Introduction



section 1 of this regulation provides for State aid to the school authorities that raises the wages of teachers, helpers or cleaners in addition to what follows from the annual reviews of fixed salaries.



2 § the purpose of Government grant is to encourage school principals to provide specially qualified teachers, helpers or cleaners higher salaries in order to contribute to improving the quality of education, for improved results and knowledge to the development in General.



According to Chapter 2. 8 AOF Education Act (2010:800) to municipalities distribute resources to the education of the school system by the children's and students ' different circumstances and needs.



3 § State aid under this Regulation may be combined with State subsidies according to 1. Regulation (2013:70) of State aid to the school authorities establishing career step for teachers, and 2. Regulation (2014:145) of extra State aid to the school authorities establishing career step for teachers in preschool classes and primary schools in utanförskapsområden.



How State aid regulations in the first subparagraph 1 and 2 relate to state aid under this Regulation may be seen from paragraph 9.



During



4 § State aid is provided for one year at a time (during) in so far as there is access to resources. Grant year beginning on July 1.



Conditions for State aid



5 § State aid can be given to the person in accordance with the Education Act (2010:800) is principal of



1. preschool,



2. primary school,



3. Basic särskola,



4. special school,



5. the Sami school,



6. comprehensive school, and



7. secondary särskola.



State aid may be given for higher salaries in the school forms referred to in the first subparagraph. State aid may also be provided to such principal referred to in the first subparagraph who is also principal of preschool or recreational home for higher wages in the pre-school and recreational home.



Government subsidies may be provided for increases in the salaries of persons who satisfy the conditions set out in sections 6 and 8, if the principal followed the conditions set out in section 9.



section 6 of the State aid may be given for a 1. teachers, which for the purposes of this regulation, a person who is working in one of the school forms referred to in paragraph 5 or leisure-time, if he or she is licensed as a teacher in accordance with the Education Act (2010:800) or according to the rules given by virtue of the Education Act, 2. preschool teacher, which for the purposes of this regulation, a person who works in the pre-school or kindergarten class, if he or she is licensed as a preschool teacher in accordance with the Education Act, or



3. recreational teacher or equivalent, with a Swedish or foreign higher education intended for work as n/a or equivalent, which does not comply with the requirements on authentication in Chapter 2. 13 § Education Act and working in leisure-time.



With a licensed teacher as referred to in the first subparagraph 1 assimilates the teachers 1. Although they lack proper identification are employed without a time limit in order to teach in the mother tongue or in a vocational subject in upper secondary school or secondary school pupils on the basis of Chapter 2. section 20 of the Education Act, first subparagraph



2. conduct teaching on the basis of Chapter 2. 17 paragraph 1 Education Act, or



3. is exempt from the requirement of identification in accordance with the provisions adopted by virtue of Chapter 2. 13 paragraph Education Act.



section 7 of the State aid may be given for such teachers, preschool teachers or n/a referred to in section 6 which is particularly qualified for the teaching that the operator conducts.



The teacher, preschool teacher or recreational teacher should have shown interest in and ability to develop education on its own and together with colleagues, thereby improving students ' academic performance or effectiveness of preschool. This should have been done by the teacher, preschool teacher or recreational teacher has



1. taking specific responsibility for the development of teaching through peer learning in forms that are based on scientific evidence and best practices,



2. on the basis of formal education at an advanced level in addition to teaching degree or pre-school teacher qualification improvement of teaching content, methods and ways of working,



3. taken particular responsibility to support the teacher or pre-school teacher students and colleagues who are new to the profession or taken particular responsibility to develop topics or cross-curricular areas, or



4. taking special responsibility for particularly complex teaching situations.



section 8 For that State aid should be provided for such teachers, preschool teachers or n/a referred to in section 6 will have his or her duties for the most part consist of teaching or information pertaining to teaching or other tasks of educational nature.



9 § State aid may be granted to a principal referred to in paragraph 5 of the first and second subparagraphs on condition that the operator of such teachers, preschool teachers or n/a which satisfies the conditions laid down in paragraphs 6 and 8 pays a wage in excess of the salary that would have been payable under the regular fixed salaries. The total wages in each head to exceed the wages that would otherwise have expired according to the regular fixed salaries by an average of at least 2 500 kroons and not more than 3 500 euros per month and teachers, preschool teachers or n/a.



