Introductory provision
Article 1 this regulation lays down provisions on State aid for
education in Swedish for immigrants. The purpose of the grant is to
improve the quality of and increasing the individual adaptation of the training.
Government subsidies provided to the extent that the availability of funds and
for one calendar year at a time.
Conditions for State aid
section 2 of the State grants may be submitted to the organisers of training in
Swedish for immigrants or equivalent training under 22
Cape. or 24 Cape. section 10 or 11-15 of the Education Act (2010:800)
or Chapter 6. Regulation (2011:1108) on adult learning.
Grants may be provided for actions contributing to the hight quality
and increased flexibility in education and increased
individual adaptation of the training.
3 § State aid cannot be
1. to organisers who have debts for Swedish taxes or
fees of the bailiff or are in liquidation
or bankruptcy,
2. for operations as the State contribution is paid for by other means, or
like other special compensation is provided for, or
3. for operations provider already offers.
Applications and decisions on State aid
section 4 of the application for Government grants made to the State's school.
The National Agency for education to decide on and pay the premium.
In a decision to grant a contribution will be the last day for
report in accordance with paragraph 7 of the specified. The decision may be subject to conditions.
The conditions shall be set out in the decision.
Distribution of Government grants
section 5 of the State's school, in its allocation of State aid to
account of
1. the degree to which the interventions can improve the quality of and increasing
individual adaptation of the training, and
2. the need for a geographical spread of operations.
Monitoring and reporting
section 6 of the State's school will monitor how the State's contribution has
been used.
Skolverket, in connection with its annual report to the
Government offices provide an accounting of how the contribution has
been used.
section 7 of the recipient of State aid is required to make such
financial and other reporting to the State school which
the work request.
An auditor shall examine the financial report and
give an account of his observations in a certificate must be attached to the
General Ledger. If the contributions received amounted to
at least five price base amounts according to Chapter 2. 6 and 7 § §
the social security code, the auditor shall be authorized or
approved.
Refunds and chargebacks
section 8 Recipients of State aid under this regulation are
the repayment obligation, if
1. the recipient by leaving through false statements or any
otherwise have caused that the grant has been submitted incorrectly
or with excessive amounts,
2. the grant of any other reasons have been given incorrectly or with
for the high amount and the recipient should have known this,
3. the refund entirely or partially unused or not
has been used for the purpose for which it has been provided for,
4. the report referred to in section 7 has not been provided, or
5. the recipient did not comply with the terms of the decision on the contribution.
§ 9 the State alone shall decide to fully or partially require
back a State aid if one is obliged to repay
According to section 8.
If there are special reasons for it, the National Agency for education remit
repayment in whole or in part.
section 10 On Government subsidies required back, interest will be charged from
on the day that is one month after the decision on the
chargebacks have been made, and after an interest rate at each
time exceeds government lending rate with two
percentage points.
If there are special reasons for it, the State's school
waive requirements on interest in whole or in part.
Authorization
section 11 of the State's school must notify the regulations needed
for the enforcement of this regulation.
Appeal
paragraph 12 of Decision pursuant to this Regulation may not be appealed.
