Introductory provisions



Article 1 this regulation lays down provisions on State aid to the principals of elementary schools, because särskolor, special schools, Sámi schools, secondary schools and secondary särskolor for operations carried out in accordance with special agreements within the framework of the State's skolverks mission



1. collaboration for best school, or



2. to enhance the quality of education for newly arrived pupils.



The regulation also contains provisions on State aid to the principals of elementary schools, because särskolor, special schools, Sámi schools, secondary schools and secondary särskolor who have particularly difficult conditions, but not covered by such agreements referred to in the first subparagraph.



section 2 of the State subsidy is paid for one year at a time (premium years), to the extent that the availability of funds. Grant year begins on July 1.



section 3 of the State's school examines issues of State aid under this regulation.



4 section with the first teachers and lecturer for the purposes of this regulation, the same as in 3-5 of the Regulation (2013:70) if State contribution to school authorities establishing career step for the teacher.



General conditions for State aid



paragraph 5 of the State subsidy may be granted to a principal of an elementary school, first special, special school, Sami school, upper secondary school or a special secondary school that has entered into such a special agreement with Statens skolverk referred to in article 1, first paragraph, and in accordance with the



1. establishment of career step for more teachers than it paid out grants under the Regulation (2013:70) if State contribution to school authorities establishing career step for teachers,



2. carry out operations that allow for the employment of specially skilled persons in leading positions, or



3. perform actions which result in increased salary costs for skilled senior management.



State aid may also be provided to a principal referred to in paragraph 1, second subparagraph, of the corresponding measures referred to in the first subparagraph 1 – 3.



6 § for each premium years shall State school, based on the needs that have emerged, determine what portion of the available funds to be provided in government subsidies under this regulation for



1. establishment of a career step,



2. operations that allow for the employment of specially skilled persons in leading positions, and



3. actions which result in increased salary costs for skilled senior management.



State subsidies to the principals who have entered into an agreement



The calculation of the Government support for the establishment of career step



section 7 before each premium years shall establish State school a grant framework for each principal referred to in paragraph 5, first subparagraph 1.



Grant framework must be set to the sum of the premium amounts for the career step that a principal has been assessed need in accordance with the agreement referred to in paragraph 5, first subparagraph 1.



On the establishment of career step under such agreement is the grant amount per premium years 85 000 SEK for a first teachers and 170 000 SEK for a lecturer. For a teacher who was appointed to the first teachers or senior lecturer and working less than full-time or not worked as first teachers or senior lecturer grant throughout the grant year, the amount is reduced proportionately.



Prerequisites for State grant for the establishment of career step



section 8 Government subsidies may be provided to a principal using the teacher who has been appointed as first teachers or senior lecturer for teaching in a primary school, because special, special school, Sami school, upper secondary school or a special secondary school which is the subject of an agreement referred to in paragraph 5 of the first paragraph, if



1. the teacher meets the conditions laid down in paragraphs 6 to 10 Regulation (2013:70) if State contribution to school authorities establishing career step for teachers, and



2. the conditions laid down in paragraphs 9 and 11 of this regulation.



section 9 of the principal should have applied for the highest level of State aid under the Regulation (2013:70) if State contribution to school authorities establishing career step for the teacher. The first teachers and lecturers as principal, grants under the regulation, at least the same percentage working in schools which are covered by such an agreement referred to in paragraph 5 of the first paragraph that students at these schools make up the entire student number of the principal which formed the basis for the calculation of the grant.



section 10 Of the State's contribution should be provided, the main man, the subject of the second and third subparagraphs, of the schools covered by the agreements referred to in paragraph 5 of the first paragraph have at least as many first teachers and lecturers to the principal can use all the ram that is determined under section 7.

Calculation of State subsidy for senior management



section 12 for each premium years shall determine State school a grant framework for each principal referred to in paragraph 5 of the first paragraph 2 and 3.



Grant framework must be set to the sum of the amount of the refund for the efforts that the principal has been assessed need in accordance with the agreement referred to in paragraph 5 of the first paragraph 2 or 3.



The grant amount is SEK 170 000 per premium years and person.

For a person in a managerial capacity who work less than full-time or not worked in a managerial capacity, the amount of the grant throughout the grant year shall be reduced accordingly.



Government grants for requisition



13 § When the grant framework has been established in accordance with section 7 or 12, the principal request state aid under the conditions referred to in paragraphs 20 and 21.



State subsidies to the principals that have not entered into any agreement



Application for Government grants



section 14 of Such principals as referred to in paragraph 5, second subparagraph, shall apply to the State School of government subsidies for the corresponding measures referred to in paragraph 5 of the first paragraph 1 – 3.



