Definitions
section 2 of the terms and expressions used in the Education Act (2010:800) have
the same meaning when used in this regulation.
In addition, for the purposes of this regulation, with the
– guaranteed teaching time: the minimum total
instructional time for a student in elementary school, vocational programs,
special school or Sámi schools under 10 Cape. section 5, Chapter 11.
section 7, Chapter 12. section 5 of Chapter 13, respectively. section 5 of the Education Act, and
– school days: the days in a year in which education should own
rooms.
Chapter 2. Principals
Approval as a sole principal
§ 1 an application for approval as a sole principal of
preschool, primary or Basic or special
holiday home provided by a skolenhet with any of these
school forms shall be submitted to the State school inspection
by 31 January of the calendar year before the training should
start.
The first subparagraph shall not apply if there are special reasons with
account of pupils ' ability to complete their education.

Chapter 3. Learning times
Scope of application
Article 1 the provisions of this chapter apply to primary school,
undergraduate programs, special schools and Sami schools, unless otherwise
specified.
Academic year

Chapter 4. Students
Scope of application

Asylum-seeking children and others.

Students from abroad
Elementary school and undergraduate programs

Chapter 5. Training

Structured teaching

Mother tongue education
section 7 of the 10 Cape. section 7, Chapter 11. section 10, Chapter 12. section 7 and chapter 13. 7 §
Education Act (2010:800) provides basic rules on
the principal's obligation to offer mother-tongue teaching.

the adopted child has a mother tongue other than Swedish
mother tongue education, even if the language is not the student's
daily social language at home.

minority languages or a Nordic language.

Swedish as a second language

1. students who have a language other than Swedish as their mother tongue,
2. students who have Swedish as their mother tongue and who have been taken into

3. immigrant students who have Swedish as their main
social language with a guardian.
The Rector decides on the teaching of Swedish as a second language for
one student.

Swedish as a second language may in addition organised

2. student choice, or
3. within the framework of the school's choice.
5 a Cape. Distance education
General information on distance education
1 § distance education may be organised for pupils in primary school,
undergraduate programs, special schools and Sami schools in the
conditions and within the limits resulting from
2-4 paragraphs.
The provisions of this chapter does not, however, prevent a teacher who
is present in the classroom, as part of their teaching
of the students, take the help of another teacher who teach with
the use of information and communication technologies and are
separate from the students in the room but not in time.

1. modern languages,
2. mother tongue
3. Sami in the Sami school, and
4. sign language.
Distance education may also be used to give students
study guide on mother tongue and integrated Sami

Conditions for distance education
section 3 distance education may be conducted only if
1. There is no teachers which complies with the requirements of 2
Cape. paragraph 13 of the Education Act (2010:800) or, in the case of
study guide on mother tongue and integrated Sami
teaching, other appropriate person available within a
principal skolenhet, or
2. student base is insufficient.

Supervisor
4 § In distance education, there shall be a supervisor
present in the local where the students find themselves.

Agreements with State

Chapter 6. Score
Scope of application

Grading
Knowledge requirements

Grades

A retirement certificate
section 17 A departure certificate shall be issued
1. If a student leaves from the education of a principal without
school-leaving certificate is issued, or
2. when a student in the same school leave from training before
the student has passed the 6th grade.
The certificate shall state the
1. the year in which the student stopped,
2. time of departure,
3. the subjects in which the student is taught,
4. where applicable, recent score of substances, and
5. number of hours teaching time as student offered.
The principal shall issue the certificate of departure. Regulation (2011:506).
18 § A departure certificate should be sent to the student's parent/guardian.
If it is known where the pupils will continue their education,
the certificate is also sent to the principal of the training.

Chapter 7. For school
Curriculum

for primary school, pre-school class and the leisure-time. For
preschool organised by a skolenhet with special school
or Sámi schools exist, however, the curriculum of the Regulation (SKOLFS
2010:250) on the curriculum for special schools as well as for
pre-school class and the leisure-in some cases, the respective
Regulation (SKOLFS 2010:251) on the curriculum for the Sami school and
for the pre-school class and the leisure-time in some cases.
Chapter 9. Elementary school
Education content and scope
Curriculum and skill requirements
section 1 Of the elementary school is for a curriculum in accordance with Chapter 1. section 11 of the
first subparagraph, the Education Act (2010:800).
The curriculum can be found in Regulation (SKOLFS 2010:37) about curriculum
for primary school, pre-school class and the leisure-time. By paragraph 3 of
the same regulation states that the curriculum for primary school subjects
included in the curriculum and syllabuses supplemented by
knowledge requirements.

Knowledge requirements should be provided for
– Mathematics, Swedish and Swedish as a second language as well as the common
for Civics and science
in grade 3,
– all subjects except foreign language in grade 6, and
– all subjects in grade 9.
Knowledge requirements in grades 3 and 6 sets the minimum acceptable
the skill level of a pupil at the end of the year.
Knowledge requirements in grade 9 specifies the level of knowledge required
for a certain grade when a topic close.

