Introductory provisions article 1 of this regulation provides for State aid to municipalities engaged in music-and kulturskoleverksamhet.



Government subsidies provided to the extent that the availability of funds.



The purpose of the State's premium 2 § purpose of Government grant is to contribute to low student fees, making the municipal music and kulturskoleverksamheten more equal and improve the opportunities for children and young people to participate in the activities.



Conditions for Government grants section 3 Political contributions may be provided to a municipality engaged in music-and kulturskoleverksamhet



1. with high student fee due to the fact that it has taken the quality improvement measures in operations and to lower the student fee, or



2. with low student fees and to make quality improvement measures in the business without raising student fees.



With low student fees referred to in this Regulation No fee or a fee that is less than the average student fees at the country's all local music and culture schools. With high student fee "means a fee equal to or in excess of the average student rates at these schools.



Handling of section 4 of the Swedish Arts Council examines questions of State aid under this regulation.



section 5 an application for Government grants must be in writing. The municipality shall provide to the State Arts Council the documents and information necessary to examine the application.



section 6 of the Swedish Arts Council, in its allocation of State aid in particular to take account of the municipality's economic conditions and the extent to which quality improvement measures planned or taken to improve opportunities for children and young people to participate in the activities.



Report of a municipality that has received State aid under this Regulation shall at the time specified in the order, submit a report to the State Arts Council by how the received funds are used. The municipality should simultaneously account for the results achieved in relation to the purposes for which the grant is awarded.



section 8 of the Swedish National Council for Cultural Affairs shall, when submitting their annual accounts to the Government also provide an explanation for what state aid has been used to, and if possible, an assessment of the State's contribution in relation to the purpose of the contributions.



Refunds and chargebacks



§ 9 a municipality which received a State grant under this regulation is liable to refund if



1. the data referred to in section 7 has not been provided, or



2. refund fully or partly not used or not used for the purpose for which it has been provided for.



The Swedish Arts Council should decide to fully or partially recover the contribution of the municipality is the repayment obligation referred to in the first subparagraph. If there are special reasons for it, the Swedish Arts Council, decide to waive recovery in whole or in part.



Authorization section 10 of the Swedish Arts Council may provide for the enforcement of this regulation.



Section 11 of the Appeal Decisions pursuant to this Regulation may not be appealed.





Transitional provisions



2015:998



1. this Regulation shall enter into force on January 1, 2016.



2. Regulation expires at the end of 2017.



3. this Regulation shall, however, continue to apply in respect of contributions which have been decided before 1 January 2018.
