section 1 of this regulation are handed down in connection with the law

(2010:1539) if the surrender of certain management tasks to

the non-profit association the Swedish outdoor life.



Order



2 § the purpose of State aid within the meaning of this regulation is to support

that people organize themselves to stay in nature and

the pursuit of outdoor activities with public right as the basis and giving

all people the opportunity to get through outdoor recreation

nature, well-being, social community and increased

knowledge about nature and the environment.



Definitions



section 3 of this regulation,



grants: State aid provided under this regulation,



Premium years: the period from 1 January to 31

December,



outdoor life: stay outdoors in natural or cultural landscape

for well-being and nature without any contest,



recreation organization: a non-profit organization with the primary purpose

for the Organization's activities or purpose of a substantial

part of the business is to conduct or promote a long-term

sustainable outdoor recreation,



organisational grants: grants in relation to

the Organization's membership and activity level, and



operating grants: grants to support a specific

activities for special examination and is associated with

performance requirements.



Requirements for an organisation applying for a grant



section 4 of the premium may be granted only to an organization



1. is a recreational organization;



2. is nationwide with



a) anchored a local or regional associations in at least 10

County, or



b) whose activities are of general interest to the entire

society and not only locally,



3. has operated for at least three years prior to the application for

contributions,



4. is independent and democratically structured,



5. in its operations respects the democratic ideas, including

gender equality and prohibition of discrimination, and



6. in the case of membership is open to all people.



section 5 Of the funding required to outdoor recreation organization



1. cherish the simple, natural and sustainable

outdoor recreation,



2. promote health and good opportunities to exercise outdoors,



3. promoting a safe and secure outdoor recreation,



4. contribute to the development of children's and young people's interest in

sports and outdoors, or



5. promotes greater knowledge of and respect for the natural and

cultural environment as well as the right of public access.



section 6 grants may also be given to such recreation organization

meets the requirements of paragraph 4 and 5, and where the members of the

the Organization largely consists of such

outdoor organizations that meet the requirements of section 4 and any of the

the requirements in section 5.



The grant application



section 7 of the application for a grant shall be made in writing and shall have been

to the Swedish outdoor life by 30 september of the year preceding

the premium years that contribution is sought for, or at later date

as a Swedish outdoors.



The applicant shall provide the information and documents

Swedish outdoor life considers necessary for examination of the application.



Decisions on grants



paragraph 8 of the Swedish outdoor life examines questions about contributions under this

Regulation.



§ 9 Contribution given that organization's contribution, or operating grants.

Organization's contribution, however, should not be given to anyone who has received a

other State Organization grants for the same premium years.



10 § Contributions may not be given to anyone who



1. have liabilities of Swedish taxes or fees in

Enforcement authority, or



2. is in liquidation or bankruptcy.



section 11 a decision on funding must refer to a particular premium years. Contribution

be subject to availability of funds, and paid in advance with

up to a quarter by quarter.



section 12 of the decision on the operational grant should indicate which

results the contribution is intended for.



Accounting

section 13, a person who has received a grant to do a financial

accounting of funds and report what contribution has

been used to. If the contribution is an operational grant,

accounts also include an explanation of how the

results that the grant was intended to have been reached. General Ledger

to otherwise indicate that Swedish outdoor recreation needs

for follow-up.



The report shall be accompanied by a certificate from the

the Organization's accountant. The certificate shall state that the auditor

have audited financial statements. The certificate shall also contain the

the auditor's statement of the observations which the auditor has

made. If the contribution amounted to at least five price base amounts under

Chapter 2. 6 and 7 of the social code, the auditor shall be a

authorized or approved auditor.



Financial statements and the auditor's certificate must be submitted to the Swedish

Outdoor life by 1 april of the year following the year in which the contribution

was paid out.



section 14 of the Swedish outdoor activities in its annual report should make an overall

report of who has received funding, the amounts and

for what purposes.



section 15 of the environmental protection agency shall, by 31 May of each year, submit a

Summary of Government of what contributions have

been used to and an assessment of the extent to which

the objectives of the grants have been reached and, if possible, a

assessment of the overall effects of contributions in relation to

the purpose of the contributions.



section 16 of the Swedish outdoor recreation shall provide the environmental protection agency the basis

who really need to report under section 15.



Refunds and chargebacks



section 17 of the one who has received a grant is required to repay, if



1. the receiver by providing incorrect information or other

way has caused that the contribution has been given incorrectly or with

for high amounts,



2. the contribution is not used for the purpose for which it has been given,



3. the recipient does not submit such a report referred to in section 13,

or



4. the grant of any other reasons have been given incorrectly or with

for the high amount and the recipient should have known this.



section 18 If the person received a grant is required to repay pursuant to the

section 17, the Swedish outdoor life decide to fully or partially

claim back the premium.



Application of administrative procedure act



section 19 of the cases referred to in this regulation should apply

Administrative Procedure Act (1986:223) provisions of



-paragraphs 11 and 12 of his disqualification,



-16 and 17 sections of a party's right to receive information,



-section 20 on motivation of decisions, and



-section 21 relating to the notification of the decision.



Appeal



paragraph 20 of the Decision pursuant to this Regulation may not be appealed.



Transitional provisions



2010:2008



1. this Regulation shall enter into force on January 11, 2011, when

Regulation (2003:133) concerning State aid to

recreation organizations shall be repealed.



2. cases instituted at the environmental protection agency under the

repealed Regulation shall be completed by the Swedish outdoor life

According to the new regulation.



3. The repealed regulation still apply, however, in the case of

contributions that have been given before the entry into force.



4. the Report under section 15 shall be made for the first time in 2012.
