Introductory provision
section 1 of this regulation provides for the planning and
preparation of surfaces to control electricity to socially important
electricity users in a situation where the transfer of electricity needs
restricted or discontinued in accordance with Chapter 8. section 2 of the electricity Act (1997:857).
Provisions on the limitation and the interruption of transmission of electricity
see Regulation (1994:1806) if system responsible for electricity.
Responsibility for the planning and method
section 2 of the Swedish Energy Agency (the Agency) has a
overall responsibility for planning for prioritization of
socially important electricity users are carried out and that such
documentation referred to in § 1.
The Agency shall, in consultation with the Agency for
public safety and emergency preparedness, and business administration Swedish power grids
(Swedish power grids), as well as other relevant actors, responsible for
to further develop and follow up method for planning and
the design of the document for planning work.
The County Board shall, on request, provide the Energy Authority
data for further development and monitoring method
planning and design of a document referred to in the second

Planning work
section 4 of the Swedish Energy Agency, every four years, take the initiative to

The County Board shall, every four years to coordinate the planning and
compiling the dossier from the national, regional and
local stakeholders involved in the planning.

apply between different priority classes.
1. Electricity users who already in the short-term (hours) have large
importance for life and health.
2. Users that are already in the short-term (hours) have large
importance for society's functionality.
3. Users of electricity which in the longer term (days) are of great importance
for life and health.
4. Users of electricity which in the longer term (days) are of great importance
for society's functionality.
5. Electricity users representing big financial values.
6. Users that are important for the environment.
7. Electricity users who have great importance for the social and
cultural values.
8. other electricity users.
Plants are crucial for electricity supply function should
not be included in the dossier.
The design must be taken into account in that area rotating
disconnection may be used in the long-running limitations or
interruption of the transmission of electricity.

Submission of dossiers
7 § länsstyrelsen, every four years, submit the

Authorization
section 8 of the energy authority may provide for
1. method for planning,
2. How is the document for planning will be designed,
3. how the dossier referred to in paragraph 1 shall be prepared, and
4. priority classes and concepts according to § 5.
Transitional provisions
2011:931
1. this Regulation shall enter into force on 1 August 2011.
2. The provision in paragraph 4, first sentence, that the energy authority
should take the initiative in planning and preparation of the dossier,
shall apply for the first time in 2011.
