Introductory provision
section 1 of this regulation provides for State aid
for cultural purposes.
State grant under the regulation be provided subject to availability on
funds.
The purpose of the State's contribution
2 § the purpose of Government grant is to promote a culture
of high quality, which contributes to the fulfilment of the national
cultural policy objectives.
Conditions for State aid
3 § State aid under this Regulation may be submitted to
1. cultural activities in Sweden,
2. an actor active in Sweden participating in international
or intercultural activities, and
3. international cultural activities of a Sami
Organization.
With international culture activities "means activities relating to
Sweden and at least one other country. With intercultural
cultural activities "means activities that promote ethnic and
cultural diversity in Sweden.
section 4 of the Government subsidies may be provided in the form of operating grants or
project grants.
paragraph 5 of the State subsidy may be granted only to legal persons and
individual traders.
section 6 of the Government subsidies may be provided to
1. activities of professional art, and
2. amatörkulturell activities and national minority
cultural activity, if the activity is of national
cultural political importance.
section 7 of the State subsidy may be granted only to activities that have
other funding. In the allocation of subsidies, account shall be taken
If the business has already been granted State aid.
section 8 Government subsidies must not be left to the liabilities for
Swedish taxes or fees of the bailiff or
that are in liquidation or bankruptcy.
Caseload management
section 9 of the Swedish Arts Council examines questions about State aid under
This regulation.
section 10 of the application for Government grants must be in writing and filed
the Swedish Arts Council.

Refunds and chargebacks

State grant will not be paid, if it can be assumed
that contribution has been granted on the basis of incorrect information.
section 14 of the recipient of a Government contribution under this regulation are
repayment required if
1. the receiver by providing incorrect information or
any other way has caused that the contribution has been provided
improperly or with excessive amounts,
2. the grant of any other reasons have been given incorrectly, or
with the high amount and the recipient should have known this,
3. the contribution is not used for the purpose for which it has been granted
for,
4. a person who has received the grant does not leave such a
report referred to in section 12, or
5. the terms of the decision on the contribution has not been followed.
section 15 if anyone is owed repayment according to section 14,
The Swedish Arts Council decide to fully or partially recover
Government grant.
section 16 If an amount has been recovered by virtue of section 15 does not
paid on time, the penalty interest rate
(1975:635) is levied on the amount.
section 17 if there are special reasons, the Swedish Arts Council entirely
or partially waive a claim for a refund under section 15
or a claim for interest under section 16.
Authorization
section 18 of the Swedish Arts Council may provide for
the enforcement of this regulation.
Appeal
section 19 of the 22 a of the Administrative Procedure Act (1986:223) contains provisions
If an appeal to the administrative court. Other decisions
than a decision under section 13 may not be appealed.
Transitional provisions
2013:517
1. This Regulation shall enter into force on 1 January 2013, when
Regulation (1984:326) of State subsidies for cultural purposes
and Regulation (2008:556) on the State's contribution to international
and intercultural activities shall be repealed.
2. The repealed regulations still apply, however, for
State aid granted before 1 January 2013.
