section 1 of the Folke Bernadotte Academy has the task to support the

international peace-support operations.



Activities shall contribute to achieving the Government's

overall development policy objectives, as part of

the implementation of Sweden's policy for global development, and

contribute to international peace and security.



2 § the museums shall cooperate with national and

international actors in order to achieve efficiency and

coordination of Sweden's contribution to international

peace-support operations.



section 3 in order to fulfill its mission, the authority shall



1. recruiting, preparing, sending and supporting civilian staff,



2. conduct training, samträning and exercise, and



3. promote and conduct lessons-learned management, doctrine and

methods development and research aimed at an effective

implementation of international peace operations.



section 4 of the Agency's mandate covers the following

areas:



1. the international conflict prevention, peace-building,

peacekeeping, peace enforcement, peace building and

safety promotion,



2. State-building within the framework of the international

peace operations,



3. security sector reform and disarmament, demobilisation

and the reintegration of former combatants,



4. support to construction of the rule of law and respect for human

rights,



5. implementation of the United Nations Security Council resolution 1325 (2000)

on women, peace and security, and



6. multifunctional and civil-military cooperation.



5 § the museums shall also



1. be cohesive for the Swedish civil

staff contribution to international peace operations where more

than an authority concerned;



2. maintain a coherent overview of the civil

competencies and staff categories that each authority

can help with or contribute to international

peace operations,



3. manage and decide on State aid in the field of

women, peace and security and support for information and

studies on security policy and peace-promoting development,



4. manage the digital research archives Folke

Bernadotte collections,



5. to contribute to international cooperation in its

area of activity, especially with the EU, the UN, the OSCE, the Council of Europe,

NATO and the African Union, and be national contact point

for this purpose,



6. to coordinate the work of international and national

International Forum for the Challenges of Peace

Operations,

7. be a national focal point for civil and

multifunctional training activities within the EU,



8. following the decision of the Government to provide support for mediation

and dialogue in conflict resolution, and



9. consult with other relevant authorities within the framework of the Council

for international peace support operations.



Management



section 6 of the Authority is headed by a head of Government.



section 7 at the Agency, there shall be an Advisory Council consisting

of not more than nine members.



Positions and assignments



section 8, the Director General is the head of Government.



Staff disciplinary board



§ 9 at the Agency, there shall be a staff disciplinary board.



Applicability of certain regulations



10 § the museums shall apply the staff representatives Ordinance

(1987:1101).



Fees



section 11 of the Agency may collect charges for

training activities, conferences and seminars.

Authority may determine the fees and outlining

revenues in the business.



The authority may, as appropriate and without achieving full

cost recovery charge fees for participation in the Agency's

courses and training programs.



Service exports and contract training



section 12 of the authority may perform the service exports which are directly

linked to the Agency's area of activity and is within

the framework for the tasks set out in this clause or in the

any other regulation.



The authority may on mission with full cost recovery to perform

training activities that are directly linked to the Agency's

field of activity. Revenue appropriated by the authority.



Exemptions from the Privacy Act



section 13 Authority may treat such sensitive personal data

referred to in the personal data Act (1998:204) to the extent

as it takes to bring a digital

Research Archive of Swedish participation in peace operations.



Appeal



section 14 of the Authority's decisions on the allocation of grants

or other funding in support of initiatives may not

subject to appeal.
