Introductory provision



section 1 of this regulation provides for State aid to

nonprofit organizations engaged in voluntary work within the

one or more of the following areas:



– alcohol and drugs;



– vulnerable children and their families,



– to combat violence against women,



– to support bereaved people, and



– promoting good health in the population, however, through other

activities, sports and outdoor activities.

Regulation (2012:461).



The prime purpose of the grant



2 § the purpose of State aid within the meaning of this regulation is to



1. support the development of a civil society that contribute to



(a)) that people, who are in, or is likely to

find themselves in a vulnerable situation of life, can improve their

living conditions and affect and participate in social development,

or



b) creating the conditions for good health on equal terms for

the entire population,



2. within the specified areas provide support to organisations '



a) information and advocacy work,



b) preventive and socially supportive work, for people

that is in, or is likely to be in an exposed

living situation,



c) health promotion activities, and



3. promote national efforts for national organizations or

the organisations carrying out activities of national interest

by local or State subsidy will organisations

coordinating work to share and support the organizations that

promotes conditions for such social work referred to in

§ 1.



With a national interest specified in this regulation to

the organization conducts an activity that is of General

interest for the whole of society and not only locally.

Regulation (2012:461).



Conditions for State aid



paragraph 3 of the State subsidy may, subject to availability of funds, are submitted to a

non-profit organization



1. is a legal person,



2. engages in voluntary work in the form of pre-emptive or

supportive actions in one or more of the areas listed

in paragraph 1,



3. is a nationwide organization whose activities are directed

to practitioners at regional or local level, or is a

organization that carries out activities of national interest,



4. has adopted bylaws and are democratically organised,



5. has engaged in one or more of the areas

referred to in paragraph 1 for at least two years,



6. in its operations respects the democratic ideas, including

gender equality and prohibition of discrimination,



7. operate its business against established objectives and expected

results and has established a plan, for a period of two years

or more, which describes what activities your organization

plan to implement to solve identified problems, and

how the work will be followed up, and



8. can document their business through determined

activities and audit reports.



Grants may not be provided to an organization that has liabilities of

Swedish taxes or fees of the bailiff or

that are in liquidation or bankruptcy.



Contributions must not be made to an organization that has a

other State grant for the same activities.



4 § State aid may also be provided to organizations that do not

satisfies the conditions laid down in paragraph 3 of the first paragraph 5, if the

State aid under this Regulation may be made for certain

administrative costs of the Organization's activities.



The shape of the State contribution

Application

Application must be signed by an authorized

representatives of the organization applying for Government grants. In

the application shall be certified that the information given there is

real.



The National Board may provide for when an application

1. the statutes of the applicant organisation,



2. documents showing who has the right to

represent the Association,



3. operational and management report, balance sheet and

income statement and audit reports for the

the previous fiscal year,



4. information on the activities sought, what is

the goal of the activities, how the applicant intends to follow up the

results achieved and how the results relate to

the purpose of the Government contribution, and



5. the annual budget for the activities to which it relates, that shows

searched and donations.



§ 9 the applicant must submit the documents to the National Board of health and

information the authority needs to be able to examine the application.



section 10 if the applicant does not submit the documents or information

follows from paragraphs 7 and 8, the applicant shall be given the opportunity to

complement the application within a specified time. If the applicant does not comply with

a call to supplement the application, it may be tested in

as-is.



Decision



section 11 Before welfare grants Government grants under this

Regulation, the authority shall consult the public health agency.



A decision on grants may be for a period of not more than one

year. Regulation (2013:914).



section 12 of the National Board of health may give priority to between applications

and give priority to the applications which are judged to have the best

conditions to meet the objective set out in section 2 and

other conditions for State aid under this regulation.

1. for the objectives and activities the grant is awarded,



2. What are the conditions for granting the premium,



3. for the period of the grant is awarded, and



4. What are the reasons for a priority under section 12.



The decision shall also include a statement of the provisions of the

14, 17 and 18 sections.



