Scope of the directive



section 1 of this regulation provides for State aid to the principals of the school system that receives international Swedish students.



The regulation also provides for State aid for training providers that receive international Swedish students to IB-education (International Baccalaureate) referred to in chapter 29. section 17 of the Education Act (2010:800).



Conditions for State aid



section 2 of the State aid provided to principals of primary schools, basic särskola, secondary school and high school as well as providers of särskola to IB-education referred to in chapter 29. section 17 of the Education Act (2010:800).



3 § State aid is provided for the education of Swedish abroad students from 7th grade in elementary school or undergraduate programs through the last year of secondary education, secondary school pupils or IB-education. State aid must not, however, be provided for the training of students in the IB-training organised with Government grant under the Regulation (SKOLFS 2002:7) on international secondary education in Stockholm and Gothenburg, and in the case of sigtunaskolan Humanistiska Läroverket in Sigtuna.



4 § With external Swedish pupil "means a pupil whose guardian permanently residing abroad and of which at least one is a Swedish citizen.



A student who belongs to the Group of Swedish students abroad when he or she begins training to be considered as belonging to this group during the whole time in grades 7 to 9 in primary education or Basic programs and all the time in high school, secondary school pupils or IB-education, although the actual conditions of the student changes during the study period.



A student who only later meets the conditions to be a member of the Swedish students abroad should be considered as international Swedish for the remainder of the time in grades 7 to 9 in primary education or Basic programs and the remainder of the time in secondary schools, secondary school pupils or IB-education.



5 § State aid is calculated for a six-month period at a time.



section 6 of the Contributions for the first six months of the calendar is left as is student in training on February 15. Contributions for the second calendar half year left for anyone who is a student in training on september 15.



State the amount of the grant



Primary and basic särskola



section 7 For students in elementary school or undergraduate programs provided grants in an amount per pupil and the six-month period provided in particular by the Government.



Comprehensive school and upper secondary särskola



section 8 For students in high school or secondary school pupils submitted contributions in an amount per pupil and calendar half-year, equal to half of the amount per pupil and school year as voters skolverk has foreseen for each application, and, where appropriate, the direction, with the support of 13 chapter. 9 § secondary Regulation (2010:2039) or, if a specific amount is decided according to Chapter 16. paragraph 51, 16 Cape. paragraph 55, chapter 19. 44 paragraph or chapter 19. 48 paragraph Education Act (2010:800), half of that amount.



For students in the introductory program provided contributions in an amount per pupil and the six-month period provided in particular by the Government.



Grants for students in further education in the form of a fourth year technically be submitted for each calendar year by an amount per six-month period and pupil amounting to half of the amount to be submitted to a principal in accordance with section 11. section 6 of the Regulation (2014:854) for further training in the form of a fourth technical year and Government subsidies for such training.



IB-education



section 9 For students in the IB-education provided grants in an amount per pupil and calendar half-year, equal to half of the amount per pupil and school year as voters skolverk has foreseen for science program with the support of 13 chapter.

9 § secondary Regulation (2010:2039).



Applications, decisions and payments



section 10 of the Contribution for the first half of calendar sought State skolverk, no later than 1 March of the calendar year applied for. The premium for the second calendar half year is requested not later than 1 October.



The National Agency for education shall decide on and pay the premium not later than one month after the complete application has been received.



Obligation to provide data



section 11 of the principal is required to provide the State skolverk the data necessary for determining whether State aid may be granted under this regulation.



Repayment of State aid



12 § The that has received State aid under this regulation is liable to repay about 1. receiver by providing incorrect or incomplete information or has otherwise caused to State subsidies have been incorrectly or with excessive amounts, or



2. State grant for any other reason has been provided improperly or with excessive amount and the recipient should have known this.



Statens skolverk should decide to fully or partially recover a contribution if someone is required to repay pursuant to the first subparagraph. If there are special reasons, the National Agency for education may waive recovery in whole or in part. An indication of the provisions of this paragraph shall be included in the decision on State aid.



Information and disclosure of State skolverk



section 13 If State aid is provided for a student who is registered in the land to the State in the context of skolverk disbursement inform the pupils ' home municipality if that contributions for the pupil. The obligation does not apply if the student is kvarskriven in a municipality referred to in section 16 of the civil status Act (1991:481).



Authorization



section 14 of the regulations of the State may indicate skolverk necessary for enforcement of this regulation.



Appeal



section 15 of the 22 AOF the Administrative Procedure Act (1986:223) provides for an appeal to the General Administrative Court.



Transitional provisions



2015:736



1. This Regulation shall enter into force on the 1 January 2016.



2. This regulation repeals Regulation (1996:565) concerning State aid to the Swedish students abroad costs schooling in Sweden.



3. this Regulation shall not apply to education as State aid is provided for under the transitional provisions of the Regulation (2015:735) repealing Regulation (2011:525) of State aid to the national internatskolor.
