STATE DECREE of 12 november 1987, laying down rules for implementing the "select control" (Bulletin of acts and decrees 1987, no. 62, text in force S.B. 1987 No. 73, as last amended by S.B. 1987 No. 84) (choose decision) (S.B. 1987 No. 82), as it stands after the amendments at S.B. 1991 No. 24, Bulletin of acts and decrees 1996 No. 17.

 

CHAPTER I

ESTABLISHMENT OF THE MODELS

Article 1

For the lists of candidates for the election of members for the people's representative bodies, within the meaning of articles 38 (3) and 70 (3) 54 (4) of the electoral arrangement, such certification shall be:

a. Model IA, with regard to the National Assembly;

b. Model IB, as far as the local councils;

c. Model IC, in respect of the District Councils.

Article 2

1. For the explanation of bewilliging in the application referred to in articles 59 (2) and 43 (2), 75 (2) of the electoral arrangement, shall be adopted in the State Decree annexed to this model II.

2. Copies of this model are available free of charge at the offices of the District Commissioners for one week before and on the day of application.

Article 3

1. for the polling, referred to in article 90 paragraph 5 of the electoral arrangement, shall be adopted in this decision annexed State model III.

2. If possible, the polling for each constituency have a different color.

Article 4

1. For the State of information referred to in article 32 paragraph 3 of this decision shall be adopted State:

a. Model IV, concerning the election of members for the local councils;

b. Model IV-A, with regard to the election of members for The National Assembly;

2. To the extent necessary be this information in Sranantongo, Sarnami and the Surinamese-Javanese translation, where non-Latin letters.

Article 5

1. For the ballot referred to in article 95 (2) of the electoral arrangement, such certification shall be:

a. Model V, in terms of the National Assembly,

b. Model V-A, with regard to the local councils. 2. the ballot for the local councils will be of a different color than that for the National Assembly.

3. On the ballot for the National Assembly may by the leader on the list of candidates of each political organization a picture.

Article 6

1. For the agreed minutes sealing related to the suspension of the session of the polling station, by suspension of the session, after suspension and resumption of the vote for the minutes of the session of the polling station after voting is finished, referred to in article 107 (3) 106 (2), in conjunction with article 108 paragraph 2 and article 115 (4) of the electoral scheme , the State Decree annexed Models respectively at this VI, VI-A, VI-B, VI-C.

Article 7

1. For the minutes of the session of the Main polling station staff member of a constituency laying down the results of the elections in terms of the local councils of the district belonging to the Resort and the award of the seats in the District Council, referred to in articles 124 and 125 of the electoral arrangement is the specimen in this State decision VIII.

2. For the minutes of the session of the Main polling station staff member of a constituency fixing the result of the election in terms of the National Assembly, referred to in articles 124 and 125 of the electoral scheme, the State Decree in this specimen VIII-A.

3. For the minutes of the session of the Main polling station staff member of a constituency for the suspension of the establishment as in article 124 of the electoral scheme and the recount of the results of the vote of one or more polling stations of the constituency or administrative jurisdiction referred to in article 126 (2) of the electoral arrangement is the specimen in this State decision VIII-B.

Article 8

For minutes of the session of the Central head polling-station to determine the result of the election of members of the local and District Councils and the National Assembly as referred to in article 133 of the electoral scheme be adopted the annexed to this State decision models:

a. model IX in respect of the local and District Councils;

b. model IX-A in terms of the National Assembly.

For the provision of the minutes of the Central head polling-station to the President and the Independent Electoral Office as referred to in article 133 (2) of the electoral scheme be adopted the annexed to this State decision models:

a. model X in terms of offer to the President;

b. model X-A in terms of offer to the Independent Electoral Office.

