization of private associations. The grant is to promote
women's participation in the democratic process and in
the life of the community. The contribution will also enable women to
defend their rights and to push their demands.
General provisions
section 2 With a women's organization as referred to in this Regulation:
1. a non-profit organization where three-fourths of the members are
women and which has as its purpose to strengthen the position of women in
society,
2. a nonprofit organization which mainly comprise
such non-profit organizations referred to in paragraph 1 and which has as its purpose the
to strengthen the position of women in society, or
3. an Association of women within a nonprofit organization, as
working to strengthen the position of women in society.

section 3 with a member in such a women's organization referred to in section 2 of the
1 and 2 "shall mean any person who has statutory influence

membership by having paid the membership fee or applied for

Grant forms
section 4 of the State subsidy for women's organization may be given as
1. organizational contributions;
2. start-up grants, and
3. operating grants.
Terms and conditions

section 6 of the Organisation contributions may be made to a non-profit organization for
activities to meet objectives under article 1. Activities
must be operated by a women's organization that
1. have a democratic structure and that engages in an activity
which do not run counter to democratic ideas,
2. have a nationwide organisation with ordinary activities
in at least five counties, or have a national interest, and
3. has conducted operations in Sweden for at least three years before
the grant application.
With a national interest means that women's organization conducts a
activities that are of general interest to the entire community and
not only locally.
Exemption from the requirement of the first paragraph 3 may be granted if such
women's organization referred to in paragraph 2 of the 3 have transformed into a
nonprofit organization and has conducted and been granted
organizational grant for the same activities during the three years prior to
the grant application.
section 7 of the Establishment grants may be provided to a nonprofit organization for
activities to meet objectives under article 1. Activities
must be operated in Sweden by a women's organization that meets
the conditions set out in section 6, first paragraph, 1 and 2 and which have adopted
a development plan.
Start-up grants may be given for a maximum period of three years.
Premiums may not be left on the Organization's contribution
be granted for the same activity.
section 8 operating grants may be provided to a nonprofit organization or
a foundation for activities which meet the objectives under article 1.
For contribution to a non-profit organization are required to work will

Activities must consist of activities aimed at

must not conflict with democratic ideas. Activities shall be
temporary and separated from the Association or Foundation
ordinary activities.
§ 9 grants may not be granted for activities undertaken or
carried out by political parties or their
women's organisations. With political parties referred to in this
Regulation parties represented in Parliament as well as
associations or groups of voters who intend to

9 a § Contributions may not be given to an association or Foundation
that have liabilities of Swedish taxes or fees in

4. indication of the number of individual members, the number of
Member associations or, in the case of such
women's organization as defined in section 2 of the 3, the number of women in the
women's organization applied for,
5. indication of the percentage of women in the society, or
Member associations, regarding the women's organization
application relates, and
6. the applicant requested or obtained other
State Organization's contributions and if so with which
amount.
The reliability of the data on the number of individual
Members, the number of member associations or the number of women in
the Association, and if the percentage of women, shall be certified by
the Association's auditor. Refer to the application a total
refund amounts to at least five price base amounts under
Chapter 2. 6 and 7 of the social code, the auditor shall be
authorized or approved. Regulation (2010:1726).
section 14 of the application for establishment grants shall also include
1. the applicant Association's bylaws,
2. documents showing who has the right to
represent the Association,
3. the women's development plan for the Organization's activities
application relates, and
4. indication of the percentage of women in the society, or

The reliability of the data on the proportion of women in
the Association or the member unions, shall be certified by
the Association's auditor and, if the application relates to a total
refund amounts to at least five price base amounts under 2

grant year, by an authorised or approved auditor.

section 15 applications for operating grants must also include
1. the applicant association or Foundation,
2. documents showing who has the right to
represent the Association or the Board of Directors,
3. indication, in the case of a women's organisation,

to which international exchange as activities are designed.
The reliability of the data on the percentage of women in the society
or member associations, shall be certified by the Association's
Auditor.

section 17 If an applicant for a grant under this regulation does not
leave the documents and tasks arising from 12-16 sections,
the applicant shall be given the opportunity to complement the application within a
certain period of time.
Decision
section 18 of the decision on funding must refer to a particular premium years. A
Premium years of organizational grants and contributions refers to
a calendar year. For operating grants is for a premium years one
12-month period.

§ 19 in assessing organizational grant shall

Accounting

grant has been paid, leaving the Agency for youth and civil society issues a financial accounting of the funds paid and an accounting of what funds have been used to. An association or foundation that has received operating grants under this regulation is required to submit a final report to the Agency for youth and civil society issues at the time specified in the order or at the latest three months after activities have been completed. Accounts must be submitted on a special form that Authority for youth and civil society issues. Report shall include a financial statement and a statement of what
resources were used to.
An association or foundation that has received
start-up grants or operating grants, even within the same
time specified in the first paragraph, provide Authority for youth and civil society issues a statement of the results obtained and how they relate to the purpose for which the contribution is granted.
The Association or the Foundation's auditor shall certify that the
financial reporting is reliable, accounts
accurate and applicable terms and conditions, etc.

Payout
section 24 a granted organizational contributions or premiums

Refund

or otherwise have caused that contribution has been provided
improperly or with excessive amount or to the contribution of other
reasons given incorrectly or with too high amount and the recipient
should have known this,
2. If the refund is not used for the purpose for which it has been granted
for,
3. If the Association or Foundation does not submit such documents
and supporting evidence referred to in paragraphs 21 and 22, or
4. If the conditions in the decision have not been complied with.

Appeal
section 26 of the Decision pursuant to this Regulation may not be appealed.

Transitional provisions
2005:1089
1. This Regulation shall enter into force on 1 January 2006, when
Regulation (1982:865) concerning State aid to
the central activities of women's organisations shall cease to
apply.
2. applications for grants and contributions for the Organization of establishment
grant year 2006 shall be submitted to the delegation no later
on March 1, 2006 or such later date as the delegation
decided.
3. Applications under the repealed Regulation received
to government offices before 1 January 2006, but not yet
determined are dealt with under the new regulation. In that connection, a
the application for a basic benefit and moving allowances under the repealed
the regulation dealt with as an application for organizing contributions
or premiums and operating grants under the
new regulation. Applications from riksdagspartiers
women's organizations, however, should not be dealt with in accordance with the new
the regulation.

1. This Regulation shall enter into force on 1 February 2008.
2. The provision in section 23 shall apply to the annual accounts
for the first time in 2009.
