Chapter 1. General provisions
section 1 of this regulation provides for
-obligations and responsibility for animal health personnel (Chapter 2),
-rules of jurisdiction (Chapter 3),
-exemption from the restrictions of the right to take health
animal health measures (Chapter 4),
-supervision (Chapter 5.)
-Disciplinary Board of animal health services (Chapter 6),
and
-other questions (Chapter 7).
section 2 of the concepts and terms used in this regulation has
the same meaning as in the Act (2009:302) if activities in
animal health care.
Chapter 2. Duties and responsibilities for animal health staff

Rules on professional qualifications
Article 1, paragraph 1 (a)/new letter U: 2016-04-15/
The Agriculture Department may provide for identification
for vets with such foreign education or
authorisation subject
1. EU law,
2. the agreement on the European economic area (EEA-
the agreement),
3. agreement between the European Community and its
Member States, on the one hand, and Switzerland on the other, on the free
movement of persons, or
4. the agreement on the common Nordic labour market for
some health-care professionals and veterinarians of 14
June 1993 (SUN in 1994:2) as amended by the agreement on 11 november 1998
(SUN 2001:5).

Identification of the veterinarian with foreign education
1 a section/entry into force: 04/15/2016
The Agriculture Department may provide for identification for vets with such foreign education or authorization that is covered by 1. Act (2016:145) on the recognition of professional qualifications, or 2. the agreement on the common Nordic labour market for certain health care workers and veterinarians of 14 June 1993 (the SUN in 1994:2) as amended by the agreement on november 11, 1998 (SUN 2001:5). Regulation (2016:172).
section 2 of an applicant with other foreign education or
authorization than what follows from § 1 shall receive identification
as a veterinarian if the applicant
1. have undergone additional training and completed
the practical service as needed for knowledge and
skills to correspond to the Swedish requirements;
2. have the necessary knowledge for the profession of Swedish
statutes, and
3. have the necessary knowledge for the profession in Swedish, Danish or
Norwegian language.
Proof of identification may be announced, even though the applicant has not
undergone the prescribed after education if he is very
skilled and particularly experienced in the veterinary profession.
The Agriculture Department may, after consultation with the Swedish
University of agricultural sciences, inform the
training and practical service referred to in the first
subparagraph 1.

When the Agriculture Department considers whether a veterinarian with foreign
education meets the prerequisites for the identification,
the work, in particular, take into account the applicant's diploma, certificate and
other evidence of formal qualifications in veterinary medicine, whether that evidence is
recognised by one country within the European Union or which are the subject of the agreement
referred to in paragraph 1. The Agriculture Department should also take into account such
education or work experience he or she has
acquired in another country covered by the EEA Agreement
(EEA country) or in Switzerland.
Specialist skills
4 § Board of agriculture may, after consulting with the Food Administration,
provide for classification and designation of the
specialties in which his expertise could be achieved and

Approval as a farrier
§ 8 the Agriculture Department may provide for the
education or practical experience required to
approved as a farrier.
§ 9 the Board may provide for the acceptance
by farrier with professional qualifications acquired in another
country.
Approval for activities in animal health care
section 10 of the Agriculture Department may provide for the professions
eligible for marketing activities in
animal care referred to Chapter 3. section 6 of the Act
(2009:302) if activities in animal health,
as well as requiring additional training or practical experience
for such approval.
section 11 of the Agriculture Department may provide for approval
for activities in animal health care for
professional workers with professional qualifications acquired in another
country.

Temporary exercise of the services

The Agriculture Department may, in the case of professions covered by 3
Cape. Act (2009:302) if activities in animal health
health care, provide for temporary
the provision of services, but Swedish ID or
Swedish marketing profession, for professionals who are
established in an EEA country or Switzerland.

A practitioner who, with the support of the law (2016:145) on the recognition of professional qualifications for the first time proposes to temporarily pursue a profession subject to Chapter 3. Act (2009:302) if activities in animal health care in Sweden, shall notify the Agriculture Department if this (advance notice).
Prior notification is valid for one year and shall then be renewed by the practitioner if he or she still intends to temporarily exercise the profession here.
In urgent cases, the data may be submitted as soon as possible after the practitioner has performed its work.

