Chapter 1. Introductory rules
paragraph 1 of this regulation, there are adjacent to the Education Act
(2010:800) rules about what it takes to be a teacher
or preschool teacher should be competent to carry out specific
teaching in the school system and other provisions on
privileges for teachers.
The regulation also contains provisions on the identification and
induction period for teachers and pre-school teachers in
school system and derogating from certain requirements of the Education Act.

§ 5, for the purposes of this regulation assimilates
specialpedagogexamen according to annex 2 of the higher education Ordinance
(1993:100) with speciallärarexamen in the same annex. The same
case of an older qualification corresponding to one of these exams.
The first paragraph applies only if the exam to be equated with
speciallärarexamen according to annex 2 of the higher education Ordinance
issued by 30 June 2015 and relates to an education
started by the end of 2008.
Chapter 2. Founding of competence education
For school
section 1 the competent to teach in nursery school is the one that has passed

Special school
section 17 authorised to teach in special school is the one that has
passed speciallärarexamen in accordance with annex II to
the higher education Ordinance (1993:100) with specialization in deafness
or hearing impairment, Visual impairment, profound language impairment or
mental retardation and
1. a degree under the same annex that gives permission to
teach in elementary school,
2. an older exam than referred to in 1 and which is intended for
work in primary schools, or
3. by having completed a degree giving access to
teaching under this regulation with additional
education is competent to teach in elementary school.
A teacher as referred to in the first paragraph is only authorized to
teaching that is designed for students with such
disability that teacher's speciallärarexamen and
in the corresponding grade levels and subjects such as teacher's training gives
permission to teach in primary schools in accordance with the provisions of
This regulation. However, this does not have permission to
teach in grades 7 and 8 under section 10.
A teacher qualified to teach in special school grades
9 has the appropriate authority to teach in special school
grade 10 and at such additional training as referred to in
Chapter 7. the third paragraph of section 15 of the Education Act (2010:800).
17 a section competent to teach in special school in one or
several of the subjects of art, home economics, physical education, and
health, music or crafts are, except as permitted by section 17,

the higher education Ordinance (1993:100) with specialization in deafness
or hearing impairment, Visual impairment, profound language impairment or
learning disability and who are competent to teach in the same
substance or substances in at least one of grades 7-9 in primary school
or in secondary school.
A teacher as referred to in the first paragraph is only authorized to
teaching that is designed for students with such
disability that teacher's speciallärarexamen concerns.

17 b of competent to teach in special school in the subject movement

2. higher education is equivalent to the requirements for jurisdiction in
substance or substances as a school of the Board, or Statens
school at the time of the training had announced

2. higher education had a scope of each substance
at least equal to the minimum extent that may be considered to have been required
for the substance in any of the older teaching qualifications such
professional degree as set out in annex II to
the higher education Ordinance (1993:100), but not older than a
professional degree that could be taken on 1 July 1968,
and
3. he or she is, higher education has received such
subject knowledge in each of these or these substances

Procedure in cases where identification

Chapter 5. Introductory period
Mentor and plan for implementation of the introductory period
1 § teachers or preschool teacher who conducts a
introductory period as set out in Chapter 2. 22 a of the Education Act (2010:800)
to gain the support of a mentor during the introductory period.
The mentor must be a qualified teacher or licensed
preschool teacher. He or she shall have sufficient experience in
work as teachers or preschool teacher for the task as
mentor. Regulation (2014:419).
section 2 of the principal or nursery Manager shall ensure that there is a
plan for the introductory period. Regulation (2014:419).
Introductory period
paragraph 3 of The introduction period should be at least one academic year or
equivalent full-time.
The introductory period may be carried out in one or more
employment. A principal who has hired a teacher or
preschool teacher who during previous employment carried out a
part of the introductory period to ensure that the teacher or
preschool teacher implements as much of the remainder of
introductory period within the period of employment.

Derogation from the introductory period
section 4 of the principal's obligation under Chapter 2. 22 a of the Education Act
(2010:800) does not apply
1. when a teacher or preschool teacher is hired for a maximum of
thirty days, or
2. a teachers or preschool teachers who are considered qualified because
of the foreign teacher or pre-school teacher education.
5 § teachers or preschool teacher described in Chapter 2. section 35 and
which has served mainly as a recreational therapist or within
the framework of its new jurisdiction for at least one academic year or
equivalent full time to this service shall be deemed to have
conducted an introductory period. Regulation (2014:419).
Authorization
section 6 of the State's school may provide for
the introductory period. Regulation (2014:419).
Transitional provisions
2011:326
1. This Regulation shall enter into force on July 1, 2011.
2. Regulation (1999:1421) if evidence of teachers with
foreign education shall expire at the end of June
2012. The repealed regulation still apply, however, for
handling cases on evidence which
qualification have come in to higher education before the
1 July 2011. By paragraph 5 of the transitional provisions to the Act
(2011:189) concerning the amendment of the Education Act (2010:800)
such cases by december 31, 2012 are dealt with by
University and College Council. Regulation (2012:915).
3. the provisions of Chapter 1. paragraph 4 should only apply from
on July 1, 2012.

5. the provisions of Chapter 4. section 5 does not apply to the application for
identification of a teachers or preschool teacher referred to in § 34
Act (2010:801) on the introduction of the Education Act (2010:800).

