Definitions



paragraph 2 of this regulation,



dangerous chemical product "means a substance or a mixture which has

classified as hazardous according to criteria as stated in the

regulations as the Swedish Chemicals Agency has announced, with support

by section 25,



indication of danger: one or more words that indicate the danger

associated with a hazardous chemical product,



hazard class: type of physical, health or environmental hazard

specified in the regulations as the Swedish Chemicals Agency

have notified pursuant to section 25,



danger symbol: a symbol that is intended to give special

information about a particular hazard,



risk phrase: a phrase that warns of a subject or a

mixing health hazards, environmental hazards or physical

hazards,



safety phrase: a phrase describing the actions

It is recommended to minimize or prevent adverse

effects resulting from exposure to a hazardous substance, or

preparation for use or disposal,



placing on the market ' means supplying or making available

for anyone else, and



particularly dangerous chemical product "means a chemical product

regulations as the Swedish Chemicals Agency has announced, with support

of section 25 is to be regarded as particularly dangerous from a health or

environmental protection point of view.



Other terms and expressions in this regulation has the same

meaning as in chapter 14. the environmental code. Regulation (2010:965).



The application in the case of cosmetic

products



(2) (a) the provisions of § 1 to 26 and 28 to 37 of this Regulation shall

not applicable to cosmetic products.

Product registry and disclosure



3 §/expires U: 2016-01-01/

Each chemical and biotechnical organism that

professionally manufactured in or imported into Sweden,

be notified to the Swedish Chemicals Agency for registration in the

product registry as the Swedish Chemicals Agency, if the product

or organism can be attributed to any of the goods that

set out in the annex to this regulation.



The first subparagraph shall not apply to chemical products and biotechnical

organisms that are waste within the meaning of chapter 15. section 1 the Environment Act or

covered by the medicines Act (1992:859), food Act

(2006:804), the Act (2006:805) on feed and animal

by-products or regulation (2012:503) of tattoo colors.

3 section/entry into force: 01/01/2016 Every chemical product and biotechnical organism that professionally manufactured in or imported into Sweden shall be notified to the Swedish Chemicals Agency for registration in the product table that the Swedish Chemicals Agency, for, if the product or the organism can be attributed to any of the products listed in the annex to this regulation.



The first subparagraph shall not apply to chemical products and biotechnical organisms which is waste within the meaning of chapter 15. section 1 the Environment Act or which are covered by the Food Act (2006:804), the Act (2006:805) on feed and animal by-products, the medicines Act (2015:315) or regulation (2012:503) of tattoo colors. Regulation (2015:461).

Licensing requirements in section 7 does not apply

Classification, labelling and packaging

determine the physico-chemical, toxicological and

ecotoxicological properties and these properties

classify the product in one or more hazard classes in accordance with the

criteria as stated in the regulations

18 § A package containing a dangerous chemical product

shall, subject to the regulations

3. risk phrases, and



4. safety phrases.

19 § A package containing a dangerous chemical product

should



1. be so designed and constructed that its contents cannot be

stress during handling, and

1. the packaging is marked with a text or image that says

2. the packaging is marked with a text or image that says

that the product is harmful and may cause lung damage if

ingestion,



3. the product is classified in the hazard class "harmful" with

the risk phrase R65, or



4. the product contains at least 3% methanol or at least 1

% methylene chloride (dichloromethane).



A child-resistant closure is not required, if

adequate measures have been taken to ensure

that the product will not be offered or sold to the

members of the public.



The packaging referred to in the first subparagraph shall meet the

requirements of regulations such as the Swedish Chemicals Agency

have notified under section 25. Regulation (2014:255).



20 a of the requirement for child-resistant closure under section 20 of the first

paragraph 2 and 3 shall not apply chemical products emitted

on the market in the form of aerosols or in a container fitted

with a sealed spray attachment. Regulation (2014:255).



section 21 of a pack that includes a chemical product should be

equipped with tactile warnings about product features

or sold to the general public and the packaging is marked with the

a text or image which says that the product is extremely

flammable, highly flammable, very toxic, toxic,

corrosive or harmful.



The first subparagraph shall not apply to aerosols classified

and labelled only as extremely flammable or highly

flammable.



