This regulation contains provisions on State aid

for voluntary organisation of homework help to students.



With homework assistance referred to in this regulation help with homework and

other school work. The purpose of the State's contribution is to increase

opportunities for all students to develop as far as

possible in their learning, on the one hand, to contribute to a better

equivalence.



The State contribution is paid for one year at a time, subject to availability of

funds.

This regulation contains provisions relating to Government grants for voluntary organisation for help with homework or other school work outside the regular instructional time for students.



The purpose of the State's contribution is to increase opportunities for all students to develop as far as possible in their learning, on the one hand, to contribute to an increased equivalence.



The State contribution is paid for one year at a time, subject to availability of funds. Regulation (2016:122).



Conditions for State aid



State subsidies to the principals of the school system



2 § State aid under this Regulation may be submitted to the

Government grants for organisations

non-profit homework clubs. With a non-profit homework club

means an organization



1. has no financial gain and not the main man in the

2. are democratically structured and provides transparency

in business,



3. in its operations respects the democratic ideas, including

equality, non-discrimination and respect for all

human equality and rights,



4. has completed at least two years and conducts its

activities in the long term, and



5. completely or partly geared toward providing homework help to

pupils.

State aid under this Regulation may also be provided to a nonprofit organization that works to provide help with homework or other school work. With such an association "means an organization that



1. has no financial gain and not the principal of the school system,



2. are democratically structured and offers insight into the business,



3. in its operations respects the democratic ideas, including equality, non-discrimination and respect for the equal dignity and rights,



4. has completed at least two years and conducts its business in the long term, and



5. completely or partially are geared toward helping students with homework or other school work outside the regular instructional time. Regulation (2016:122).

Government subsidies to such organisations as referred to in paragraph 5 may be made for expenses for help with homework or other school work outside the regular instructional time to the student in accordance with Chapter 1. section 3 of the Education Act (2010:800) in primary schools, vocational programs, same school or special school.

Distribution of Government grants

In the allocation referred to in the first subparagraph, grants will be provided a maximum of $100 for each student who offered to participate in the activities. The National Agency for education may contribute to a higher amount if there are special reasons, taking into account the number of students in the operation or if the principal has additional costs for operations because the principal has partnered with a nonprofit organization that works to provide help with homework or other school work. The National Agency for education must also allocate grants to those organizations that meet the conditions for grants under sections 5 and 6. Regulation (2016:122).



Applications and decisions on State aid

Accounting



§ 9 The program have received Government grants under this

Regulation is required to account for how State school

funds have been used and provide the information that the State

school requests.



If the person who receives the grant is such an organization

as indicated in paragraph 5, an auditor to examine the financial

report and give an account of his observations in a certificate

annexed to the report. If the contribution is received

amounted to at least five price base amounts according to Chapter 2. 6 and 7 § §

social insurance code, this shall be done by an authorized

or certified public accountant.



Refunds and chargebacks



10 § whoever has received State grants under this

Regulation is the repayment obligation, if



1. the receiver by providing incorrect information or

any other way has caused that the contribution has been provided

improperly or with excessive amounts,



2. the grant of any other reasons have been given incorrectly, or

with the high amount and the recipient should have known this,



3. the recipient does not submit such information as referred to in section 9,

or



4. the refund has not been used for the purpose for which it has

granted for.

back a State aid if one is obliged to repay

waive recovery in whole or in part.

Appeal

Transitional provisions



2016:122



1. this Regulation shall enter into force on 5 april 2016.



2. the provisions of the new wording is applied for the first time on the State aid granted after the entry into force.



3. Older provisions still apply for State aid granted before its entry into force.
