Introductory provisions
Article 1 this regulation lays down provisions on State aid to
1. children's and youth organizations, and
2. organisations for children and young people at the local level.
Refunds shall be given for one year at a time, subject to availability of funds.

Authority of youth and civil society issues.

The purpose of the grant
3 § the purpose of the grant is to support children and young people
independent organisation and influence in society.
Definitions
4 section With child and youth organisation under this regulation
such an organization which satisfies the conditions laid down in section 8 and where
at least 60 percent of the members are between the ages of 6 to 25.
5 § With a member of a children's and youth organization within the meaning of this
Regulation a person who
1. hold membership in one or more Member organizations in
Organization, or in a children's and youth organization
organizes the national minorities in Sweden,
2. has the statutory ability to influence decisions about
the Organization's activities and direction, and
3. the year immediately preceding the year in which the grant application is done, active
committed to a membership by having paid
membership fee, applied for or otherwise confirmed
membership.

Conditions for refund
section 8 Subsidies may only be provided to an organization applying for

the Organization and its member associations are voluntary,

4. has operated in Sweden for at least two years before the

9 § Contributions must not be made to an organization which has debts
for Swedish taxation of the Swedish Enforcement Administration
or are in liquidation or bankruptcy.
Forms of grants
10 § Contributions take the form of
1. organizational contributions to children's and young people's organisations
in accordance with the specific conditions laid down in the 11 to 13 and 15 sections,
2. Organization's contribution in support of child and
youth organisations ' member associations according to the specific
conditions set out in section 14, and
3. project grants to organizations working for children and
young people at local level according to the specific conditions set out in
16 and 17 sections.
Special conditions for organizational contributions
section 11 of the Organisation contributions may be given to a child and
Youth Organization
1. at least 1 000 members between the ages of 6-25, and
2. Member associations in at least five counties.
12 § Organization grants may also be provided to a child and
youth organisations representing national minorities in
Sweden and
1. have at least 200 members aged 6-25, and
2. carries out the function of locally rooted business that has a
adequate geographical distribution in relation to
the Organization's members.
13 § Organization grants may also be provided to a child and
youth organization representing people with
disabilities and who have
1. at least 200 members aged 6-25, and
2. Member associations in at least three counties.

youth organisations ' member associations must be submitted to a
such children and youth organisation referred to in 11, 12 or

Application

Information on members and member societies shall relate to
situation on 31 december of the year before the application is submitted to the
Authority of youth and civil society issues, or by a

Calculation of and decisions on grants
section 22 of the organizational subsidy under the specific conditions laid down in
11-14 § § consists of a fixed amount and, on the other hand, a moving amounts
based on the number of members between the ages of 6 to 25 and the number of
member unions in the organization.
A member association may participate in only one organizational documents
for the calculation of contributions.
section 23 of the Organisation contributions in accordance with the conditions set out in section 15,
consists of a fixed amount equal to the fixed amount
left for organizational subsidy under the specific conditions
specified in §§ 11-13.

Refunds and chargebacks
section 30 of the recipient of grants under this regulation are
repayment required if
1. the receiver by providing incorrect information or other
way has caused that the contribution has been delivered incorrectly or with
for large figure
2. the grant of any reason other than those specified in 1 has been provided
improperly or with excessive amount and the recipient should have
realized this,
3. the receiver does not leave such accounts referred to in section 27,
or
4. the conditions in the decision on the contribution have not been respected.
The recipient of the allowance under section 10 of the 3 is also
repay if subsidy in whole or in part does not have
been used or has been used for the purpose for which it has
granted for.
section 31, If a beneficiary is obliged to refund in accordance with

Appeal
33 § Decision pursuant to this Regulation may not be appealed.
Transitional provisions
2011:65
1. This Regulation shall enter into force on 1 March 2011 and apply
the first time in the case of grants for the grant year 2013.
2. Regulation (2001:1060) concerning State aid to
youth organisations should expire at the end of
2012. The repealed Regulation, however, is still too
contributions which have been granted before 1 January 2013.
