Introductory provisions



section 1 basic provisions on study-start support Act (2017:527) of study launch aid. In this regulation, there are detailed rules on such aid.



This regulation is notified pursuant to § 32 Act (2017:527) of study launch aid in terms of section 24 of the law 37, section – in terms of section 33, and Chapter 8. section 7 of the Constitution in respect of the other provisions.



section 2 of the Study-start support is provided, to the extent that the availability of funds, in the order in which the requests coming in to CSN.

Target group



Jobseekers assistance may be provided to section 4 Study start support may be provided to such job-seekers referred to in section 6 of the Act (2017:527) of study start and which has been registered as a person seeking work with the public employment service for at least six consecutive months immediately preceding the day on which the application came in to CSN, or, if the studies have commenced before that date, at baseline, and



1. during the same period have been unemployed or participated in an employment program, or



2. has participated in efforts under the Act (2010:197) of establishment efforts of some new immigrants and whose establishment plan has expired, to the time of the establishment plan has expired.



CSN may announce additional rules regarding how long a study break can be before studies start anew in accordance with the first paragraph.



Other prerequisites for study-start support



Training aid may be given for



5 § Study launch aid can be given to students for studies in basic or secondary level in municipal adult education or equivalent training in the folk high school.



Scope of studies



section 6 in studies with study-start support ' week one full calendar week. If the study time in the curriculum or its equivalent is not expressed in a number of weeks and the training continues throughout the first and not the last calendar week, the student is considered to include a full calendar week of study time during the first and last week totalling at least seven days.



Study launch aid shall not be granted for more than full-time study.



CSN may announce details relating to the implementation of the first subparagraph.



section 7 of the CSN may announce details relating to what should be considered as full-time and part-time basis, if this is not evidenced by any Constitution or the syllabus or equivalent applicable to education.



Review of the study results



8 § CSN may announce the details about what are the studies at a normal rate and if the study start support with consideration of the study results.



Income assessment



section 9 If a student has an income of that size to study-start support not at all may be due to the rules on income at 19 to 23 of the Act (2017:527) of study start support or regulations in connection with the Act, nor the supplementary premium shall be provided.



10 § CSN may announce further provisions on the calculation of the weekly amount under section 17 of the Act (2017:527) of study start support and if the calculation of the tax-free amount and reduction in accordance with §§ 20 and 21 of the same law.



section 11 of the CSN may announce details relating to the enforcement of the provision on income calculation in the first paragraph of section 22 of the Act (2017:527) of study launch aid.



A student who is not taxed for their main income in Sweden should the evaluation be treated in an equivalent manner as students that are taxed in Sweden.

CSN may provide detailed rules on the calculation of income for such students.



Study start support during illness and holidays



Disease



section 12 of the regulations in Chapter 3. 26 – 32 §§ student aid regulation (2000:655) about student aid during sickness and the regulations issued in connection to those provisions shall also apply when it comes to study-start support.



Care of children



section 13 the provisions of Chapter 3. 32 (a) and 32 (b) § § the financial aid regulation (2000:655) on student aid for temporary child care and the regulations issued in connection to those provisions shall also apply when it comes to study-start support.



Care of related



section 14 of the provisions of Chapter 3. 32 (d) and 32 (e) of the financial aid regulation (2000:655) on student aid in the care of relatives and the regulations issued in connection to those provisions shall also apply when it comes to study-start support.



Study start support in connection with a child has died



section 15 of the provisions of Chapter 3. 32 g and 32 h of the financial aid regulation (2000:655) about student aid when a child has died and the regulations issued in connection to those provisions shall also apply when it comes to study-start support.



Study start support during illness and holidays when calculating the number of weeks 16 § Study-start support provided in connection with illness, caring for children or relatives, or in connection with a child under the age of 18 have died, shall be included in the calculation of the number of weeks for which a maximum baseline of support may be provided in accordance with section 16 of the Act (2017:527) of study launch aid.



CSN may indicate the methods of study start support during illness, caring for children or relatives and in connection with a child under the age of 18 have died according to §§ 12-15.



Applications, decisions and payments



Application



section 17 the application for study-start assistance in accordance with section 26 of the law (2017:527) about study start assistance shall be signed or signed with an electronic signature of the applicant.

The information contained in the application shall be submitted in their honour.



CSN may provide further instructions on the application and what it should contain. CSN may indicate the procedure for electronic applications must be transmitted.



Decision



section 18 if the study start aid is given, is the amount indicated in the decision. The decision must also include information about the student's obligation to notify a change in circumstances to the CSN, and information about the review rules in section 26.



19 § Study launch aid may be granted for a maximum of one year at a time


and for no more than four calendar weeks prior to the calendar week in which the application came in to CSN.



CSN may announce details relating to the implementation of the first subparagraph.



Payment of study start support



20 § Study launch aid is paid upfront way every month.



CSN may announce details relating to the payment of study launch aid.



