In the exercise of the powers conferred by Article 10.2.b of Law 10/1990 of 15 October of the Sport, the Commission of the Council of the High Sports Council, at its meeting of 25 April 2005, has adopted definitively the Statutes of the Spanish Federation of Ice Sports and authorized their registration in the Register of Sports Associations. In compliance with the provisions of article 31.7 of the Law of Sport and article 12.3 of Royal Decree 1835/1991 of 20 December 1991 on Spanish sports federations, the publication of the Statute of the Statute is appropriate. Under the above, this Secretary of State agrees:

Have the publication of the Statutes of the Spanish Ice Sports Federation contained in the Annex to this Resolution.

STATUTES OF THE SPANISH ICE SPORTS FEDERATION TITLE I

General provisions

Article 1.

The Spanish Federation of Ice Sports (in anagram FEDH), is a private entity, with its own legal personality, with its own and independent patrimony of its associates, integrated by the Autonomous Federations of Sports Ice or the Autonomous Federations of Winter Sports that meet the requirements set out in Article 8, Sports Clubs, Sports Clubs, Judges, Referees, Technical Delegates, Coaches and other interested Collective. promote, practice or contribute to the development of the sports object of their in the various modalities which are listed in Article 2 of these Statutes.

The FEDH will have full capacity to act in the fulfillment of its goals. For these purposes it is governed by the provisions of Law 10/1990, of 15 October, of the Sport, by Royal Decree 1835/1991, of 20 December, on Spanish Sports Federations, by the other provisions that make up the legislation (a) State sports, by these Statutes and by the Regulations and other rules which it gives in the exercise of its powers. The FEDH is a non-profit and public utility entity, in accordance with Article 44 of the Law of Sport. The FEDH will hold the representation of Spain in the international official sports activities and competitions held outside and within the Spanish territory. For these purposes, the choice of the sportspersons to be included in the national elections or teams shall be the responsibility of the FEDH. In order to organize, request or commit this type of activity, the FEDH. must obtain authorization from the Superior Council of Sports, being, as regards the regime of the same, to the ordination on activities and sports representation international. The FEDH will seek their integration into the International Skating Union (ISU), the International Ice Hockey Federation (IIHF), the World Curling Federation (WCF), the European Curling Federation (ECF), the International Bobsleigh Federation and Tobogganing (FIBT), the International Federation of Racing Luge (FIL), and the Spanish Olympic Committee (COE). As a result, it will be up to the FEDH to represent the exclusive international representation of the Spanish State before these International Federations and in their capacity as a member of the Spanish State, it will accept and enforce its Statutes and Regulations, as well as their decisions, respecting the Spanish legal order.

Article 2.

The sports modality whose promotion and development is the responsibility of the FEDH will be that of ice sports, with the specialties that are detailed: Ice Hockey.

Figure Skating and Ice Speed Skating. Curling. Bobsleigh. and Luge.

In relation to the described specialties, the FEDH, in addition to its own activities of government, administration, management, organization and regulation, will exercise, under the coordination and tutelage of the Superior Council of Sports, the administrative functions of an administrative nature which are then expressed in accordance with the provisions of Article 33 of Law 10/1990 and Article 3 of Royal Decree 1835/1991.

(a) Qualify and organize, where appropriate, official activities and sports competitions at the state level.

b) To act in coordination with the Federal Federations for the general promotion of their sports specialties throughout the national territory. (c) Design, develop and implement, in collaboration, in their case, with the autonomic Federations, the plans of preparation of the high level athletes in their respective sports specialties, as well as participate in the elaboration of the annual lists of the same. d) To collaborate with the State Administration and the Autonomous Communities in the training of sports technicians and in the prevention, control and repression of the use of prohibited substances and pharmacological groups and non-regulatory methods in the sport. (e) Organise or protect official international competitions held in the territory of the State. f) Exercise the disciplinary authority of sport, in the terms established in the Law of Sport, its provisions of development and these Statutes and the Regulations of Sports Discipline. (g) Exercise the control of the grants assigned to the Associations and Sports Entities, under the conditions laid down by the Superior Council of Sports. (h) To execute, where appropriate, the resolutions of the Spanish Sports Discipline Committee.

It will also perform the functions of guardianship, control and supervision that the sports legal system recognizes.

It will also extend its competence to the public functions delegated to it by the State Administration, in relation to its associative object.

Article 3.

The registered office of the FEDH will be located in Madrid.

The FEDH will be able to maintain sports facilities anywhere in the Spanish territory.

Article 4.

The FEDH will have an emblem and a flag.

Article 5.

The official language of the FEDH is Spanish. The Autonomous Federations that use the language of their respective Community must be directed in Spanish to the FEDH. In the national competitions, the Spanish must also be used.