The packaging referred to in the first subparagraph shall meet the

requirements of regulations such as the Swedish Chemicals Agency

section 23 of the Swedish Chemicals Agency, in each case provide

dispensation from



1. the duty according to chapter 14. section 12 of the environmental code that

793/93 and Commission Regulation (EC) No 1488/94 as well as

Council Directive 76/769/EEC and Commission directive

91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC, and



2. Regulation (EC) no 1272/2008.



A waiver as referred to in the first subparagraph may be given only if required

taking into account the interests of national defense and the exemption refers to

The armed forces, the Swedish fortifications Agency, the Swedish defence materiel administration

Appropriations to provide



Article 25 of the Swedish Chemicals Agency may provide for



1. such knowledge requirements, precautions and product choices

import and export of chemical products, biotechnological

organisms and products,



2. product register;



3. the information to be included in a notification in accordance with paragraph 3,



4. at what point a notification under paragraph 3 of the last shall

be made,



5. the obligation to notify to the product registry even in cases

as according to § 5 are exempt from the notification requirement,



6. the information to be provided pursuant to section 6,



7. which chemical products as shall be designated

hazardous chemical products,



8. Notes on the transfer under section 10,



9. the rules on particularly hazardous chemical products in

7 and 9-14 § § should apply also in the case of other chemical

products that there are special reasons for dealing with at

the same way,



10. such product information and disclosure obligations referred to

in chapter 14. section 19 of the environmental code,



11. ban is needed as a result of the European Parliament and

Council Directive 2004/42/EC of 21 april 2004 on

limitation of emissions of volatile organic compounds

caused by the use of organic solvents in certain

Before the Swedish Chemicals Agency by virtue of the first subparagraph 1

The responsible authority and reporting



32 § the Swedish Chemicals Agency is the competent authority that

33 § the Swedish Chemicals Agency will be responsible for such reporting

referred to in



1. the third subparagraph of article 4(2), 12(1), 12(2) and 12(3) (a)

Regulation (EC) No 850/2004, and



2. Article 7 of Directive 2004/42/EC. Regulation (2012:506).



33 a of the environmental protection agency, in the case of Regulation (EC) no

850/2004 shall be responsible for



1. to establish and update such emission inventories that

referred to in article 6(1),



2. such monitoring of the environment referred to in article 9, and



3. such reporting as referred to in article 12.1, 12.3 (b) and

12.3 c. Regulation (2012:506).



Supervision and fees

35 § a governmental supervisory authority shall notify the

Transitional provisions



2008:245



1. This Regulation shall enter into force on 1 June 2008, when

Ordinance (1998:941) on chemical products and biotechnical

organisms shall be repealed.



2. in the case of permits for importation of particularly hazardous

products from a country outside of the European economic

area, the provisions of the repealed

Regulation until 31 december 2008, unless otherwise

to the provisions of Regulation (EC) No 1907/2006 or by

The Swedish Chemicals Agency's regulations.



2009:904



This Regulation shall enter into force on 1 August 2009.

The provision in paragraph 8 and in its new wording, however, applied for time

from 1 July 2009.



2009:1330



This Regulation shall enter into force on december 27, 2009 and

applied only in the case of applications that have been received

to the County Board after the entry into force.



Annex



List of commodity



This list describes the type of goods as referred to in paragraph 3 shall

recorded in the product table. In front of every description

given the commodity code (statistically) that the trade battle has pursuant to Council

Regulation (EEC) No 2658/87 of 23 July 1987 on the tariff

and statistical nomenclature and on the common customs tariff.



Product code indicated in four digits and refers to when a group of

commodity (product group) or with six figures and refers to when a

particular type of goods in the commodity group. Unless otherwise indicated in the

1506 Other animal fats and oils and their fractions

modified; registration covers only products which

are intended to be used solely for technical purposes.



1507 soya-bean oil and its fractions, whether or not

refined

but not chemically modified; registration includes

only the type of goods which are intended to be used exclusively for

technical use.



1508 groundnut oil and its fractions, whether or not

not refined, but not chemically modified; registration obligation

only covers goods that are intended to be used

exclusively for technical purposes.



1509 olive oil and its fractions, whether or not refined

but not chemically modified; registration includes

only the type of goods which are intended to be used exclusively for

technical use.



1510 Second only oils obtained from olives and their fractions

such oils, whether or not refined, but not chemically modified,

including blends of these oils or fractions with

oils or fractions of heading 1509; registration obligation

only covers goods that are intended to be used

exclusively for technical purposes.



1511 palm oil and its fractions, whether or not refined

but not chemically modified; registration includes

only the type of goods which are intended to be used exclusively for

technical use.



1512 sunflower-seed, safflower or cotton-seed oil and

fractions thereof, whether or not refined, but not chemically

modified;



registration covers only the commodity intended

to be used exclusively for technical purposes.



1513 coconut (copra), palm kernel or babassu oil and fractions

of these, whether or not refined, but not chemically modified;

registration covers only the commodity intended

to be used exclusively for technical purposes.



1514 Rapeseed, colza or mustard oil and their fractions

These oils, whether or not refined, but not chemically modified;

registration covers only the commodity intended

to be used exclusively for technical purposes.



1515 Other non-volatile vegetable fats and oils

(including jojoba oil) and their fractions
