Introductory provisions



Article 1 the provisions of this regulation is to State authorities, through their activities, to reduce the vulnerability of society and develop an ability to manage their tasks during peacetime emergencies and preparedness for and when.



section 2 of this regulation contains rules that govern preparedness and, on the other hand, connects to that provided for in the Act (1992:1403) on total defense and preparedness in terms of civil business.



Of the Regulation (2015:1053) of total defense and preparedness contains provisions on authorities ' responsibility to take into account in their activities and planning for the Swedish defence requirements. The regulation also includes rules on how preparedness is announced and what provisions should be applied immediately.



Of the Act (2006:544) of municipalities and County Council actions before and during extraordinary events in peacetime and preparedness and Regulation (2006:637) of municipalities and County Council actions before and during extraordinary events in peacetime and preparedness provides for the actions of local authorities and regions should take before and during peacetime emergencies and preparedness. The Act regulates the geographical body at the local level.



The provisions of this Regulation shall apply only subject to law or other regulation.



paragraph 3, the provisions of this Regulation shall apply, unless otherwise stated, in particular, for State agencies under the Government with the exception of government offices, comitology and the armed forces.



The provision in section 19 applies to all government departments in the Government. The provision in section 20 applies to State agencies under the Government with the exception of government offices, comitology, security police, armed forces, the Swedish defence materiel administration, national defence radio establishment and the Swedish defence research agency.



For the judiciary apply rules only to the extent provided in regulations issued by the Cabinet Office (the Foreign Ministry).



4 section With emergency preparedness under this regulation the ability, through education, training and other measures, as well as through the organisation and structures that are created before, during and after a crisis, prevent, resist and manage crisis situations.



Collaboration and coordination



paragraph 5 of each authority, whose area of responsibility is affected by a crisis, shall take the necessary measures to deal with the consequences of this. Authorities should cooperate and support each other in such a crisis situation.

Provincial governments should work to ensure that



– regional risk and vulnerability analyses are compiled,



– the necessary collaboration within the County and surrounding counties is done continuously,



– during a crisis to coordinate activities between municipalities, counties and authorities, and



-information to the public and representatives of the mass media under such conditions.



Samverkansområden



7 § to promote a holistic approach in planning for emergency management and preparedness, planning for the authorities set out in the annex to this regulation are carried out in samverkansområden. Samverkansområdena set out in the annex.



The Swedish civil contingencies agency may, if necessary, decide that other agencies should be included in or support the work of samverkansområdena.



The Swedish civil contingencies Agency shall, in co-operation with the agencies that are part of the samverkansområdena, develop the modalities of the work in the fields. The Swedish civil contingencies Agency must annually submit a description of and an assessment of the work carried out in the areas of government offices. Statement and assessment to be submitted at the same time as the annual report.



Preparations for and activities in crisis situations



Risk and vulnerability assessment



paragraph 8 of each authority in order to strengthen their own and society's emergency management analyze if there is such a vulnerability or such threats and risks within the Authority's remit as particularly serious can impair the ability to activities in the area.

The authority shall, at least every two years, evaluate and compile the results of the work of a risk and vulnerability assessment. The authorities have a particular responsibility for crisis preparedness under section 10 and the authorities the Swedish civil contingencies Agency decides case by case, by the end of the month of October every even year submit a summary report based on the analysis to the Government Office and the Swedish civil contingencies Agency. Report shall include the planned measures, and, an assessment of the need for further action.



Training and practice



§ 9 each authority shall be responsible for ensuring that the staff of the authority, the education and training needed for it to solve their tasks in connection with crisis situations. A scheduled training and start up in order to achieve this goal.



Particular responsibility for emergency preparedness

4. take into account the need for research and development activities and other learning such as experience feedback of past events, 5. take into account the need for security and compliance in the technical systems necessary for the authorities to carry out its work, 6. take into account the need for participation in the social joint radio communications system for security and safety (Rachel), managed by the Swedish civil contingencies Agency, and 7. inform the Swedish civil contingencies agency about his start in order for it to be coordinated with the start that the Swedish civil contingencies agency plan. The authorities should also participate in the start affecting their area of responsibility.



Officials on call



section 11 of the Swedish civil contingencies Agency shall, if necessary, submit proposals to the Government on changes of the authorities which shall have an official in readiness to initiate and coordinate the initial work to detect, verify, alert and inform in case of serious crises.



Management function



section 12 of the Swedish civil contingencies Agency shall, if necessary, submit proposals to the Government on changes to the authorities that should have the ability to in a crisis, involving the authorities ' own areas of responsibility, or causes the need for synergy with other authority, immediately establish a management function.



Reporting



paragraph 13 of the Authorities with responsibility under section 10 shall, if the situation referred to in the second subparagraph of paragraph 8 of the emerges, keep Government informed of the developments, the State, the expected developments and available resources in their respective areas of responsibility as well as on the measures taken and planned actions.

Information security



section 19 of each authority is responsible for its own information management systems meet the basic and special safety requirements that the Agency's activities can be carried out in a satisfactory manner. section 20 in support of the work of the society's information security, when the authority of the Swedish civil contingencies agency promptly report cyber incidents that occurred in the Authority's information systems and that can seriously affect the security of the information that the Agency is responsible for or in the services that the Agency provides to another organization.



An agency that provides services to another organization, in connection with the reporting referred to in the first subparagraph, inform and, where necessary, consult with the clients affected by the incident.



The reporting obligation does not cover such incidents to be reported under 10 a of the Security Ordinance (1996:633).



If it can be assumed that an incident reported to the Swedish civil contingencies Agency referred to in the first subparagraph is due to a criminal act, the Swedish civil contingencies agency urgently call on the reporting agency to report the incident to the police.



Enforcement regulations



section 21 of the Swedish civil contingencies Agency,



1. notify the additional requirements necessary for the enforcement of section 8 on risk and vulnerability analysis,



2. provide for such safety requirements referred to in section 19 with regard to national and international standards, 3. announce the additional requirements needed for the execution of 16-18 sections, except in the case of the coast guard, and



4. after giving Police, security police and the armed forces the opportunity to comment, the additional requirements necessary for the implementation of paragraph 20 on reporting cyber incidents.