TITLE II

Structure of the Spanish Federation Ice sports A) General organic structure

Article 6. These are integrated into the FEDH.

The FEDH-integrated estates are the Clubs registered in the respective Autonomous Federations, the Federative Licenses, the Judges and Referees, and the Trainers of the different sports specialties. related to Article 2 of these Statutes, with a title issued or approved by the FEDH.

The FEDH also includes the founding autonomous sports federations and those that have clubs that practice the ice specialties at the time and apply for their membership.

Article 7. Organs of Representation and Government.

They are the organs of representation and government of the FEDH, necessarily: The General Assembly and its Delegate Commission.

The President of the FEDH.

They are complementary organs:

The Board.

The Manager.

Its designation, competence and functioning will be provided for in the general rules of application and in these Statutes.

In addition, and as a sanctioning and sports control body, the Sports Disciplinary Committee is established whose President and Members will be appointed as provided for in the corresponding title of these Statutes. Its powers and functioning will be those foreseen in the legal rules of application, especially the Royal Decree 1591/1992 of 23 December of Sports Discipline, and the Rules of Discipline of the FEDH.

Article 8. Territorial organization, Integration of Autonomous Federations.

In accordance with the provisions of Article 6 of these Statutes, the Autonomous Federations of the Founding Act are members of the FEHD.

In order to continue as members of the FEDH, the Founding Autonomic Federations must have at least one club to practice any of the sports specialties of Article 2 of these Statutes within the maximum period of time. of a year since its founding. The Presidents of the Autonomous Federations integrated in the FEDH are members of the General Assembly of the FEDH. If the position of President of an Autonomous Federation is vacant, the person who will be represented in the FEDH will assume the responsibility of the perform its functions according to the sports regulations of its Autonomous Community and its own Statutes. The Autonomous Federations shall, where appropriate, adopt the necessary arrangements for their integration into the FEDH, in accordance with the respective regional regulations. The integration of the Autonomous Federations into the FEDH will involve the recognition of the representation conferred on it by Article 32.2 and 3 of the Law of Sport. The participation of Teams or Sportsmen in international trials will always be formalized through the FEDH that will be submitted to the approval of the Superior Council of Sports. The Autonomous Federations may, directly or through their representatives in the Delegation Commission, submit to the FEDH any proposals aimed at the best fulfillment of its objectives. The FEDH shall admit to its members any Autonomous Federation with legal personality, provided that it complies with the requirements and has recognized the specialties of Article 2 of these Statutes and has at least one club that practices any of them. Its President will be automatically part of the General Assembly. The Autonomous Federations are obliged to implement in their respective autonomous areas the decisions and agreements of the FEDH in the exercise of their powers. The EHR shall respect the legal status of the Autonomous Federations integrated into it. For the recognition of the validity of the tests promoted by the Autonomous Federations, for national purposes, the FEDH will coordinate and control, through its Technical Delegates, Judges and Referees, the conditions of the same.

Article 9. Territorial Delegations of the FEDH.

The FEDH Delegated Commission may create Territorial Delegations in those Autonomous Communities in which it has not constituted the Autonomous Federation of Ice Sports or if the latter is not integrated into the FEDH, in coordination with the sport administration of the same.

The representatives of these Territorial Delegations will be elected in the respective Community, according to the sports regulations of the Autonomous Community. The Clubs and Sportsmen of such Autonomy shall be considered to be directly integrated into the FEDH until the respective Autonomous Community recognises personality to that Delegation.

B) Members of the FEDH. Rights and duties

Article 10.

The Autonomic Federations, the Clubs, athletes and members of the other integrated estates in the Ice Sports, will have the right to participate in the management of FEDH through their representatives in the organs of regulated government in these Statutes.

All members are subject to statutory, statutory and regulatory rules, and to the sports discipline regulated by them. Their rights are specified in Title III of these Statutes.

C) Composition, designation, competence, functioning and responsibility of governing bodies and their members

Article 11. General Assembly.

The General Assembly is the highest governing body and representation of the FEDH. 1) The General Assembly of the FEDH will be composed of the Presidents of the Autonomous Federations, and in their case the delegates of the FEDH in those Autonomous Communities in which there is no Autonomous Federation and the maximum number of members who, on behalf of the Ests: Clubs, Sportsmen, Referees and Judges and Trainers and other relevant collectives, shall be established in the provisions governing the call for elections.

