Introductory provisions
Article 1 this regulation lays down provisions on State aid for
1. measures to strengthen the work of
basic skills reading, writing and arithmetic to increase student
goal achievement, especially for those students who are at risk of not reaching
objectives, and
2. pursue efforts for teachers which aims to
support and develop the work with individual development plans
written reviews.
section 2 of the Government subsidies may be provided subject to availability of funds.
Government subsidies provided for the autumn semester 2008 and then for a
calendar year (premium years) at a time.
3 § State aid under this Regulation shall not be granted for
skill-enhancing efforts of teachers for which State aid may
be provided in some other way.
Conditions for State aid
4 § State aid under this Regulation may be submitted to the
who is the principal of the elementary school, first special, special school
or the Sami school.
Such a principal referred to in the first subparagraph are referred to in this
Regulation School Association. Regulation (2011:539).
5 § Government subsidies may be provided to a school for the local county operations
under section 1 for students in the pre-school class and in grades 1-3
and, to a limited extent, for students in grades 4-10
in need of special support.
State aid within the meaning of the first subparagraph shall be provided for measures
relates to more staff in the business, skills
interventions for teachers who work in the business, and others
similar support and development efforts as well as the acquisition of
teaching materials. Regulation (2011:1026).
section 6 of the Government subsidies may be provided also for actions under section 2.
Calculation of State aid
General information about calculation
section 7 of the State's school is estimated annually for each school a local county
framework for State aid within the meaning of §§ 8 and 9.
Framework for independent schools who do not have students in grades 1-3
section 8 a special framework for State aid for the
actions referred to in article 1 2 of the independent schools that are not
have some students in grades 1-3. This framework should consist of a
proportion of the available appropriations. The percentage is calculated by
divide the number of students in these schools to the total number of
students in grades 1-10 in Sweden and then divide the
calculated the number by two. In this context, funds are allocated
between the independent schools that do not have any students in
grades 1-3 on the basis of the number of students.
Framework for schools with public and independent schools
with students in grades 1-3
§ 9 in addition to the framework set out in section 8 are calculated for each municipality
a grant framework in the following ways.
One half of the remaining funds are allocated between
the municipalities on the basis of each municipality's share of the total
the number of students in grades 1 – 3 in Sweden.
The other half of the remaining funds are allocated between
the municipalities on the basis of the average rate of pupils in
schools with public and independent schools in the municipality
as in the last year has not achieved the objectives of one or more of the
subjects Swedish, Swedish as a second language, mathematics and English
in 2008-2010.
On the basis of the framework that has been calculated for each municipality are assigned
each school Association in the municipality of contribution based on the number of students in

Application and decision
section 10 of the State's school decides on and pays out State grants
following an application from the school huvudmannen.
The State contribution is paid out during the month of november for the grant year
2008 and in March for other premium years.
Follow-up
section 11 of the State's school will monitor how the State's contribution has
been used.
Accounting
section 12 of the local County, A school which receives State grant under this
Regulation is required to provide to the State school
information about the activities required for follow-up.
Repayment of Government contribution
section 13 of the local County, A school that has received State aid under
This regulation is liable to repay, if
1. the recipient by leaving through false statements or any
otherwise have caused that the grant has been submitted incorrectly
or with excessive amounts,
2. State grant for any other reason has been submitted incorrectly
or with too high amount and the recipient should have known this,
3. the State contribution has not been used for the purpose for which it has
granted, or
4. a person who has received the State's contribution does not provide such
information referred to in section 12.
Statens skolverk should decide to fully or partially require
back a contribution if a school is required to repay the local county
under the first subparagraph. If there are special reasons for it,
The National Agency for education remit repayment in whole or in part.
Authorization
section 14 of the State's school must notify the regulations needed
for the enforcement of this regulation.
Appeal
section 15 of the State's skolverks decision in matters of State aid under
This Regulation shall not be subject to appeal.
Transitional provisions
2008:754
This Regulation shall enter into force on 1 January 2008 and applies
until 31 december 2011. Contributions under the regulation
may, however, be given for activities from 1 July 2008.
