1 the energy market Inspectorate data section is to



1. be responsible for monitoring, legislation and

the granting of permits under the electricity Act (1997:857), natural gas Act

(2005:403) and lagen (1978:160) om vissa pipelines, and

for supervision and legislation under the district heating Act

(2008:263) as well as for supervision according to the law (2013:385) if

intervention against market abuse in trade in

wholesale energy products,



2. establish and publish a regulatory policy,



3. in its field work for



(a)) energy efficiency and effective competition on the electricity and

natural gas markets,



b) function, efficiency and competitive prices on

district heating markets,



(c)) to strengthen the electricity, natural gas and district heating customers

position and enable active choice by

easily accessible and reliable information,



4. promotion of energy consumer rights, in consultation

with the Consumer Agency to coordinate the preparation of replies to

5. monitor and analyse developments in electricity, natural gas and

district heating markets, and proposals for changes in

regulations or other measures to promote

the functioning of markets,



6. within its range performance of tasks arising from

infrastructure investments,



b) European Parliament and Council Regulation (EC) no 713/2009

of 13 July 2009 establishing an agency for the cooperation

of energy regulators,



c) European Parliament and Council Regulation (EC) no 714/2009

of 13 July 2009 on conditions for access to the network for

cross-border exchanges in electricity and repealing Regulation

(EC) No 1228/2003,



d) European Parliament and Council Regulation (EC) no 715/2009

of 13 July 2009 on conditions for access to

the natural gas transmission networks and repealing Regulation (EC)

No 1775/2005,



e) European Parliament and Council directive 2009/72/EC of the

13 July 2009 concerning common rules for the internal market in

electricity and repealing Directive 2003/54/EC,



f) European Parliament and Council directive 2009/73/EC of the

13 July 2009 concerning common rules for the internal market in

natural gas and repealing Directive 2003/55/EC, and



g) European Parliament and Council Regulation (EU) no 1227/2011

of 25 October 2011 on the integrity and transparency of

wholesale markets for energy,



7. on behalf of Sweden to participate in the development of the markets

for electricity and natural gas in the Nordic countries and the EU,



8. cooperate with European regulators and with the Agency

for the cooperation of energy regulators in order to

work towards the harmonization of regulations so that equivalent

conditions are created on the markets for electricity and natural gas

within the Nordic countries and the EU;



9. ensure that the regulations and procedures that the Agency

disposes of is cost effective and simple to nationals

and companies,



10. ensure that there is a single entry point where

consumers of electricity and natural gas can have access to all

necessary information about current legislation, their

rights and opportunities for dispute resolution in the event of

a dispute, and



11. promote efterfrågeflexibilitet in the electricity market.

Vulnerable customers

According to paragraph 1, it shall take particular account of the customers '

position in electricity and natural gas markets.



With vulnerable customers referred to persons who habitually lacks the ability

to pay for the electricity or natural gas that is transmitted or

delivered to them for purposes which are outside

trade or business. Regulation (2011:719).



Collaboration



section 2 of the Energy market Inspectorate shall in particular engage with



1. Consumer and competition authority in matters relating to

customer inquiries and market monitoring of the competitive

energy markets,



2. electrical safety authority in matters relating to security of supply and

transmission quality in the power grid, and



3. Swedish Swedish power grids in matters relating to

the development of the common market for electricity in the Nordic countries

and Europe. Regulation (2013:212).



Management



section 3 Authority is headed by a head of Government.



4 section at the Agency, there shall be an Advisory Council consisting of

a maximum of eight members.



Employment



§ 5 the Director General is the head of Government.



Staff disciplinary board



6 section at the Agency, there shall be a staff disciplinary board.



The applicability of specific regulation



7 § the museums shall apply the staff representatives Ordinance

(1987:1101).