Article 9

For the transmission of a copy of the minutes of the Central head polling-station of the body for which the election has taken place as well as of the acknowledgement of receipt of a copy of the minutes of the Central head polling-station showing his/her election turns out issued by the chosen, pursuant to article 135 and 136 (1) of the electoral scheme adopted by this State decision annexed models :

a. model XI as regards the transmission of a copy to the chosen of the minutes;

Article 10

For the notification of acceptance of election by the representatives as well as of the notification of the President of the main polling-station to the President, the Independent Electoral Office and the Central head polling-station on the acceptance of his election by the chosen, under articles 136 and 137 paragraph 1 paragraph 1 of the electoral scheme adopted by this State decision annexed models:

a. model XII concerning the notification of acceptance of election by chosen;

b. model XII-A with regard to the notice of the President of the main polling-station to the President, the Independent Electoral Office and the Central head polling-station on the acceptance of his election by the chosen.

Article 11

For the notification of the Main polling station staff member that there are no lists of candidates are submitted or on the turned in lists less candidates than there are places to be filled, in accordance with article 138 (2) of the model annexed to this arrangement the State Choose decision XIII.

Article 12

For the notification of the representative body to the President, pursuant to article 140 (2) of the model annexed to this arrangement the State Choose decision XIV.

Article 13

For the nomination and declaration referred to in article 110, paragraph 4 of the electoral scheme be adopted the annexed to this State decision models:

a. model XV concerning the power of Attorney;

b. model XV-A as far as the explanation for the members of the polling stations;

c. model XV-B with regard to the statement by the persons belonging to the National Police Corps/army.

Article 14

For the summary of the lists of candidates of the electoral districts composed declared valid as referred to in article 69 are the models annexed to this State decision XVI and XVI-A.

Article 15

For the request to the Minister of Home Affairs, district administration and public mobilization to change or supplement to the voters list referred to in article 17, the State Decree annexed model at this XVII.

 

CHAPTER II

ELECTORAL DISTRICTS

Article 16

The territory of Suriname is divided into ten electoral districts called respectively:

Constituency I. Paramaribo

Choose district II. Wanica

Choose district III. Nickerie

Kiesdiztrict IV. Coronie

Constituency V. Saramacca

Kiesdiztrict VI. Commewijne

Choose district VII. Marowijne

constituency VIII. Para

Choose district IX. Brokopondo

Constituency X. Sipaliwini.

The borders of these electoral districts coincide with the borders of the current districts format.

Article 19-2

CHAPTER VI

MAIN STEMBUREAUS

Article 20

Article 21-3

CHAPTER VII

POLLING STATIONS

Article 2-24

For each of the two and sixty resort in which the territory of Suriname is divided there are one or more polling stations, which are classified per constituency, by a decision of the Minister of the Interior maintained and certified mark.

Article 23

CHAPTER VIII

THE VOTE

Article 24

Article 26

Article 27

Article 28

Article 29

Article 30

CHAPTER IX

INTERIOR OF THE POLLING STATION

Article 31

Article 33

Article 34

Article 35

Article 37

Article 38

Article 40

Article 41

Article 44

Upon the entry into force of this State Decree, the State Decree of 1 October 1977 (Bulletin of acts and decrees 1977 No. 54).

Article 45

1. This State concludes that if "choose decision" may be referred to, in the Official Gazette of the Republic of Suriname.

CHAPTER I

ESTABLISHMENT OF THE MODELS

Article 1

For the lists of candidates for the election of members for the people's representative bodies, within the meaning of articles 38 (3) and 70 (3) 54 (4) of the electoral arrangement, such certification shall be:

a. Model IA, with regard to the National Assembly;

b. Model IB, as far as the local councils;

c. Model IC, in respect of the District Councils.

 

Article 2

1. For the explanation of bewilliging in the application referred to in articles 59 (2) and 43 (2), 75 (2) of the electoral arrangement, shall be adopted in the State Decree annexed to this model II. 2. Copies of this model are available free of charge at the offices of the District Commissioners for one week before and on the day of application. Article 3 1. For the polling, referred to in article 90, paragraph 5 of the electoral arrangement is established the State Decree annexed to this model III. 2 the convocation will map if possible a different colour for each constituency.
