Regulation (2008:463) On Certain Fees To The Swedish Radiation Safety Authority

section 1 of this regulation are notified



1. pursuant to section 30 of the Act (1984:3) concerning nuclear activities

in the case of 4-11, 13-15 and 19 sections,



2. with the support of 43 of the radiation Act (1988:220)

4-6, 11-12 and 15-19 sections,



3. pursuant to paragraph 16 of the 20 teams (2006:263) if

transport of dangerous goods in the case of 4-6, 10 and 19 sections, and



4. Moreover, pursuant to Chapter 8. section 7 of the Constitution.

Regulation (2011:1568).



Definitions



section 2 of the terms and expressions in this regulation have the same meaning

as the Act (1984:3) on nuclear activities and

the radiation Act (1988:220).

Application fee



section 4 an application fee must be paid by the applicant for



1. the authorisation or approval pursuant to section 24 of the regulation

(1984:14) on nuclear activities,



2. the authorisation referred to in paragraph 13 of the Radiation Protection Ordinance (1988:293)

or



3. The radiation safety authority's examination of a case under the

section 8 or the second subparagraph of section 18 of the Regulation (2006:311) if

transport of dangerous goods. Regulation (2009:668).

Fee under section 4 shall be paid to the

nuclear plant category 4,



5. with 1 070 000 kroons, if the application relates to operation of a

nuclear installation category 1,



6. with 538 000 kroons, if the application relates to operation of a

nuclear installation category 2,



7. with 269 000 kroons, if the application relates to operation of a

nuclear plant category 3,



8. with 53 000 kroons, if the application relates to operation of a

nuclear plant category 4,



9. with 107 000 kroons, if the application relates to the possession of a

nuclear installation,



10. with 53 000 kroons, if the application relates to the approval under paragraph 5 of the

second subparagraph, Act (1984:3) on nuclear activities,



11. with 53 000 kroons, if the application relates to a special permit

land disposal of low-level nuclear waste that does not originate from

15. with 29 000 kroons, if the application relates to the acquisition, possession,

the transfer, processing, transportation or other handling of

Fee under section 4 shall be paid to the Swedish radiation safety authority with 100 000 000 kroons, if the application concerns the construction of a nuclear reactor to replace a permanently banned nuclear reactor, of which 34 000 000 Swedish kronor when the application is lodged, SEK 33 000 000 not later than one year after the application was filed and 33 000 000 Swedish kronor not later than two years after the application was filed.



Fee under section 4 shall be paid to the Swedish radiation safety authority when the application is lodged



1. with 2 181 000 kroons, if the application concerns the construction of a nuclear installation category 1, but not a nuclear reactor, or facility for the disposal of spent nuclear fuel, 2. with 1 085 000 kroons, if the application concerns the construction of a nuclear installation category 2, 3. with 546 000 kroons, if the application concerns the construction of a nuclear plant category 3, 4. with 108 000 kroons, if the application concerns the construction of a nuclear plant category 4, 5. with 1 086 000 kroons, if the application relates to the operation of a nuclear installation category 1, 6. with 546 000 kroons, if the application relates to the operation of a nuclear installation category 2, 7. with 273 000 kroons, if the application relates to the operation of a nuclear installation category 3, 8. with 54 000 kroons, if the application relates to the operation of a nuclear installation category 4, 9. with 108 000 kroons, if the application relates to the possession of a nuclear facility, 10. with 54 000 dollars, in case of an application for approval under paragraph 5 of the second paragraph of the law (1984:3) on nuclear activities, 11. with 54 000 kroons, if the application relates to a special permit in accordance with paragraph 5 (a) of the Act on nuclear activities, 12. with 109 000 kroons, if the application relates to a facility for land disposal of low-level nuclear waste that does not originate from commercial uranium mining and to such a plant related facilities for treatment or storage, provided that the activity of the total waste in land deposit facility does not exceed 10 terabecquerel, of which not more than 10 gigabecquerel consists of Alpha-active substances, 13. with 29 000 kroons, if the application relates to cross-border transport of spent nuclear fuel, nuclear waste or any other radioactive waste, 14. with 73 000 kroons, if the application refers to the transport of radioactive material under special arrangement on security measures, 15. with 29 000 kroons, if the application relates to the acquisition, possession, transfer, processing, transportation or other handling of or any dealings with nuclear material or nuclear waste and the handling or position are not covered by an application under 1 – 14, 16. with 8 800 kroons, if the application relates to the transport of radioactive substances which are not covered by an application under 1-15, and 17. with 37 000 kroons, if the application relates to the confirmation of the certificate for the package design.



