Scope and purpose



section 1 of this regulation provides for State aid for

activities in the areas of



1. contact, support and training in connection with rehabilitation

for people with spinal cord injury, mainly people over

18 years,



2. Braille training and similar rehabilitation for

people with visual disabilities, preferably persons over the age of 18,



3. camp and meeting activities with knowledge and

Exchange of experiences for adults or children with rare

diagnoses or disorders that cause impairments,

and for the children's family members,



4. recreation for people who, as a result of

disabilities have extensive needs of specific

accessibility efforts that they cannot take part in General

2 § the purpose of State aid within the meaning of this regulation is to

promote specialized rehabilitation and support

education, knowledge exchange and recreation for people who

Conditions for State aid



3 § State aid under this regulation be provided subject

4 § State aid under this Regulation may be submitted to a

non-profit organization



1. is a legal person,



2. is democratically structured,



3. operate on a non-profit basis,



4. directs activities to people with disabilities

throughout the country,



5. in its operations respects the democratic ideas, including

the principles of equality and non-discrimination,



6. carrying out activities against the stated objectives and expected

results and have a plan for a period of two years or more,

that describes the activities that are planned in order to solve

identified issues and how the work will be followed up,



7. can document their business through determined

activities and audit reports, and



8. for at least two years engaged in volunteer work in any

or any of the areas referred to in paragraph 1.



Government grants may also be given to a foundation that is not

State or local government, and which complies with the requirements of the first

paragraph 3 – 8.



5 § State aid shall not be granted to an association or

Foundation



1. have liabilities of Swedish taxes or fees in

Enforcement authority,



2. is in liquidation or bankruptcy, or



3. has a different state grant for the same activities as a

application under this regulation relates.



The shape of the State contribution



section 6 of the State's contribution is an operating grant support for such

activities referred to in paragraph 1. Grant may also refer to:

Application and decision



section 7 of the National Board hears questions about State grants under this

Regulation. Decisions are made once a year and refers to grants for

a calendar year.

Application must be signed by an authorized

representatives of the Association or foundation which is applying for

§ 9 an application shall contain



1. the applicant's statutes or Foundation appointment;



2. documents showing who has the right to

represent the Association or Foundation,



3. the annual report, the annual financial statements or equivalent

statement of accounts, annual report and

audit report for the previous fiscal year,



4. information on the activities sought, what is

the goal of the activities, how results should be tracked and how

the results relate to the purpose of the State's contribution,



5. the annual budget for the activities to which it relates, and



6. information on the existence of other marks applied for or granted

contribution.



10 § candidates must submit the documents to the National Board of health and welfare

Refunds and chargebacks



section 17 a recipient of State aid under this regulation are

repayment required if



1. the receiver by providing incorrect information or

any other way has caused that the contribution has been provided on

false pretense or with excessive amounts,



2. the grant of any other reasons have been submitted on the incorrect basis

or with too high amount and the recipient should have realized

3. the refund entirely or partially unused or not

4. the receiver has not submitted such a report referred to in

section 14, or



5. the terms of the decision on the contribution has not been followed.

Authorization



section 19 of the National Board may provide for

Appeal

Transitional provisions



2012:316



1. This Regulation shall enter into force on 1 July 2012 and

apply for the first time in the case of State aid for the year 2013.



2. Older decision still apply for Government grants relating to

the period before January 1, 2013.



2013:197



1. This Regulation shall enter into force on 1 June 2013, when

Ordinance (1994:950) concerning State aid to

disability organisations, recreation facilities,

cease to apply.



2. This Regulation shall apply for the first time in the case of

State funding for the year 2014.



3. Older rules still apply for Government grants

relating to the period prior to 1 January 2014.



2014:526



1. this Regulation shall enter into force on 15 July 2014.
