section 1 of the Authority of the Polytechnic is the managing authority for the
the Polytechnic. The authority shall ensure that the needs of postsecondary
vocational training, not education under the higher education Act (1992:1434)
or may lead to a degree under the Act (1993:792) for permission
to issue certain degrees, are met.
The authority has also other functions required by this regulation or
by other regulations or specific decisions.
Education

The authority shall
1. decide what courses to be included in the
the Polytechnic under the Regulation (2009:130) about
the Polytechnic,
2. examine issues of Government grants or special funds under
Decree on Polytechnic,
3. as indicated in Chapter 6. section 1 of the regulation on
University of applied sciences account for the kinds of insurance specified therein,
4. analyze the needs of the labour market by training in
the Polytechnic,
5. responding to a registry of information about the student in
the courses within the Polytechnic and in the training courses in
studies conducted as commissioned education and the
students ' academic performance, grades, degrees and
diplomas,
6. examine issues of aid under the Regulation (2013:871) if
support for artistic and cultural training and some other
training as well as responding to a registry of information about the
students enrolled in the courses and the students '
study results, ratings, certificates and diplomas, and
7. examine issues of State aid under the Regulation (2012:140)
If the State grants for specific training relating to the interpretation and
sign language. Regulation (2014:1004).

The authority shall 1. decide on the courses that will be part of the Polytechnic under the Regulation (2009:130) of the Polytechnic, 2. examine questions about government grants or special funds in accordance with the regulation on the Polytechnic, 3. as described in Chapter 6. section 1 of the Decree on Polytechnic responding for the kinds of insurance specified therein, 4. analyze the needs of the labour market by education in Polytechnic, 5. responding to a registry of information about the students in the courses within the University and in the training courses within the Polytechnic conducted as commissioned education and students ' academic performance, grades, degrees and diplomas, 6. examine issues of aid under the Regulation (2013:871) on aid for artistic and cultural training, and some other courses as well as responding to a registry of information about the students in the courses and the students ' academic performance, ratings, certificates and diplomas, 7. examine the issues of State aid under the Regulation (2012:140) if State aid for specific training related to interpretation and sign language, 8. consider matters under the Regulation (2015:545) on qualifications framework for lifelong learning, and
9. responding to compile data on the level of qualifications under the qualifications framework for lifelong learning. Regulation (2015:546).
3 § the museums shall promote the development of
1. the courses in Polytechnic,
2. the training courses as State aid is paid for according to
Regulation (2012:140) If Government subsidies for some training
relating to the interpretation and sign language, and
3. the training courses that support be provided for under the regulation
(2013:871) on aid for artistic and cultural training and
some other courses.
The authority shall also promote the quality of the training courses
specified in the first subparagraph 1 – 3. Regulation (2014:1004).
Supervision and quality review

The authority shall
1. supervise education in Polytechnic, the
training in the studies conducted that
commissioned education, the training courses provided State grants
for under the Regulation (2012:140) If Government subsidies for certain
training related to interpretation and sign language as well as the
training support is provided for under the regulation
(2013:871) on aid for artistic and cultural training and
some other courses, and
2. review the quality of the training courses referred to in paragraph 1 and
industry of quality work.
The supervision and quality control will
implemented on the basis of a needs analysis.

The authority shall
1. supervise education in Polytechnic, the education in Polytechnic conducted as commissioned education, the education State grants provided for under the Regulation (2012:140) if State aid for specific training related to interpretation and sign language as well as the training aid provided for under the Regulation (2013:871) on aid for artistic and cultural training, and some other courses, and
2. review the quality of the training courses referred to in paragraph 1 as well as the industry of quality work.
Supervision and quality control will be carried out on the basis of a needs analysis and refer to individual courses. Quality audit shall also relate to the education organiser's own quality work.
Quality control may also have an overall character based on different themes. Regulation (2016:156).

The authority shall, in the exercise of its oversight provide advice and guidance to the education provider.

The Agency will summarize and publish the results of their work
with supervision and quality review. The Agency shall submit a report

Validation, diplomas and other documents
section 6 of the authority shall be responsible for coordinating and supporting a national
structure for validation, as well as promoting, in liaison with the relevant authorities
education and industry involvement as strategies, methods
and information in the validation area developed.

The authority shall be the competent authority in accordance with
Council Directive 2005/36/EC of 7 september 2005 on the recognition of
professional qualifications, as last amended by Commission Regulation (EU)
No 13/2011, with regard to issue diplomas and other
documents for courses in Polytechnic and the training in the
studies conducted as commissioned education.
Other tasks
9 § the museums shall
1. be responsible for the follow-up of the use of aid and other
follow up within his area of responsibility,
2. be the national coordination point for the European
qualifications framework for lifelong learning,
The European Qualifications Framework (EQF),
3. the production of statistics in the areas within its remit, and
4. be responsible for the treatment of

9 a § the museums shall inform and disseminate knowledge about
1. Polytechnic and the overall provision of courses
in the Polytechnic,
2. the range of courses that Government subsidies provided for under
Regulation (2012:140) If Government subsidies for some training
relating to the interpretation and sign language, and
3. the supply of training support provided for under
Regulation (2013:871) on support for the arts and
culture, education and some other courses.

