Introductory provision



section 1 of this regulation provides for State aid

to nonprofit organizations that operate in the

cultural environment.



Government grants under this regulation be provided subject to availability

on the medium.



The purpose of the State's contribution



2 § the purpose of Government grant is to support nonprofit

organizations that contribute to people's ability to

experience, understand and take responsibility for the cultural environment, which

promotes a diversity of cultural environments conserved, used and

evolve.



Conditions for State aid



3 § State aid under this Regulation may be submitted to a

non-profit organization that operates within the cultural environment and

as



1. is an independent,



2. are democratically structured and in its operations respects the

ideas of democracy, including gender equality and the prohibition of

discrimination,



3. has conducted business for at least two years prior to the application for

contributions,



4. conducting operations of national interest, and



5. in the case of membership is open to all, or is a

Association of organisations that have individual members.



Government grants may also be given to a foundation that does not

meet the conditions specified in the first subparagraph 2 and 5.

The Foundation will, however, be transparent. Grants may not

be submitted to a State or local government Foundation.



4 § State aid shall not be granted to an organization that has

liabilities for Swedish taxes or fees in

Enforcement authority or which are in liquidation or

bankrupt.



Forms for Government grant



§ 5, Government subsidies may be provided in the form of organizational grants and

start-up grants.



For start-up contribution is not required that the organisation is in compliance with

the condition set out in paragraph 3 of the first subparagraph 3.
