Introductory provision



1 § Within the University, as set out in annex 1 to the higher education Ordinance (1993:100) and at Chalmers University of technology operations are conducted at the innovation Office for the utilisation of research-based knowledge.



This regulation lays down rules on the allocation of State resources to innovation offices. Funds pursuant to this Regulation shall be distributed, subject to availability of funds for each year.



State aid



section 2 of the State resources can be provided by the Government in the form of the basic amounts, amounts based on volume, the amount of aid to colleges and amount of achievement. These amounts together is called the total amount.



Basic amount



paragraph 3 of the basic amount corresponding to 25 per cent of the total funds allocated to innovation agencies and should be the same for all offices.



Amount based on volume



4 § the amount based on the volume corresponding to 25 per cent of the total funds allocated to innovation offices. The amount is calculated on the basis of three key figures who annually collected by the higher education authority: number of full-time students (20 percent), the number of full-time doctoral students (30 percent) and research funding in revenue (50 per cent).



For the joint innovation Office of KARLSTAD University, Linnaeus University, Örebro University and mid Sweden University left the amount based on these four University weight ratios.



Amount of aid for colleges



§ 5 the amount of the aid to colleges is equivalent to 15 percent of the total funds allocated to innovation offices. This amount is left to



1. the University supports high schools with counseling and kommersialiseringstjänster or knowledge sharing, 2. the innovation Office which supports other innovation offices with expert or specialist, or 3. the universities that have large geographic catchment area.



The assessment of the amount of the claim is based on the report to be submitted under section 7.



Amount of performance



6 § amount of achievement equivalent to 35% of the total funds allocated to innovation offices. For the assessment of the achievement, a recurrent evaluation be done every four years by the authority that the Government nominates, among others. on the basis of the report to be submitted under section 7.



Accounting



section 7 of the universities shall, in their annual report to account for how the funds have been allocated have been used to carry out the activities of the innovation Office. Report shall describe the focus on innovation and its objectives as well as whether, and if so what, expert or specialist expertise which has been built up. The University, which has received funds to support high schools should specify which colleges are supported and with the services. If a University does not have a means to support colleges but have started such cooperation, this should be indicated in the report.



In the annual report shall also be following the flow numbers are reported:

1. number of ideas that have been submitted for examination or advice from scientists and students and how an idea is defined and delimited,



2. number of ideas that will proceed to the validation from the researchers and students and how authentication is defined and delimited, and



3. number of ideas that have gone on to business incubators.
