section 1 of this regulation provides for the prohibition and

other measures for the implementation of certain sanctions in Sweden

against Russia, which has been adopted by the Council of the European Union

by Council decision on 2014/512/CFSP of 31 July 2014

restrictive measures in view of Russia's actions

destabilizes the situation in Ukraine.



Expression of the regulation



section 2 Of the arms referred to in this regulation cover stock

included in the annex to the Ordinance (1992:1303) if

war material.



By paramilitary equipment "means equipment that is listed in the

the annex to this regulation.



Prohibition to buy, import or transport

military equipment, paramilitary equipment, etc. from Russia



section 3, it is not allowed to directly or indirectly from

Russia buy, import or transport the munitions,

paramilitary equipment and spare parts thereof

or equipment. The prohibition applies regardless of whether the material or

the equipment has its origin in the territory of Russia

or not.



The exception from the prohibition applies to fulfil agreements

or arrangements concluded before 1 August 2014

and to be able to supply spare parts and services

necessary for the maintenance of – and safety –

existing capacities within the European Union.



Prohibition to supply, sell, transfer or transport

paramilitary equipment to Russia



4 section is not allowed to directly or indirectly provide,

sell, transfer, or through Sweden carrying paramilitary

equipment to Russia, or for use in, or to

the benefit of Russia, regardless of whether the equipment has its

origin within Sweden.



The exception from the prohibition applies to fulfil agreements

or arrangements concluded before 1 August 2014

and to be able to supply spare parts and services

necessary for the maintenance of – and safety –

existing capacities within the European Union.



Common rules on transport



paragraph 5 of the prohibitions provided for in §§ 3 and 4 also applies to the transport of

supplies and equipment on ships and aircraft

registered in Sweden.



Ban without permission to provide certain equipment

and some services



section 6, it is not allowed to persons, entities and bodies

in Russia, or in any other country for use in

Russia, without permission



1. directly or indirectly sell, supply, transfer or

exporting such equipment subject to permit requirements

According to article 3 of Council Regulation (EC) No 833/2014 of

31 July 2014 on restrictive measures in the light of

Russia's action that destabilises the situation in Ukraine,

or



2. provide, directly or indirectly, such a technical

assistance, such mediation services, such funding or

such financial assistance subject to permit requirements

According to article 4(3) of Council Regulation (EC) No 833/2014.



Conditions referred to in the first subparagraph shall be communicated by the Board of trade.



Supervision



section 7 of the National Inspectorate of strategic products and customs service

responsible, each within its area of responsibility for overseeing

the prohibitions under sections 3 and 4. The customs service is responsible within its

area of responsibility, in collaboration with the Swedish Transport Agency, for

supervision of the prohibition under section 5. Board of trade and

Finansinspektionen is responsible, each within its

responsibility for supervision of the prohibitions referred to in paragraph 6.



Authorities shall consult each other in their supervisory functions and

leave each other the information necessary for the supervision.



Annex



List of paramilitary equipment



By paramilitary equipment referred to the following equipment, if the

at the same time not be included in the annex to the regulation

(1992:1303) of munitions.



1. Fire-tube gun with caliber < 20 mm.



2. Ammunition specially designed for fire of cane weapon according to

point 1.



3. Weapons sights.



4. Bombs and other explosive charges.



5. Explosive substances.



6. Equipment for protection against conventional munitions.



7. Training materials for military activities.



8. Investigation and measurement equipment with military performance for

observation in the dark.



9. Equipment for the manufacture of equipment referred to in paragraphs

1-8.



10. Special technology and software for equipment referred to in

paragraphs 1 to 9.
