Introductory provision



section 1 of this regulation provides for State subsidies to the printed General newspapers for the development of electronic publishing services (development aid).



Development aid must be provided subject to availability of funds.



Order



2 § the purpose of the aid is to promote media pluralism and democratic debate by giving newspapers printed general conditions for long-term development of electronic publishing services with editorial content of high quality.



Printed General newspaper section 3 With a printed public newspaper referred to in this regulation cover a magazine 1. is a printed publication of the daily press character whose primary task is scheduled general news reporting and samhällsbevakning or general political advocacy, 2. have independent editorial resources,



3. have an editorial content in a calendar year as



a) consists of at least 1 000 spilled,



b) is at least 50% of the entire newspaper space, and



c) to at least 20% of the entire newspaper space consists of original material in one or more of the areas provided for in 1,



4. going out regularly under his own name with at least 45 times a year, 5. have a distributed circulation of at least 1 500 copies,



6. is distributed mainly in Sweden, and



7. either has a content which is essentially written in Swedish or turns to linguistic minorities in Sweden, and then have their main editorial office in the country.



Despite the fact that a newspaper meets the conditions in the first subparagraph 1 – 7 are not considered to be a newspaper printed public newspaper if it has a content that predominantly focuses on distinct areas of interest or parts of society.



4 section With a printed public newspaper referred to a magazine written mainly in the Sami language or meänkieli on the newspaper meets the conditions of paragraph 3 of the 1 – 4 and 7 and has a distributed Edition of at least 750 copies.



Conditions for support



paragraph 5 of the development aid may be provided for actions relating to a printed public newspaper or to cooperation projects covering several such magazines.



Efforts should aim at 1. the development of editorial content in digital channels,



2. development and innovations when it comes to digital publishing, dissemination and consumption of the paper's content, or 3. development of digital business models.



Support may also be provided for feasibility studies in these areas.



6 § development assistance may only be provided for a printed public newspaper that come out for at least a year before the application for aid.



section 7 development aid must not be left to a feasibility study or action initiated before an application for aid is submitted.



section 8 development support shall not be granted for a printed public newspaper published by the State, a municipality or a County.



section 9 development support shall not be granted to applicants who have debts for Swedish taxes or fees of the bailiff or are in liquidation or bankruptcy.



Form of aid, private financing and time limit for support



section 10 development support is provided in the form of project grants.



11 § development aid may be granted for a maximum of 40% of the cost of the stake or the feasibility study under section 5.



For actions with specific relevance to national minorities under the Act (2009:724) on national minorities and minority languages, or for children and young people receiving support must be provided with a maximum of 75% of the cost of the stake or the feasibility study under section 5.



An operation or feasibility study may not be financed by operating aid under regulation press subsidy (1990:524) or of other State aid.



12 § development aid may be granted for an operation for a maximum of three years and a feasibility study for a maximum of one year.



Caseload management



13 § press subsidy Board at the Agency for press, radio and tv (press subsidy Board) hears questions about development aid under this regulation.



section 14 of the application must be in writing. The applicant shall submit the documents and information press subsidy Board needs to examine the application.



section 15 a decision on development assistance may be subject to conditions.

These should be indicated in the decision. The decision must also last day for accounting under section 17.



16 § press subsidy Board may in the examination of questions about development aid do not take into account whether a newspaper political setting, or its position in the individual queries.



Accounting



section 17 of The that have received development aid under this Regulation shall provide an accounting of funds received to the Board of press subsidy. The beneficiary must simultaneously disclose what results have been achieved in relation to the purposes for which the aid has been granted.



18 § press subsidy Board shall, on the basis of the report which shall be submitted in accordance with section 17, make sure that development aid has been used in conformity with this regulation.



Barriers to payment



19 § press subsidy Board may decide that granted development aid until further notice should not be paid out, if it can be assumed that the aid granted on the basis of inaccurate data or to the right to the assistance of other reason is missing.



section 20 of development aid must not be paid to an undertaking which is subject to payment requirements due to a decision by the Commission declaring an aid illegal and incompatible with the internal market.



Refunds and chargebacks



section 21 of The who received a development assistance under this regulation is liable to repay about 1. receiver by providing incorrect information or in any other way have caused that the aid has been provided improperly or with excessive amount, 2. support for any other reason has been provided improperly or with excessive amount and the recipient should have known this, 3. the aid has not been used wholly or in part, or has not been used for the purpose for which it has been granted, 4. the recipient does not submit such financial statements referred to in section 17, or 5. the terms of the decision on the aid have not been respected.



section 22 if someone is obliged to refund under section 21, to press subsidy Board decide to fully or partially recover development aid.



section 23 of the amount recovered under section 21 is not repaid on time, the penalty interest rate (1975:635) is levied on the amount.



section 24 if there are special reasons, the Board may waive, in whole or in part press subsidy a requirement for reimbursement under section 21 or interest under section 23.



Authorization



section 25 of the Agency for press, radio and television may provide for the enforcement of this regulation.



Appeal



section 26 of the Decision pursuant to this Regulation may not be appealed.



Transitional provisions



2015:137



1. this Regulation shall enter into force on april 15, 2016.



2. Regulation expires at the end of 2020.



3. The repealed Regulation shall continue to apply in respect of development aid which has been decided by the end of 2020.