Obligation to provide data



Obligation for public authorities



section 21 of the employment service shall, on request, provide the CSN or the Board of appeal for student aid information as to whether an applicant meets the conditions laid down in paragraph 4.



The first paragraph applies only if the information is relevant for the application of the law (2017:527) about study start support or regulations in connection with the Act.



section 22 of the insurance fund going to CSN provide information about



1. such sickness period as referred to in Chapter 3. section 26 of the financial regulation (2000:655) has been approved by the Swedish social insurance agency,



2. activity support or development fee under an employment program, and



3. rehabilitation allowance, sickness compensation and activity compensation in accordance with the social security code.



The Swedish social insurance agency shall, on request, provide such information, the Board of appeal for student aid referred to in the first subparagraph.



The first and second paragraphs applies only if the information is relevant for the application of the law (2017:527) about study start support or regulations in connection with the Act.



section 23 of the immigration service must, on request, provide the CSN or the Board of appeal for student aid task if an alien 1. name, 2. social security number or co-ordination number, 3. citizenship, 4. licence or other proof of the right to reside in Sweden, with an indication of the type of licence or other proof which has been granted or issued, 5. day of decision for authorization or issuance of other evidence of the right to reside in Sweden as well as an indication of how long the permit or certificate relates, 6. classification of licence or other proof of the right to reside in Sweden, according to the Swedish Migration Board's classification system, and 7. information about a person is missing.



The first paragraph applies only if the information is relevant for the application of the law (2017:527) about study start support or regulations in connection with the Act.



Obligation for educational institutions



section 24 of an educational institution shall, on request, provide the CSN or the Board of appeal for student aid task on the time and scope of education at educational institutions that study launch aid can be granted for.



If the CSN or the Board of appeal for student aid requests, should the educational institution for students who have applied for or been granted study leave to start the task board support



1. education and training,



2. study time,



3. scope of the studies,



4. study activity, and



5. study results.



CSN shall notify the Board of educational institutions according to the task to the first and second subparagraphs.



Obligation to provide for the student



section 25 of the CSN may announce details relating to the student's obligation to act in accordance with § 33 (2017:527) about study start support.



Review



section 26 a decision about study start support should be reviewed when changing conditions causing it.



In paragraph 34 the law (2017:527) about study start support is provided for the recovery of aid paid study-start. Such claims can be enforced through deductions from future payments of study launch aid to be paid out later during the period of study launch aid, but only if the recovery decision notified before expiry of the time period.



Municipal resource frameworks and reallocation of funds



The establishment of a municipal resource framework



section 27 A municipal resource framework for study start aid shall be determined on the basis of the municipality's share of the number of people in the country aged 25-56 years who does not have a three-year secondary education and who have been registered as a person seeking work with the public employment service for at least six consecutive months and 1. during the same period have been unemployed or participated in an employment program, or



2. has participated in efforts under the Act (2010:197) of establishment efforts of some new immigrants and whose establishment plans have ceased to apply to the time of the establishment plan has expired.



CSN shall inform the municipality about which resource framework that has been established for the municipality.



CSN may announce details relating to the enforcement of this section.



Notification to CSN



section 28 of Each municipality that chooses to use study-start aid in their recruitment efforts should notify the CSN. Such a notification is valid until the municipality Board notifies otherwise.



CSN may indicate the methods of notification.



Reallocation of funds



section 29 If a municipality has not been notified that it would use the study start aid within the time period CSN Board determines, may reallocate the funds to other municipalities which signed such an interest. If a municipality determines that people will not come to study with study launch aid to the extent that the share of funds allows, the CSN after request to the municipality of reallocating funds to other municipalities that can recruit more to study than their fixed share of the funds otherwise admits.



CSN may announce further provisions concerning the enforcement of this section.



Statistics



section 30 of the employment service shall provide the CSN Board of the latest available statistics that need to be able to fulfil their duties under section 27 of the first paragraph.



Follow-up and evaluation



section 31 Of the Act, section 35 (2017:527) about study start support shows that the municipality must document its recruitment efforts in accordance with the law and provide such information to the CSN needed for follow-up and evaluation. CSN shall especially follow up if a municipality have held follow-up talks with the student.



CSN may announce further provisions concerning the content of local government documentation and the information to be provided for monitoring and evaluation of local Government's recruitment efforts.



CSN may provide detailed rules on how and when the data from the municipalities shall be transferred to the authority.



Other provisions



section 32 the following provisions concerning financial aid for students in


the financial aid regulation (2000:655) should also be applied when it comes to study-start support:



– Chapter 6. section 1 about financial aid to students who are considered to be contaminated, and



– Chapter 6. paragraph 3 of the cases at first instance are heard by the social insurance agency and the authorisation for the insurance fund to provide.



Fees for administrative costs



33 § at the recovery of study start support, a fee will be charged for administrative costs (handling fee).

Service fee is 100 kroons for each calendar year as a repayment under the recovery is in progress.



CSN may announce details relating to the period within which and the manner in which the fees referred to in the first subparagraph shall be paid.