Government subsidies may not be submitted to a principal for new employees of such teachers, preschool teachers or n/a which satisfies the conditions laid down in paragraphs 6 to 8.



For a teacher designated as förstelärare or lecturer will for the purposes of applying the first subparagraph, the part of the teacher's salary that there is State aid for in accordance with the provisions of the regulations referred to in paragraph 3 of the 1 and 2 on a par with wages paid under the regular fixed salaries.



Amount of the grant per teacher, preschool teacher or n/a

section 10 of the State subsidy for a teacher, preschool teacher or n/a referred to in paragraph 5 is equal to the pay increase payable under section 9 during 1.42 per multiplied by for social security contributions.



section 11 For a teacher, preschool teacher or educator recreation according to 5 paragraph working less than full time, or who did not receive the higher pay provided for in paragraph 9 of the grant throughout the grant year shall according to section 10 of the amount be reduced correspondingly.



Grant framework



12 § for each State will determine during skolverk a grant framework for each principal referred to in paragraph 5 of the first and second subparagraphs.



section 13 For any principal who has had fewer than 30 students on average the last three academic years before grant year shall grant the framework set at 50,000 dollars.



If the principal has had students for less than three academic years before grant year, calculates the number of students referred to in the first subparagraph on the basis of the academic year immediately preceding the grant year that the principal has had students. The principal has not had any students during the academic year preceding the grant year, receive government subsidies, however, is not provided.



14 § For principals with at least 30 students on average the last three academic years before grant year are calculating the grant framework be based on the amount remaining of the total State contribution since the grant framework established under section 13.



Grant framework shall be set so that for each principal is the part of the amount referred to in the first subparagraph that corresponds to the number of the principal divided by the total number of pupils of all principals that have at least 30 students on average the last three academic years prior to the grant year.

The amount will be rounded to the nearest numbers that are evenly divisible by 50 000.



If the principal has had students for less than three academic years before grant year, calculates the number of pupils in the first and second paragraphs, based on the academic year immediately preceding the grant year that the principal has had students. The principal has not had any students during the academic year preceding the grant year, receive government subsidies, however, is not provided.

Payment of State aid



16 § State aid paid by the State after skolverk requisition once per six months.



In the event of requisition to the principal

2. declares that the conditions set out in sections 5 to 9 are met.



A principal may request a maximum of 10% of their grant framework under section 12 for 1. the persons referred to in paragraph 2 and 6 working in kindergarten, or



2. the persons referred to in section 6, first paragraph, 1 and 3 and working in leisure-time.



Refunds and chargebacks



section 17 a principal that has received State aid under this regulation is liable to refund if



1. the principal has used the State's contribution otherwise than as permitted by this regulation,



2. a principal by providing incorrect or incomplete information or has otherwise caused to State subsidies have been incorrectly or with excessive amounts,

3. State the contribution of any other reasons have been provided improperly or with excessive amounts and the principal should have known this, or



4. the operator does not provide the information referred to in section 19.



If the principal is required to repay pursuant to the first paragraph, State skolverk decide to fully or partially recover the State contribution. If there are special reasons for it, the National Agency for education may waive recovery in whole or in part.



section 18 On Government subsidies required to back interest, starting on the day that is one month after the recovery decisions have been taken and after an interest rate at any time exceeds the State lending rate by two percentage points.




If there are special reasons for it, the State's claims to interest skolverk remit in whole or in part.



Follow-up



section 19 of the State to track the State skolverk grant has been used. Principals who have received government subsidies are required to participate in the monitoring and evaluation of activities determined by the National Agency for education. The same applies if another authority has been commissioned by the Government to follow up on how State grant has been used. The operator shall also provide the information that the National Agency for education or any other administration requests.



Authorization



section 20 of the regulations of the State may indicate skolverk necessary for enforcement of this regulation.



Appeal



section 21 State skolverks decision pursuant to this Regulation may not be appealed.