2) The Presidents of the Autonomous Federations, and the FEDH Delegates, if any, are National Assembly members. (3) The number and proportion of members of the Assembly between the various Members of the Assembly determine for each election, taking into account the sports specialties of the FEDH and adjusting to the provisions of the current regulations governing the electoral processes in the Spanish Federations and in the corresponding Electoral Regulation 4) The election of the members of the Assembly will be adjust to the Olympic periods of winter specialties. 5) The condition of the representative of the Assembly is lost, due to resignation, death, any cause of ineligibility provided for in the statutes and regulations in force, for incurring incompatibility, or to be sanctioned with 6) The General Assembly will be able to meet in plenary session or in a delegated committee. The following cases are required by the General Assembly at a plenary meeting with a necessary nature:

a) The approval of the annual budget and its liquidation.

b) The approval of the sports calendar. c) The approval and modification of its Statutes. d) The election and the end of the President.

They also correspond to the other competencies contained in the current regulations, in these Statutes, or those that are granted to you regulatively.

The General Assembly shall meet once a year, in plenary session, for the purposes of its competence. The other meetings shall be extraordinary and may be convened at the initiative of the President, the Commission Delegated by a majority, or a number of Members of the Assembly not less than 20%. 7) The ordinary session of the Assembly shall be convened by the President. The calls shall indicate the place, date and time of the celebration, as well as the items to be dealt with on the agenda and shall be submitted in writing, fax, e-mail or telegram, at least 15 calendar days before the date of the request. the date on which the session is to be held. (8) The agenda of the meetings shall be established by the President or by the body convened by the Assembly. 9. The meetings shall be validly constituted when the absolute majority of its members are present and, in second call, the third part of them. Furthermore, in order to ensure effective compliance with the functions entrusted to the FEDH, the High Council of Sport may convene the General Assembly for the debate and resolution, if appropriate, of certain matters or questions, where it has not been duly convened in regulatory time. 10. The sessions of the General Assembly may attend, also with a voice, but without a vote, the outgoing President of the last term, the members of the Board of Directors, the Manager or the Secretary of the FEDH, the persons responsible for the different Committees and Areas of the FEDH, and those persons invited by the President, for the best development of it. 11. The agreements shall be adopted by a simple majority. (12) Minutes of the meetings of the Assembly shall be lifted, which shall be approved by two Interventors appointed for the purpose, in the Assembly itself and signed by the President and the Secretary or the person who performs such functions. Where appropriate, the form provided for in Article 31.3 of these Statutes shall be carried out.

Article 12. The Delegation Commission.

1) The Delegate Commission shall be elected by the General Assembly from among its members. Its mandate shall be the same as that of the General Assembly, which shall also be renewed.

2) The members of the Commission, who shall be members of the Assembly, with a number of twelve plus the President of the FEDH shall be elected every four years by vote, with the possibility of replacing the vacant vacancies annually, according to the regulations governing the electoral processes. 3) The composition of the Delegate Commission shall be as follows:

A third corresponding to the Presidents of the Federal Federations, designated by and among the Presidents of the Federal Federations.

(4) To the Commission Delegated, within the limits and criteria which the General Assembly itself establishes, it shall be responsible for:

a) The modification of the sports calendar.

b) The modification of the budgets. c) The approval and amendment of the regulations.

The modifications may not exceed the limits and criteria that the Assembly itself establishes.

The proposals on these issues correspond exclusively to the President of the Federation or two-thirds of the members of the Delegate Committee. The Delegate Commission is also responsible for:

The preparation of a report prior to the approval of the budgets.

The monitoring of the sports and economic management of the FEDH, through the elaboration of an annual report to the General Assembly, on the memory of activities and the liquidation of the budget. Any other competence delegated by the Plenary Assembly.

5) The Delegated Commission shall meet at least once every four months on a proposal from the President, who may also convene it when it deems appropriate, and upon request by a minimum of four members with indication of the points they wish to be included on the agenda.

6) The agenda of the sessions shall be established by the President, unless the meeting has been convened at the request of the Commission Delegated itself. 7) The calls shall be made at least ten days in advance before the date on which the sitting is to be held. They shall indicate the place, date and time of the celebration, as well as the items to be dealt with on the agenda and shall be forwarded to all its members. They cannot be dealt with in the meetings of the Commission, more than those items which would have been included on the agenda. By way of derogation, new points may be included up to forty-eight hours before the conclusion of the meeting, provided that two-thirds of the members present are approved at the beginning of the session. 8) In order for the delegation to be validly constituted, the presence of half more than one of the members of the delegation will be essential. 9) The sessions of the Delegation will be attended by the members of the Commission, who may delegate their representation, in the event of not being able to attend personally, in any other member of their own staff in the Delegate Committee. They will also be able to attend, with a voice but without a vote, those people who invite the President, for the best development of it. (10) The minutes of the sessions shall be approved at the end of the session, or at the beginning of the next session. The minutes shall be signed by the Registrar or by the person appointed for such duties, with the President's approval and shall be transcribed in the Book of Acts of the Commission Delegated. 11. The agreements shall be adopted by a simple majority of votes of the assistants. In the event of a tie, the President shall have a vote of quality. (12) If an elected member of the Assembly or the Delegate Committee loses the condition for which he was elected, he will automatically be discharged into them. The vacancies that occur between the members of the Assembly or of the Delegate Commission shall be filled in accordance with the provisions of the Electoral Regulation of the FEDH.

