section 1 of the Swedish Meteorological and Hydrological Institute (SMHI)
is the managing authority for the meteorological, climatological,
hydrologic and oceanographic issues.
2 § SMHI will develop decision support which contributes to a good
urban and regional planning, to reduce the vulnerability of society
and environmental quality objectives.
3 § SMHI will manage and develop the Swedish
meteorological, hydrological and oceanographic
infrastructure and thereby to seek and convey knowledge

4 § SMHI will conduct applied research and development in
meteorology and climatology.

5 § SMHI shall in its field of activity, in particular
1. responding to the General meteorological, climatological,
hydrologic and oceanographic service,
2. answer to warning services and actively engage with the relevant
authorities,
3. produce and transmit meteorological, climate, illogical,
hydrological and oceanographic information for decision-making,
4. produce, assemble and convey information and
knowledge of climate change and adaptation to climate change,
5. be prepared and to assist the relevant authorities in the
serious disturbances in society,
6. increase the social benefits of its activities by conducting
Commission activities vis-à-vis other authorities and by
do business,
7. collaborate with Swedish authorities and with foreign
organizations within and outside the European Union, and
8. consult with the armed forces in matters of general military
importance. Regulation (2013:1045).
6 § SMHI represents Sweden in the World Meteorological
Organization (World Meteorological Organization, WMO), it
European weather satellite cooperation (The European Organization
for the Exploitation of Meteorological Satellites, EUMETSAT)
and the European Centre for medium-term forecasts (The
European Centre for Medium-Range Weather Forecasts, ECMWF).
6 a of SMHI shall be the national focal point for the United Nations
intergovernmental panel on climate change (Intergovernmental
Panel on Climate Change, IPCC). Regulation (2013:1045).
7 § SMHI may perform the service exports which is directly linked to the
the Agency's field of action and that is within the scope of
the mission set out in this instruction, another
Regulation or a decision taken by the Government.
The total income from service exports may correspond to
no more than 15 percent of the Authority's total
management costs. Regulation (2013:1045).
Management
8 § SMHI is led by a head of Government.
Advisory Council
§ 9 At SMHI, there shall be an Advisory Council with a maximum of ten
members.
Appointment as head of Government
section 10 the Director General is the head of Government.
Staff matters
11 § At SMHI, there shall be a staff disciplinary board.
12 § SMHI shall apply the staff representatives Ordinance
(1987:1101).
Fees
13 § SMHI shall charge fees for the external relations and
business activities of the authority and shall draw
revenue.
SMHI decides on fees in the case.
The fees shall be set at a level which covers the Agency's
the cost of providing the product or service and
contribute to the Authority's costs for construction,
Update and development of systems, databases, and
information. Regulation (2013:1045).
Exemptions from government regulation
14 § SMHI is not covered by the provisions on the
case list in section 29 of the Government agencies Ordinance (2007:515).