Knowledge requirements should be provided for
– reading comprehension in grades 1 – mathematics, Swedish and Swedish as a second language, and a common feature of social studies and science in grade 3, all subjects except foreign language in grade 6, and – all subjects in grade 9.
Knowledge requirements in year 1 and 3 specifies the minimum acceptable skill level of a pupil at the end of the year.
Knowledge requirements in grade 6 specifies the level of knowledge required for a particular score when ratings are set for the last time before the end of year 6. Knowledge requirements in grade 9 indicates the level of knowledge required for a particular score when a topic close. Regulation (2016:336).
Teaching time
section 3 of the annex 1 of the Education Act (2010:800) provides for
distribution of the guaranteed teaching time (schedule).
The principal may determine additional teaching time beyond
the guaranteed teaching time.
section 4 of the principal decides after the proposal of the Rector of
distribution among grades of teaching time.
4 a of A newly arrived student or another student whose knowledge
assessed in Chapter 3. 12 c § Education Act (2010:800) may be more
instruction in Swedish or Swedish as a second language than other
students in the same grade of principal by a redistribution
of the teaching time principal decided according to paragraph 4 of the
(priority schedule).
A decision on the priority schedule may be made if necessary
to the student as soon as possible to benefit from
to the teaching in the teaching group as a student
normally belongs to. A student may be prioritized curriculum
for a maximum of one year and the student may not be given during this time
less education than other students in the same overall grade
of the principal.
The Rector decides on the prioritized curriculum.

Language selection
§ 5 Under 10 Cape. section 4 of the Education Act (2010:800), there shall be
language selection.
The principal, as language choice offer at least two of the languages
French, Spanish and German.
The principal shall strive, in addition, offer other languages
that language choice.
6 § A student instead of a language offered under
§ 5 choose one of the following languages as language choice:
1. the language learner must be offered instruction in the mother tongue,
2. Swedish or Swedish as a second language subject

as a second language,
3. English, or
4. sign language.

language offered as language choice according to § 5, second subparagraph

Student choice

The principal shall offer students a comprehensive range of topics

School choice
§ 9 in the hourly plan identifies a number of hours that may be used for

The headmaster may not instruct anyone else to take such
decision.

Bilingual teaching
Teaching on pupils ' social language
section 12 For students who have a language other than Swedish as daily
language of access with one or both parents, parts of
teaching in grades 1-6 are organized in this language. For
pupils with Finnish as language rights, such teaching
are also organized in grades 7-9.
A principal organiser of education referred to in the first subparagraph
shall notify to the State school inspection.
Under section 13, the total time that the student receive bilingual
teaching according to section 12, no more than half of the teaching
be given on social language. Teaching should be planned so that
the teaching of Swedish gradually increases.
English-language teaching
section 14 of the main part of the teaching, organized in English for
students residing in Sweden for a limited period of time and have
sufficient knowledge of English to be able to participate in
teaching.
Derogation may be made from the hourly plan in Swedish and
English. The number of hours in Swedish, however, must not be less than
480.
section 15 If there is no space for all applicants to
English teaching according to section 14, it shall primarily
be given to the
1. children of foreign guest researchers and experts, and
2. children who previously attended an English speaking school.
section 16 For such students referred to in section 14, Primary Years
Programme and Middle Years Programme applied in the

A principal of education which has been authorised by
International Baccalaureate Office (IBO) may issue rating
or written reviews in accordance with regulations issued by
IBO to those students who move abroad during school time.
section 17 a principal organiser of teaching under 14 or

Assessment support

Statens skolverk may announce further provisions concerning the assessment of support in year 1. Regulation (2016:336).
National subject test
section 20 of the National subject samples should be used in the subjects and grades set out in section 21 to assess students ' skills in relation to the knowledge requirements and, in grades 6 and 9, even as support for grading.
When national subject sample is used, students participate in all parts of the trial. The headmaster may decide that a student does not have to
participate in a national subject test or in any or any part of such a test, if there are special reasons.

section 21 of the subject test should be used in
1. mathematics and Swedish or Swedish as a second language in
grade 3, 6 and 9,
2. English in grades 6 and 9,
3. geography, history, religious education, or social studies
in grade 9, and
4. Biology, physics or chemistry in grade 9.
Statens skolverk shall distribute the subject test referred to in the first
paragraph 3 and 4 so that each student will participate in the test in only
a social science subject and an
Science subject and the number of test participants so far
as possible will be equal for each subject test.

Education content and scope
Curriculum
section 1 applies For a special school curriculum according to Chapter 1. section 11 of the
first subparagraph, the Education Act (2010:800).

for special school and pre-school class and the leisure-in
some cases. In the same regulation lays down rules on the
curricula and skill requirements for special school.
In Chapter 12. the second subparagraph of paragraph 8 of the Education Act (2010:800), see
provisions on the application of the specially designed for undergraduate curriculum
students with intellectual disabilities in special school. For such
students do not apply 10 – 12 sections.
Teaching time
section 2 of the Regulations on the allocation of the guaranteed
teaching time (schedule) can be found in annex 2.
Special needs education may provide

Chapter 14. Contributions to individual principals
Determination of contribution per calendar year
§ 1 a contribution to individual principals for preschool,
preschool, elementary school, vocational, and special leisure and
daycare available instead of school or

The contribution shall be based on the home of the municipal budget
following financial year and shall be decided before the calendar year.