Duty to provide certificate

Upon request by a practitioner who is authorized to
exercise a profession in animal health care in Sweden and
wishing to practise their profession temporarily in another country,
Agriculture Department issue a certificate if the practitioner
evidence and if his or her right to exercise
profession in Sweden.
If the measures referred to in section 19 of the 4 or 5 then taken

Upon request by a practitioner who is authorized to exercise a profession in animal health care in Sweden and who wish to exercise their profession in a country outside the EEA and Switzerland, the Agriculture Department should issue a certificate of professional qualification and if his or her right to exercise the profession in Sweden.
Rules of certification for those who want to pursue a regulated profession in another State within the EEA or in Switzerland are in Regulation (2016:157) on the recognition of professional qualifications. Regulation (2016:172).

Information to the authority in the other country
section 18/expire U:2016-04-15 by Regulation (2016:172)./
At the request of an authority which hears questions about
permission to practise a profession in animal health
medical care in another EEA country or of Switzerland,
Agriculture Department supply authority with the information which can
be needed for the examination of jurisdiction in a given case.
Of Agriculture's response must be provided within three months.
If the Agriculture Department announces ID or other
permission for someone who already has evidence
to exercise the profession in such a country referred to in the first subparagraph,
the work should inform the competent authority of the country

Chapter 4. Exceptions to the restrictions of the right to take
health care measures on animal
section 1 the Agriculture Department may provide for exceptions from the
prohibitions in Chapter 4. section 1 of the Act (2009:302) if activities in
animal health care.
Chapter 5. Supervision
Regulators
section 1 of the provincial governments supervise animal health staff
within each County.
County boards may agree to transfer supervision
over certain activities between themselves.
section 2 of the Swedish Board of agriculture coordinates the County Administrative Board's oversight and
provides support, advice and guidance to provincial governments.
Regulations on supervision
paragraph 3 of the Agriculture Department may provide for
1. obligation for animal health staff to provide
contact information to the supervisory authority;
2. how supervision should be carried out,
3. cooperation between supervisory authorities, and
4. the obligation of a supervisory authority to provide information
the Agriculture Department if the inspections carried out.
Chapter 6. Disciplinary Board of animal health
Data
section 1 of the Regulations of the Board of responsibility for animal health
health care information is provided in the Act (2009:302) on the activities
in animal health care.
Article 2 of the disciplinary board shall inform the Agriculture Department on matters
and decisions that may be of relevance for the work to feel
to.
Mission statement
2 a of the disciplinary board shall, no later than 1 March of each year, submit a
report to the Government on its activities during the
last calendar year.
The report shall in particular contain information on the
1. number of requests received and resolved matters,
2. the average processing time for a case,
3. the distribution of different professions,
4. the number of decisions on disciplinary sanction in accordance with Chapter 6. section 1 of the Act
(2009:302) if activities in animal health,
and
5. the number of decisions on other measures pursuant to Chapter 6. 5-10 sections
the law on activities in the field of animal health and
their distribution on the various measures. Regulation (2013:45).
Exemptions from government regulation
section 3 of the following provisions of the Government agencies Ordinance (2007:515)
shall not apply to disciplinary board:
-Article 5 of the delegation,
-section 16 if a quorum,
-paragraph 20 of presentation,
-section 22, section 23 and section 24, first paragraph about appointments and
Mission,
-25 and 26 sections about staff disciplinary board, and
-section 28 on measures in response to the National Audit

Management
section 4 of the disciplinary board is led by a Board.
Registry data
5 § at the disciplinary board is Secretary who helps
preparatory work according to what the Board determines to
the rules of procedure or in specific decisions.
The Agriculture Department provides administrative support as well as
leasing premises to the disciplinary board by appointment
between authorities.
Chapter 7. Other questions
Fees

or other privileges in accordance with Chapter 3. Act (2009:302) if
activities in the field of animal health services in the cases
is apparent from the second paragraph.

section 2 of the Agriculture Department must notify the
the enforcement of the law (2009:302) if activities in
animal health care or this regulation.
Transitional provisions
2009:1386
1. This Regulation shall enter into force on 1 January 2010, when
Ordinance (1994:845) on access to the
the veterinary profession, etc. and the Regulation (1993:1486) if
approval of the farrier is repealed.
2. The Board may, in the case of applications for identity card
as animal nurses that are made before the end of 2014, notify
regulations regarding the professional qualifications to be considered
equivalent to such a degree as referred to in Chapter 3. section 1 of the first
paragraph 2 Act (2009:302) if activities in animal health
and health care. For the application fee, etc., apply 10-
14 § § fee Regulation (1992:191). Then the fee class 3
applied.
3. the Blacksmith who has been authorised in accordance with regulation
(1993:1486) approving the farrier has the right to
approved as a blacksmith under Chapter 3. section 5 of the Act (2009:302)
