Introductory provisions



1 § State aid under this Regulation may be submitted to

organisations in order to promote consumer interest in the various

areas of activity.



Support is subject to availability of funds.



Forms of support



2 § State aid under this Regulation may be submitted in the form of



1. organizational support,



2. administrative support, and



3. project support.



Conditions for support



paragraph 3 of the Payments provided for in this Regulation may be submitted to a national

organization that



1. is democratically structured,



2. is politically independent, and



3. operate on a non-profit-making basis.



Support may also be given to an organization that is a

collaboration between multiple organizations.



section 4 support shall not be provided to an organization that has liabilities

for Swedish taxes or fees of the bailiff

or are in liquidation or bankruptcy.



paragraph 5 of the Organization's support may be provided to an organization



1. is mainly to protect the Swedish

consumers ' interests nationally or internationally and that

has engaged in such activities for at least two years prior to application

for support,



2. is nationwide, and



3. have a minimum of 1,000 paying members.



Even if the conditions laid down in the first paragraph 3 are not fulfilled, aid

be submitted to an organization that is a collaboration between several

organizations, if the organizations a total of at least 1 000

paying members.



section 6 administrative support may be provided to an organization whose

activities designed to strengthen the Swedish consumer

influence on markets in Sweden, in the EU and other

international forums and which represents Swedish consumers

or participates in national or international

standardisation work.



section 7 of the project funding may be provided to an organization for projects

designed to take advantage of consumers ' interests, contribute

increased knowledge and give consumers better

opportunities to make active choices.



The projects must be clearly defined and must not be included in the

applicant's ordinary activities. Support shall not be provided to the

projects likely to have a commercial purpose.



Determining authority



section 8 Consumer Agency decides under this

Regulation upon application.



Aid shall be granted for a maximum of one year at a time. Decision on the aid may

be subject to conditions.



Payout



section 9 of the Consumer Authority may decide that the aid shall not be

be paid if it can be assumed that the aid has been granted on the basis

of inaccurate data.



Accounting



section 10 of an organization that has received aid under this

Regulation shall submit to the National Consumer Agency

accounting documents, annual reports and other

information that the Consumer Agency decides to make it

possible to monitor and evaluate activities.



section 11 of the National Consumer Agency shall submit in its annual report an aggregate

report of who has received aid, the amounts and

for what purposes. Report shall also contain a

Summary of what aid has been used to and

an assessment of the effects of the aid in relation to its purpose.



Refund



section 12 of the Consumer Authority may decide to support, in whole or in

partly, to be paid back



1. If it has been provided on the basis of incorrect information,



2. If it has not been used for the purpose for which it is granted,



3. If your organization does not provide such documents and other

information referred to in section 10, or



4. If the conditions in the decision have not been complied with.



Appeal



paragraph 13 of the Consumer Agency's decision pursuant to this Regulation shall not

subject to appeal.



Authorization



section 14 of the Consumer Authority must notify the regulations needed

the enforcement of this regulation.