Conduct of work
10 § the museums shall integrate a gender perspective and
mainstreaming human rights in its activities.
Consultation
10 a of the Authority shall, where appropriate, consult with the Education Council
with regard to the tasks of the authority in respect of
interpreters. Regulation (2012:141).
Management
section 11 Authority is headed by a head of Government.
section 12 at the Agency see an Advisory Council consisting of not more than nine
members.
Special bodies
Polytechnic Labour Council
13 § within the authority is an advisory body called
Polytechnic Labour Council. The Council shall assist the
authority with information in the Polytechnic area.
The Council consists of the head of Government, who is the Chairman, and
no more than eight other members. Regulation (2013:722).
Council of college preparatory courses of art
13 a section within the authority is an advisory body that
called the Council of college preparatory arts
training courses. The advisory body shall
1. proposals to the authority on which training courses
aid to be granted under section 4(1) of the Ordinance (2013:871) if
support for artistic and cultural training and some other
training, and
2. the assisting authority with the formulation of criteria,
indicators and monitoring,
quality review and quality assurance of the training courses
that support is provided for under section 4(1) of the regulation on support for
Arts and cultural education, and some other courses.
Council of college preparatory courses of art
consists of Government Chief, who is the Chairman, and no more than four
other members. The other members shall have knowledge of the
artistic activity. At least two of them will represent
universities or colleges of higher education that can
lead to artistic degrees. Regulation (2014:1004).

The Council of the national qualifications framework

Within the authority is an advisory body called the Council for the national qualifications framework. The advisory body shall provide the authority with the basis for decisions on what level a qualification equivalent to under 4 and 9 of Regulation (2015:545) on qualifications framework for lifelong learning.
The Council shall consist of a Chairman and not more than 14 other members. The President shall be the head of Government or head of Government. Regulation (2015:546).
Positions and assignments
section 14 the Director General is the head of Government.

Members of Polytechnic Labour Council is appointed by the
authority, after consultation with representatives of interested
Government agencies and organizations. Members are appointed for a period of time
the longest three years.
A member of the Council for college preparatory arts
education is appointed by the Government. The other members are appointed by the
authority, after consultation with representatives of the artistic
profession for a period of three years the longest.

Members of Polytechnic Labour Council is appointed by the authority after consultation with the representatives of relevant authorities and organisations. Members are appointed for a term of three years the longest.
A member of the Council for college preparatory artistic education is appointed by the Government. The other members are appointed by the authority after consultation with representatives of the artistic profession for a period of three years the longest.
The members of the Council of the national qualifications framework will be appointed by the authority after consultation with the relevant authorities and organisations. Members are appointed for a term of six years the longest. Regulation (2015:546).
Staff disciplinary board
16 section at the Agency has a staff disciplinary board.
Applicability of certain regulations
17 § the museums shall apply the staff representatives Ordinance (1987:1101)
and internal audit regulation (2006:1228).
Fees
18 § the museums shall levy charges by a
training providers engaged in education in
the Polytechnic as continuing professional development. Charges to be levied
for
1. study the documentation and administration of
contract education with 3 000 per training session,
and
2. supervision and monitoring of contract education program
only to a lesser extent, integrated in an education in
the Polytechnic with 23 000 per case.

Appeal
section 19 of the 22 a of the Administrative Procedure Act (1986:223) contains provisions on
an appeal to the administrative court. Other decisions than decisions
under section 18, however, may not be appealed.
Transitional provisions
2011:1162
1. This Regulation shall enter into force on 1 January 2012, when regulation
(2009:279) with instruction for Authority for the Polytechnic should cease
to apply.
2. The indications referred to in this regulation if the Polytechnic or training
within the Polytechnic should also apply to such qualified vocational training
referred to in paragraphs 2 and 3 of the entry into force and
transitional provisions to the Act (2009:128) if the Polytechnic and in
paragraphs 2 and 3 of the entry into force and transitional provisions to
Regulation (2009:131) about education in Polytechnic as
contract training, with the exception of 2 § 1-4 and 9, paragraph 2 of this regulation.
2013:874
1. This Regulation shall enter into force on 25 december 2013. The
new rules apply for the first time to training
begin after June 30, 2014.
2. Older provisions still apply for such training
referred to in point 2 of the entry into force and
the transitional provisions of the Regulation (2013:871) on support
for artistic and cultural training and some other