In the event of an application relating to the same installation is covered by more than one fee in accordance with the second subparagraph of the first paragraph or 1-9, the fee is paid with the amount that is not more than the specified amounts. Regulation (2016:8).

If the Swedish radiation safety authority's examination of an application

entails costs that significantly exceed the amounts

set out in paragraph 5, the Agency may decide that the applicant shall pay

surcharge of 1 240 dollars per hour for work that

Anyone who has permission to build, possess or operate a nuclear facility category 1, but not such a reactor referred to in section 7 or a facility for the disposal of spent nuclear fuel, shall pay an examination fee of 4 755 000 kronor for review of permit conditions that must be met before the plant is put into operation for the first time after the authorization was given.

If the review as a charge under section 7 or 7 is

intended to cover audit work causes not covered by

the amount of the fee (cost of more work),

Swedish radiation safety authority may decide that the licensee shall

For a review referred to in section 7 may, however, levy for each audit work shall not exceed 2 000 000 kroons.

Consultancy costs

Supervisory fee

spent nuclear fuel are staged,



5. with 58 000 dollars for a facility where spent nuclear fuel

are staged and the stored amount is not more than 1 000

tonnes,



6. with 456 000 kronor for a facility for the disposal of

nuclear waste do not constitute such land disposal referred to in paragraph 5 of the

second paragraph, 12,



7. with 58 000 dollars for a facility for the storage of

nuclear waste,



8. with 58 000 dollars for a facility for the treatment of

nuclear material that does not constitute a plant for the production of

fuel,



9. with 58 000 dollars for a facility for the treatment of

nuclear waste,



10. with 1 025 000 SEK for a nuclear reactor during

settlement,



11. with 58 000 kronor for a research and

materials testing reactor in liquidation, and



12. with 58 000 kronor for such landfill referred to in

5 section 12.



A fee as referred to in the first subparagraph 1 – 4, 10 and 11 also includes

supervision of installations for the storage or treatment

of spent nuclear fuel, nuclear material or nuclear waste

within the plant area covered by the State and

that the licensee operates exclusively in order to fulfil

their obligations under the first subparagraph of section 10 (2) and (3) the law on

nuclear activities.



If a licensee has multiple installations of

intermediate storage or treatment of spent nuclear fuel,

nuclear material or nuclear waste within one and the same

fixed area, the fee is paid only for the

facility that has the highest fee.



Fee obligation shall arise after the calendar quarter

the State took effect and ceases with effect from the

calendar quarter following the authorization

Anyone who has permission to nuclear activities should pay a fee for the Swedish radiation safety authority's enforcement of the law (1984:3) on nuclear activities, the radiation Act (1988:220), Regulation (1984:14) on the nuclear activities and radiation protection Ordinance (1988:293), as well as the conditions and regulations that have been issued on the basis of these laws and regulations are followed. The fee shall, after the charge of the Swedish radiation safety authority, to be paid upfront for each calendar quarter



1. with 3 545 000 kronor for a nuclear reactor during normal operation,



2. with 274 000 kronor for a plant for the production of fuel for nuclear power reactors,



3. with 220 000 kronor for a research and materials testing reactor in normal operation,



4. with 440 000 SEK for a facility where more than 1 000 tonnes of spent nuclear fuel are staged,



