The scope of the
section 1 of this regulation provides that supplement
European Parliament and Council Regulation (EC) No 994/2010 by
20 October 2010 on measures to safeguard security of
of gas supply and repealing Council directive
2004/67/EC and the provisions that connects to the law (2012:273)
on the security of natural gas supply.
section 2 of the Swedish Energy Agency (the Agency) is the competent
authority according to Regulation (EU) No 994/2010.
Agreements between the competent authorities
section 3 of the Swedish Energy Agency may conclude agreements with the competent
authorities of other Member States in the framework of such
cooperation referred to in article 4(3) of Regulation (EC) no
section 4 of the Energy Authority will ensure that the market that
referred to in article 6(10) of Regulation (EU) No 994/2010 is implemented.
Capacity for reverse flows
paragraph 5 of the Energy Authority hears cases on the capacities for reverse
flows or exemption under article 7 of Regulation (EC) no
Announcement of crisis levels
section 6 of the Energy Authority may entrust to Swedish Swedish
power networks to announce such crisis levels referred to in article
10(3) of Regulation (EC) No 994/2010.
When Swedish Swedish power grids announces an emergency level, the
immediately inform the Energy Authority and
provide the authority with all the necessary information.
section 7 of the Energy Authority may provide for the obligation
for natural gas companies and companies that use natural gas to
establish and follow a preventive action plan and an emergency plan
for the company's operations (business plans).
Collection of information
section 8 of the energy authority may provide for the obligation
to provide the necessary information to the energy authority
performance of its tasks pursuant to Regulation (EU) no
994/2010 and the law (2012:273) on the security of natural gas supply.
§ 9 the Energy Agency's decision pursuant to article 7(4) of the regulation
(EC) No 994/2010 may be appealed to the Government.