Accounting



section 14 of an organization which has received grants under this

Regulation no later than 30 april of the year following the grant year to

The National Board of health and provide an annual accounting of how the funds have

been used. Report shall be made on a form

in conformity with the form that the National Board of health and welfare

sets.



The National Board may provide for such a form.



Report shall contain



1. a financial statement and explanation of what the funds

used to,



2. a description of the results achieved and that

likely to be achieved and how they relate to the objectives

the premium granted for and the purpose set out in section 2,



3. indication of the number of members of the Organization, as well as



4. other information and documents requested by the National Board of health and welfare.



An auditor shall audit the accounts. The auditor's report on

the review shall be attached to the report. If the contribution has

received amounted to at least five price base amounts according to Chapter 2.

6 and 7 of the social code, should the review be made of the

an authorized or certified public accountant.



section 15 of the National Board of health shall annually not later than 30 september of

the Government shall submit a consolidated presentation of the governmental contributions

submitted under this regulation. The National Board of health shall

account for the distribution of funds in the areas of alcohol

and drugs, vulnerable children and their families, to counter

violence against women, support to survivors and to

promote good health in the population. Report shall

contain



1. data on who has received government subsidies, with the size of the

amount for which objectives and activities, the results

has been reached and adopted and how they relate

to the objectives of the grants awarded, and



2. a statement of the amount of use in relation to

the aim referred to in paragraph 2 as well as how the needs of the business

have been taken into account in assessing the award of grants.



The National Board of health shall, every five years, an independent

evaluation of the grant. In the evaluation, the

particular attention shall be paid to how the grant design meets the purpose for which

specified in section 2. Regulation (2012:461).



1Utbetalning



section 16 of the contributions shall be paid in advance with no more than half of the

the premium for a year per six months.



Refund



section 17 of the Recipient of State aid under this regulation are

repayment required if



1. the recipient by leaving through false statements or any

otherwise have caused that the grant has been submitted incorrectly

or with excessive amounts,



2. the grant of any other reasons have been given incorrectly or with

for the high amount and the recipient should have known this,



3. the refund entirely or partially unused or not

has been used for the aims or activities it has been granted,



4. a person who has received the grant has not provided such

report referred to in section 14, or



5. the terms of the decision on the contribution has not been followed.



section 18 if a beneficiary is required to repay pursuant to the

section 17, the National Board may decide to fully or partially require

back the premium.



The National Board may decide to waive recovery in whole or

partly, if there are special reasons for it.



Appeal



section 19 of the Board's decision pursuant to this Regulation shall not

subject to appeal.



Miscellaneous



section 20 to allow for an exchange of experiences in issues related to


the State contribution to the National Board of health shall appoint a Council with

representatives of such organisations as referred to in paragraph 1.



The National Board of health shall, every three years, publish means to

organizations, which received State aid under this regulation, in

cooperation shall follow up the activities that the contributions have

granted for. The follow-up will relate in particular to the

effects in relation to the objectives that the subsidies granted for

and the purpose set out in section 2.



The National Board may provide for how the follow-up

According to the second subparagraph shall be implemented.



As regards the allocation of funds under the second subparagraph shall apply

the provisions relating to the application, order, payment and

refund in 7, 9-11, 13 and 16 to 19 sections.



Transitional provisions



2011:1062



1. This Regulation shall enter into force on 15 november 2011 and

apply for the first time in the case of State aid for the year 2012.

The regulation repeals Regulation (1998:1814) about

Government grants to certain organizations in the social field.



2. the provisions of paragraph 3 of the first paragraph 7 with respect to

approved plan and section 7 of the second paragraph on how an application should

be applied for the first time in the case of State aid for the year

2013.



3. The repealed regulation still apply for Government grants

relating to the period prior to 15 January 2011.



2012:461



This Regulation shall enter into force on 1 August 2012 and

apply for the first time in the case of State aid for the year 2013.