Prerequisites for State grant



15 § If available funds are sufficient to award in addition to the agreed grant framework under sections 7 and 12, grants are provided to principals referred to in paragraph 5 of the second paragraph, and who has applied for State grants under section 14.



section 16 of the State subsidy for the establishment of career step according to paragraph 5 of the second paragraph may be given if the conditions laid down in paragraphs 6 to 10 Regulation (2013:70) if State contribution to school authorities establishing career step for the teacher and the relevant conditions set out in paragraphs 9 and 11 of this regulation.



Decision and the calculation of the Government support for the establishment of career step



section 17 for each premium years shall decide which State school principals who receive government subsidies in accordance with section 15 of the establishment of career step and establish a grant framework for each of these principals.



The grant amount is per premium years 85 000 SEK for a first teachers and 170 000 SEK for a lecturer. For a teacher who was appointed to the first teachers or senior lecturer and working less than full-time or not worked as first teachers or senior lecturer grant throughout the grant year, the amount is reduced proportionately.



Decision and calculation of State subsidy for senior management



section 18 for each premium years shall decide which State school principals who receive government subsidies in accordance with paragraph 15 for actions



1. enable the employment of specially skilled persons in leading positions, or



2. does increased payroll costs for particularly skilled senior management.



The National Agency for education must also establish a grant framework for each of the principals referred to in the first subparagraph.



The grant amount is SEK 170 000 per premium years and person.

For a person in a managerial capacity who work less than full-time or have not worked in a managerial capacity, the amount of the grant throughout the grant year shall be reduced accordingly.



Selection



Article 19 If it faced the first grant year comes in more applications for Government grants under section 14 of than there are funds under the State's school, decides on the selection.



On subsequent occasions, the National Agency for education grant shall apportion the contribution in the following order 1. to the principals that the preceding premium years a grant pursuant to an agreement referred to paragraph 5 of the first paragraph,



2. to the principals who have entered into an agreement before the grant year, referred to paragraph 5, first subparagraph, and



3. to the principals that the preceding premium years received a grant under section 17 or 18.



Payment of government subsidies



section 20 of the State contribution is paid out of the State school after requisition twice per premium years.



When the requisition of State subsidies for the establishment of career step should the principal specify the teacher that contribution can be obtained for and certify that



-the conditions laid down in paragraphs 9 and 10 are met, and



– teachers ' duties consisting mainly of education and information related to teaching.



21 § except as permitted by section 20, a main man for the first time, claim the State subsidy for the establishment of career step for a teacher must certify that



– the condition in section 11 are met, and



– conditions for 7-10 of the Regulation (2013:70) if State contribution to school authorities establishing career step for the teacher is


met.



Follow-up



section 22 of the State's school will monitor how the State's contribution has been used.



Principals who have received government subsidies are required to participate in the follow-up and evaluation of activities determined by the National Agency for education. The principals shall also provide the information requested by the National Agency for education.



Refunds and chargebacks



section 23 of a principal that has received State aid under this regulation is liable to refund if



1. the principal has used contribution other than as provided for by this regulation,



2. the principal by providing incorrect or incomplete information or in any other way has caused that contributions have been made improperly or with excessive amounts,



3. the grant of any other reasons have been provided improperly or with excessive amounts and the principal should have known this, or



4. the operator does not provide the information referred to in section 22.



If the principal has made what is reasonably necessary to comply with the condition set out in paragraph 10, is the principal repayment is not required, despite the fact that the condition has not been fulfilled.



section 24 of the State's school will decide to fully or partially recover a State aid if one is obliged to refund under section 23.



If there are special reasons for it, the National Agency for education to waive recovery in whole or in part.



section 25 of The Government subsidies needed to back interest, starting on the day that is one month after the recovery decision has been taken and after an interest rate at any time exceeds government lending rate by two percentage points.



If there are special reasons for it, the State's school to waive requirements on interest in whole or in part.



Authorization



section 26 of the State's school may provide for



1. What are the criteria to be met in order for a school to be particularly difficult conditions in accordance with paragraph 1, second subparagraph, and



2. the enforcement of this regulation.



Appeal



paragraph 27 of the Decision pursuant to this Regulation may not be appealed.



Transitional provisions



2016:329



1. This Regulation shall enter into force on 26 april 2016.



2. in the case of applications relating to the premium years beginning 1 July 2016, Statens skolverk by 1 August 2016 take the decisions referred to in section 17 and section 18, first paragraph, first and second subparagraphs.
