Introductory provisions

This regulation contains provisions on State aid
for the development of the quality of learning in the workplace
as
1. within the framework of the arbetsplatsförlagda part of
a) education in secondary school and upper secondary school for pupils with learning disabilities,
b) municipal adult education and special education for
adults, or
2. refers to the yrkesintroduktions agreement.
Government subsidies provided to the extent that the availability of funds.

This regulation contains provisions relating to state aid for the development of the quality of learning in the workplace as
1. within the framework of the arbetsplatsförlagda part of
a) education in secondary school and upper secondary school for pupils with learning disabilities,
b) municipal adult education and special education for adults, or
2. refers to the yrkesintroduktions agreement.
The regulation also contains provisions on State aid for developing regional support functions for collaboration between school and working life if vocational training at the secondary level.

section 2 With yrkesintroduktions agreements referred to in this regulation a
Central collective agreement governing vocational introduction
posts that contain a percentage of training or
tutorial and concerning persons who do not have relevant
professional experience or are unemployed.
Conditions for State aid
Government grants for actions relating to the context
learning
section 3 of the Government subsidies may be provided to employers ' and
workers ' organisations, organisations which are common
for employers and employees as well as stakeholder organisations
in the business world. Government subsidies to such organisations may
be provided for initiatives aimed at supporting legal
or natural persons providing the
arbetsplatsförlagda part of the training referred to in paragraph 1 of the
the first subparagraph 1.

Government grants for actions relating to the development of regional support facilities for vocational training

Government subsidies may be provided to employers ' and workers ' organizations, organizations that are common for employers and employees as well as stakeholder organisations in the business world. Government grants to organizations may be provided for actions for the development of regional support for collaboration between school and working life if vocational training in secondary school and municipal adult education at secondary level in order to raise the quality of education. Regulation (2015:586).
Government grants for actions relating to yrkesintroduktions agreement
section 4 of the Government subsidies may be provided to employers ' and
workers ' organizations and to organizations that are
shared by employers and employees for actions
refers to the yrkesintroduktions agreement and aimed at
develop
1. competency profiles and validation models for
employability in the industries and occupations,
2. system for certification of operators who can provide
workplaces to establish training plans and follow
up work-based learning,
3. industry criteria for supervisor training, and establish
certification of supervisor training which corresponds to
the industry's criteria, or
4. regional collaboration to support the learning of
workplaces.
Government subsidies to such organisations as referred to in the first
subparagraph may also be provided for other actions that are deemed to support
development of a support structure for learning within the framework of the
yrkesintroduktions agreement.
§ 5 the recipient of Government grants for actions referred to in paragraph 4 of the

Government grants for actions referred to in paragraph 4 is submitted in
accordance with the conditions laid down in Commission Regulation
(EC) No 800/2008 of 6 August 2008 declaring certain
categories of aid compatible with the common
market in application of articles 87 and 88 of the Treaty (General
block exemption regulation).

Government grants for actions referred to in paragraph 4 is submitted in accordance with the chapter I and chapter III article 31 of Commission Regulation (EC) No 651/2014 of 17 June 2014, declaring certain categories of aid compatible with the common market under articles 107 and 108 of the Treaty.
Statens skolverk shall keep such records as referred to in chapter II article 12 of Commission Regulation.

Application for Government grants

Application for Government grants made to the State's school.
Employers ' and workers ' organizations may only
jointly apply for grants as referred to in paragraph 4. Such an application shall
be signed by the organisations.
In a grant application for action referred to in paragraph 4, it shall

be made available under section 5.

Application for Government grants must be in writing and submitted to the State's school before the operation begins.
Employers ' and workers ' organizations may only jointly apply for grants as referred to in paragraph 4. Such an application should be signed by organizations.
In a grant application for action referred to in paragraph 4 shall specify the manner in which the results of the actions will be available under section 5. Regulation (2015:586).
Decision on State aid
paragraph 8 of the State's school hears questions about and pay out
State grant.
Contributions for actions referred to in paragraph 4 shall be provided for a maximum of 50
per cent of the eligible costs.
In a decision to grant a contribution will be the last day for
report pursuant to section 13 specified. The decision may be subject to
terms and conditions. The conditions shall be set out in the decision.

State aid cannot be
1. for organizations that have liabilities of Swedish taxes
or fees of the bailiff or who are in
liquidation or bankrupt, or
2. for operations as the State contribution is paid for by other means
or other special compensation is paid for.

State aid cannot be
1. for organizations that have liabilities of Swedish taxes or fees of the bailiff or are in liquidation or bankrupt,
2. the undertaking which is the subject of an outstanding recovery order following a decision by the Commission declaring an aid illegal and incompatible with the internal market, or
3. for operations as the State contribution is paid for by other means or that other special compensation is paid for.

Distribution of Government grants
section 10 of the State's school, in their distribution of Government grants
for such actions referred to in paragraph 3, take account of
1. the extent to which efforts can help to increase the quality
in the arbetsplatsförlagda learning,
2. If efforts are likely to have an impact and lead to results
even after the completion of the State funding,
and
3. the need to publicize the efforts between sectors.

Statens skolverk, in its allocation of State subsidies for such operations as referred to in paragraph 3 (a) to take into account the degree to which the interventions
1. are expected to contribute to lasting regional support function even after the completion of the State funding, and
2. can effectively support the local interaction between school and working life. Regulation (2015:586).
section 11 of the State's school, in their distribution of Government grants
for the actions referred to in paragraph 4 to take account of
1. the expected impact on the conditions for a
successful learning in the context of a
yrkesintroduktions agreement
2. If efforts are likely to have an impact and lead to results
even after the completion of the State funding,
and
3. the need to publicize the efforts between sectors.
Monitoring and reporting
section 12 of the State's school will monitor how the State's contribution has
been used.
Skolverket, in connection with its annual report, submit a
report to the Government on how the grant has
been used.
paragraph 13 of the Recipient of State aid is required to make such
financial and other reporting to the State school which
the work request.
Refunds and chargebacks
section 14 of the recipient of State aid under this regulation are
the repayment obligation, if
1. the receiver by providing incorrect information or
any other way has caused that the contribution has been provided
improperly or with excessive amounts,
2. the grant of any other reasons have been given incorrectly, or
with the high amount and the recipient should have known this,
3. the refund entirely or partially unused or not
has been used for the purpose for which it has been provided for,
4. the report referred to in section 13 has not been submitted;
or
5. the recipient did not comply with the terms of the decision on the contribution.
section 15 of the State's school will decide to fully or partially require
back a State aid if one is obliged to repay
According to section 14.
If there are special reasons for it, the National Agency for education brand
or partially waive recovery.
section 16 On Government subsidies required back, interest will be charged from
on the day that is one month after the decision on the
chargebacks have been made, and after an interest rate at each
time exceeds government lending rate with two
percentage points.
If there are special reasons for it, the State's school
wholly or partially waive requirements on interest.
Authorization
section 17 of the State's school must notify the regulations needed
for the enforcement of this regulation.
Appeal
section 18 of the Decision pursuant to this Regulation may not be appealed.
