Introductory provisions



section 1 of this regulation provides for the



1. experiment with increased teaching time for newly arrived

pupils in primary schools in order to enhance students '

knowledge development in the Swedish language, and



2. State aid for the costs of such increased

teaching time.



The regulation applies to education as of fall semester

2013 until the fall of 2016. Regulation (2014:36).



2 § With newly arrived student referred to in this regulation cover a student who

have arrived to Sweden for a short time before he or she

started his education in elementary school. A student is considered new arrival

during the first four semesters. Regulation (2014:36).



Conditions for participation in the experiment and for

Government subsidies



section 3 of Each principal who have newly arrived students in his elementary school

may apply to participate in the experiment.

A principal who are participating in the experiment is to

newly arrived students organise at least 105 hours of instruction in

subjects Swedish or Swedish as a second language per academic year in addition to

the teaching that the principal will arrange according to decisions

referred to in Chapter 9. section 4 of the school regulation (2011:185).



The teaching will be conducted by teachers who are competent to

in view of the current year's courses in the subjects Swedish or Swedish

as a second language in accordance with the Regulation (2011:326) on jurisdiction

and identification of teachers and pre-school teachers.

4 §/comes into force: 2016-01-01/

A principal who are participating in the experiment will be for newly arrived students organise at least 105 hours of instruction in subjects Swedish or Swedish as a second language per academic year in addition to the teaching that the principal will arrange according to decisions referred to in Chapter 9. section 4 of the school regulation (2011:185).

5 § State aid be provided subject to availability of funds for a

Decisions about participation in experimentation and on State aid

dollars and not more than 7 000 kroons per semester and newly arrived student

who attend classes in accordance with section 4.



Contributions for the fall semester must be completed for each newly arrived student who

go to the principal's primary school on 15 september and involved

in teaching according to section 4. Contributions for the spring term provided for

each new arrival pupil in elementary school principal on 15

February and involved in teaching according to section 4.

Monitoring and evaluation

The recovery of State aid

Regulation is the repayment obligation, if



1. the receiver by providing incorrect information or

any other way has caused that the contribution has been provided

improperly or with excessive amounts,



2. the grant of any other reasons have been given incorrectly or

with too high amount and the recipient should have known this,



3. the receiver does not leave such accounts referred to in section 9,

or



4. the refund has not been used for the purpose for which it has

granted for.



Statens skolverk shall act to require

back a contribution if someone is required to repay pursuant to the

The National Agency for education may waive recovery in whole or in part, if it

Transitional provisions

This Regulation shall enter into force on 1 april 2014 and

apply to training from the autumn term in 2014.

1. This Regulation shall enter into force on the 1 January 2016.



2. the provisions of paragraph 4 of the new wording also applies to state aid for the period from 1 January 2015.