5. with 56 000 SEK for a facility where spent nuclear fuel are staged and the stored quantity shall not exceed 1 000 tonnes,



6. with 440 000 SEK for a facility for the disposal of nuclear waste do not constitute such land disposal referred to in paragraph 5 of the second paragraph, 12,



7. with 56 000 SEK for a facility for the storage of nuclear waste material,



8. with 56 000 SEK for a facility for the treatment of nuclear material that does not constitute a plant for the production of fuel,



9. with 56 000 SEK for a facility for the treatment of nuclear waste,



10. with 990 000 SEK for a nuclear reactor in liquidation,



11. with 56 000 SEK for a research and materials testing reactor in liquidation, and



12. with 56 000 SEK for a land disposal referred to in paragraph 5, second subparagraph, 12.



A fee as referred to in the first subparagraph 1 – 4, 10 and 11 also includes the supervision of installations for the storage or processing of nuclear waste, nuclear material or nuclear waste within the plant area covered by the licence and that the licensee operates exclusively in order to fulfil its obligations under paragraph 2 and 3 Act on nuclear activities.




If a licensee has several facilities for storage or processing of nuclear waste, nuclear material or nuclear waste within a fixed area, the fee paid for the plant with the highest fee.



Fee obligation shall arise after the calendar quarter in which the authorization became effective and expires as of the calendar quarter following the licensee has complied with its obligations under section 10 of the Act on nuclear activities or the Swedish radiation safety authority has found that the ongoing supervision with regard to safety and radiological protection is no longer needed.

6. with 11 000 kronor for a plant for the processing of nuclear material than the production of fuel.



The fee would be paid from the calendar quarter after the authorization was given to the calendar quarter that immediately after the Swedish radiation safety authority has determined that all nuclear material removed from the system.

Anyone who has permission to build, possess or operate a nuclear reactor, the Swedish radiation safety authority to pay a fee for the basic and applied research as well as the studies and investigations authority initiates in order to develop national expertise in the Agency's area of operations and to support and develop the Agency's supervision. The fee shall, after the charge of the Swedish radiation safety authority, to be paid for each calendar quarter



1. with 7 821 000 kronor for a reactor which is under construction as of the calendar quarter following the Swedish radiation safety authority approved that the plant may start construction until the calendar quarter in which the reactor is in normal operation,



2. with 1 675 000 kroons for any other reactor as of the calendar quarter following the reactor is in normal operation until the calendar quarter following the reactor permanently taken out of service, and this has been notified to the Swedish radiation safety authority, and



3. with 302 000 kronor for a reactor that is being phased out for the time when fee is not paid in accordance with 2.



The obligation to pay the charge is not applicable as of the calendar quarter following the licensee has complied with its obligations under section 10 of the Act (1984:3) about nuclear activities. Regulation (2016:8).

The who, otherwise than as referred to in the first paragraph, apply

of or have permission to an activity referred to in section 20 or 21

or the second paragraph of section 22 of the radiation Act shall pay the fee

with 1 240 dollars per hour for work with the application process,

supervision and other measures related to the State

as the Swedish radiation safety authority has performed. The fee is paid

the Swedish radiation safety authority after special charges.

8. with 930 SEK for the business of open source with an activity that is a maximum of 100 megabecquerels,



9. with 3 000 per laboratory for business with open source with an activity greater than 100 megabecquerels but not 10 gigabecquerel,



10. with 16 400 per laboratory for business with open source with an activity that exceeds 10 gigabecquerel,

The who, otherwise than as referred to in the first subparagraph, applies for or has permission to an activity referred to in section 20 or 21 or 22 of the radiation Act shall pay the fee of 1 250 SEK per hour for work with the authorisation, supervision and other measures related to the condition that the Swedish radiation safety authority has performed. The fee paid to the Swedish radiation safety authority after special charges.

Transitional provisions



2008:463



1. This Regulation shall enter into force on 1 July 2008, when
