Introductory provisions
section 1 of this regulation contains rules that connect to
Act (2011:846) on environmental requirements in the procurement of vehicles and
some public transport services. The terms and expressions that
used in the Act have the same meaning in this regulation.
Conversion of certain operating costs for an amount of money
section 2 of The conversion into an amount in money of
operating costs of energy use and emissions referred to in
paragraph 7(1) (2011:846) on environmental requirements for
procurement of cars and some public transport services should:
be made in accordance with paragraphs 3 to 7 of this regulation.
Method for the calculation of operating costs
Energy use
paragraph 3 of the Operating cost of the energy consumption is calculated by
the car's energy use per kilometre is multiplied by
the cost per unit of energy and by the number of kilometers according to
7 §.
When calculating the energy consumption per kilometre, it
number of units of energy used per kilometre shall be used. If
energy use is specified as the fuel consumption per kilometre,
It shall be converted into energy consumption per kilometre, using
of the conversion factors, as contained in table 1 of the annex to
This regulation. For fuel types not listed in the table,
Instead, information from the manufacturer may be used.
If energy use per kilometre is indicated directly, as for
such as electric cars, should the value be used.
In the calculation, the single monetary value per unit of energy
be made up of the lowest current price of gasoline
or diesel before tax.
Emissions of carbon dioxide
section 4 of the operating cost of the emissions of CO2 are calculated by
that car's CO2 emissions in kilograms per kilometre
under section 6, shall be multiplied by the cost per kilogram, according to
the range specified in table 2 in the annex to this
Regulation and by the number of kilometers under section 7.
The emission of pollutants
§ 5 the operating cost for the emissions of pollutants are calculated as
the sum of the operating costs for emissions of oxides of nitrogen (NOX),
non-methane hydrocarbons (NMHC) and particulate matter.
The operating cost of the emissions of each pollutant
is calculated by the car's pollutant emissions in grams per
kilometers under section 6 are multiplied by the respective cost per
grams according to the interval specified in table 2 of the annex to
This regulation, and with the number of kilometres under section 7.
Values for fuel consumption and emissions
section 6 of the fuel consumption and emissions of carbon dioxide and
pollutants listed in table 2 in the annex to this regulation
per kilometre for vehicle operation shall be based on standardised
Community test procedures for the vehicles for which such
test procedures are defined in EU legislation for
type approval. For vehicles not covered by standardised
Community test procedures, comparability between different
tender ensured by widely accepted test procedures
or results from tests carried out for the
authority or, in the absence of this, the information from
manufacturer.
Total distance travelled during the lifetime
section 7 for calculation of operating costs, the total number of
kilometres travelled for a car over its lifetime
is obtained from table 3 in the annex to this regulation, in
where appropriate, less already travelled
kilometers.
Information
section 8 Transport Board shall, as appropriate, inform about
the application of the law (2011:846) on environmental requirements in procurement
of cars and some public transport services.