7. A teachers or preschool teacher who, after June 30, 2011
but before 1 July 2018 has passed professional exam
or have received a diploma of higher education or
University and College Council shall be deemed to have completed a
induction period, if he or she has worked a total of
at least one academic year or the equivalent of one or more
positions as teachers or preschool teacher before 31 March
2012. Regulation (2014:419).
8. by way of derogation from Chapter 5. paragraph 1, second subparagraph, a teacher or
preschool teachers who lack proper identification be mentor, if he

9. A teachers or preschool teacher shall, upon application, under 2

f) teaching has followed the regulations that apply to

g) teacher or preschool teacher is suitable to carry out such
teaching that he or she has carried out in accordance with (b).
A teachers or preschool teacher who demonstrated that he or she
meets the requirements of the first subparagraph is authorised to teach in
the school forms, annual courses, topics or subject areas
as the education provided for in the first subparagraph (b).

10. For an application for extended jurisdiction under 9 should the
be accompanied by a statement or certificate of the teacher's or
preschool teacher's teaching under 9 (1) (b) to (f) and
over his or her fitness to conduct such
teaching. The opinion or certificate shall be issued by
the principal or by the head teacher or the head of the nursery school
or the schools or for schools where the teacher or
preschool teacher has been teaching.
If an opinion or certificate referred to in the first subparagraph cannot be
be submitted, to the teacher or the preschool teacher instead, make a
investigation shows that he or she complies with the requirements of 9
(b) to (g). Regulation (2013:830).
11. The principal's obligation under Chapter 2. 22 a of the Education Act
(2010:800) does not apply to teachers who are employed as a teacher in
school system on december 1, 2013 and teaching
mainly in the subject or subjects of dance, theatre or motion
and drama and
a) is a graduate of a college education has been designed
that in it or the topics provide skills for gainful employment
as a teacher in the school system or a corresponding foreign
degree,
b) have completed teacher students according to sections 23 and 24 and 27
or section 28 of the Regulation (2011:689) on certain
professional qualifications for teachers and
preschool teachers and about higher education for
the further training of teachers and pre-school teachers who lack
teachers or preschool teacher degree, and
c) has worked a total of at least one academic year or equivalent in
one or more positions as teachers in the school system or
with tasks like teaching within
school system. Regulation (2014:419).

13. The principal's obligation under Chapter 2. 22 a of the Education Act
(2010:800) does not apply to teachers and pre-school teachers
employed as teachers or preschool teachers in the school system 1
December 2013
(a)) has been working in the school system in one or more employments
as teachers or preschool teacher in a total of at least eight
academic year or its equivalent during the last 15 years before as well
on 1 July 2015 as the date on which the application for ID entered
to the State school, and
b) has completed a degree in early childhood education teacher or under 19, 20,
21, 22, 25, 26, 27, 28 or section 29 of the Regulation (2011:689) if
certain professional qualifications for teachers
and pre-school teachers and about higher education for
the further training of teachers and pre-school teachers who lack
teachers or preschool teacher degree. Regulation (2014:419).
14. Has been repealed by Regulation (2014:419).
15. For teachers through the Declaration of competence according to
school regulation (1971:235) has been declared competent for certain
kind of employment, the requirement in Chapter 2. paragraph 16
Education Act (2010:800) be satisfied through
the permission Declaration.
If a teacher referred to in the first subparagraph has been working in
education of a total duration of at least one academic year or equivalent in
one or more positions as teachers, does not apply to
the principal's obligation under Chapter 2. 22 a of the Education Act.

17. A teacher within the meaning of 15 is authorized to conduct such

employed as a teacher in basic programs, special school,

(a)) in the special focus training school within the
undergraduate programs,

d) in special education for adults at basic level
a level equivalent to the training school.
A teacher referred to in the first subparagraph may engage in teaching
listed there even if he or she will take up a new
employment as a teacher after 1 december 2013.
The first and second subparagraphs shall not apply if paragraph 33
Act (2010:801) on the introduction of the Education Act (2010:800) is
applicable. If a special education teacher or special education teacher
terminates such employment referred to in paragraph 33
the same law on december 1, 2013 or later, the completed
employment is considered to be one such employment as referred to in
the first paragraph. Regulation (2013:830).
19. Such remedial teachers and special educators with
specialization in mental retardation who have identification
and a degree that gives permission to teach in at least one of the
grades 7-9 in primary or secondary education and who
on december 1, 2013 is employed as a teacher in undergraduate programs,
high school programs or special training for adults may,
Despite the fact that they are not competent to conduct teaching in a
topic or subject area, teaching in the subject or
subject area in
(a)) because the specially designed grade 7 – 9,
b) secondary school for pupils with learning disabilities in substances other than vocational subjects, and
c) specific training for adults at equivalent levels
referred to in (a) and (b).
A teacher referred to in the first subparagraph may engage in teaching
listed there even if he or she will take up a new
employment as a teacher after 1 december 2013.
The first and second subparagraphs shall not apply if paragraph 33
Act (2010:801) on the introduction of the Education Act (2010:800) is
applicable. If a special education teacher or special education teacher
terminates such employment referred to in paragraph 33
the same law on december 1, 2013 or later, the completed
employment is considered to be one such employment as referred to in
the first paragraph. Regulation (2013:830).
20. A teacher conducts instruction under 18 's
Despite what is stated in Chapter 3. 16 section Education Act
(2010:800) competent to decide about the score.
The first subparagraph shall not apply to teachers who are employed without
time limit for pursuing such teaching referred to
in Chapter 2. section 20 of the second or third subparagraph, the Education Act.

June 30, 2015 and refer to training that commenced before

This Regulation shall enter into force on 30 June 2012. The new
the provisions of paragraph 8 of the entry into force and
the transitional provisions should be applied for the period from and
1 July 2011.

1. this Regulation shall enter into force on 15 July 2013.
2. The repealed provision in Chapter 4. section 11, second subparagraph
still apply to applications submitted to the
Statens skolverk before entry into force.
3. The provision in Chapter 4. section 12 of its older version case
still, for applications that have been submitted to the State
school prior to the entry into force.
