section 1 the Agency for youth and civil society issues are

administrative authority for matters concerning youth policy

and the policy of civil society.



2 § the museums shall promote the objectives of youth policy

and the policy of civil society is achieved by



1. develop, collect and disseminate knowledge,



2. distribute state aid in accordance with the applicable statutes in which

the Authority received such missions, as well as



3. in particular, interact with civil society organisations

to capitalize on the knowledge and experience that is

in these.



Specific tasks related to youth



3 § the museums shall, within the framework of its tasks on the basis of

young people's conditions and living conditions contribute to

young people's establishment in working and social life.



4 § the museums shall be responsible to develop and collect

multidisciplinary knowledge about young people's living conditions,

attitudes and values. In this work includes follow up

young people's living conditions and provide a database of

existing statistics that enable comparisons on comunity

level, national and EU level. In addition, the authority shall

develop knowledge of the operations and the methods that can improve

young people's living conditions. The knowledge should primarily be made

available and distributed to municipalities, counties and

authorities.



The authority shall promote youth perspective will be integrated

in the activities of the relevant governmental authorities and contribute to

cooperation and coordination of Government efforts aimed at

young people.



The Agency shall support the development of knowledge-based

youth policy in municipalities and county councils.



5 § the museums have a particular responsibility to promote

young people's opportunities for participation and influence and

for the organization. The authority will also promote the participation of young people

leisure activities, sexual and reproductive rights, as well as

access to knowledge about human rights and other

issues that could strengthen their power to shape their lives.



6 § the museums shall in their efforts to include an active

work on gender mainstreaming.



7 § the museums shall, within the framework of their efforts to work for

to combat discrimination on grounds of sex,

Transgender identity or expression, ethnicity,

origin, religion or other belief,

disability, sexual orientation or age.



section 8 authority has overall responsibility for young people's equal

rights and opportunities regardless of their sexual orientation,

gender identity or gender expression.



9 § the museums shall be the national Office for the EU programme

in the field of youth that the Government decides.



Specific tasks relating to civil society



10 § the museums shall be responsible to develop and collect

knowledge about civil society's conditions, composition and

development and dissemination of this knowledge at national, regional

and local level. The authority will also analyze, follow up

and evaluate efforts in relation to policy objectives.



11 § the museums shall be responsible for the administration of a

party joint forum for dialogue between the Government and the

civil society organisations.



The authority shall annually monitor and report in writing

conditions of civil society based on the key principles

autonomy and independence, dialogue, quality,

sustainability, transparency and diversity.

the authority shall form a network for interaction with public authorities

and organizations.



Presentations of statistics, studies and analyses

Management



section 14 of the Agency is headed by a head of Government.

Applicability of certain regulations



18 § the museums shall apply the staff representatives Ordinance

(1987:1101).