Article 13. The President of the FEDH.

The President of the FEDH is the executive body of the FEDH and holds its legal representation. The President of the FEDH has the economic, administrative and sports direction of the FEDH in accordance with the provisions of these Statutes. His appointment, as provided for in Article 17 of Royal Decree 1835/1991, will be held every four years, coinciding with the years of the Winter Olympics, by free, direct, equal and secret suffrage, by the members of the General Assembly. (1) Candidates who may not be members of the General Assembly shall be presented at least by 15 per 100 of the members of the Assembly.

His election will be subject to the corresponding electoral regulation, which will be submitted to the Superior Council of Sports. 2) To be President of the FEDH is required: To be Spanish or national of a member country of the European Union, greater than age, to enjoy civil rights, not to suffer a sports sanction that will disable you. 3) The President of the FEDH convenes and presides over the governing and representation bodies and executes the agreements of the same. 4. The President of the FEDH shall take care of the functioning and order of all his organs, authorize the payments with his signature, and that of the Manager or the Secretary, if expressly authorized. Make appointments which are not specifically assigned to another person or body, dictate the rules of administration, require reports of the activity of each body, assign functions and, in short, hold all the prerogatives of the charge, the representation and address of the Spanish Federation of Ice Sports. In particular, it is for the President of the EHR to designate and revoke the members of the Board of Directors freely, taking into account those appointments in the first Assembly. In addition, as executor of the agreements of the upper organs of government and as legal representative of the FEDH it is the legal representation of the Federation that can, consequently, execute the acts and conclude the contracts that are necessary or suitable for the attainment of the objectives of the Federation, without exception those that deal with the acquisition or disposal of goods, including real estate, these last prior agreement of the Extraordinary General Assembly; all types of loans, with freedom of covenants and conditions, with private banking, public or official, Institutes of Credit, Savings Banks and even Banco de España; grant powers to Attorneys of the Courts and Lawyers and persons who freely designate, with special powers, prior agreement of the Board of Directors; represent the Federation before all kinds of agencies of the State, province or municipality and hold the representation of the Federation before Courts and Courts, even the Supreme Court and any official body, and exercise civil, criminal, administrative-administrative and administrative disputes in all instances; open current accounts, cancel the constituted and appoint and remove the staff providing services in the Federation. 5) The office of President of the FEDH shall not be remunerated. It may be so long as the agreement of the Assembly, as well as the amount of the remuneration, is approved by half plus one of the members present in the General Assembly. In such a case, the gross remuneration, including the legally established social expenditure, cannot be satisfied by the public subsidies received by the Federation. The remuneration of the President, if any, shall end with the end of his term of office, not being able to extend beyond the duration of the term of office. 6) The performance of the office of the President is a cause of incompatibility with the activity as a sportsman, arbiter or judge, or manager of a club or Autonomous Federation, all of them of the FEDH, without prejudice that it can continue to obtain its license. In addition, the system of incompatibilities will be in accordance with the current regulations. 7) The President of the Federation shall also be the General Assembly, the Delegate Committee and the Board of Directors, with a vote of quality in the event of a tie in the adoption of the agreements of the General Assembly and of the Commission Delegate. 8) In the event that the Presidency is exceptionally vacant before the time limits have elapsed, the General Assembly shall elect a new election to cover that vacancy until the end of the ordinary term of office. The President shall cease by:

1. Course of the deadline for which he was elected.

2. Death. 3. Resignation. 4. Approval of a motion of censure by the General Assembly. 5. Incompatibility over-coming. 6. Disciplinary healing to disable for the performance of the post.

9) The President may be re-elected by an indefinite number of mandates.

Article 14. Motion of censure on the President.

The motion of censure on the President should be endorsed, at least, by a third of the members of the Assembly. It will be presented to the Secretariat of the FEDH which will extend receipt.

Presented the motion of censure to the President of the FEDH, this will have to convene General Assembly within the maximum period of ten days, for its constitution within the minimum period of fifteen days and maximum of one month, from the presentation of the motion. The session at which the motion of censure is debated will be chaired by the member of the General Assembly of the oldest age and will act as the youngest secretary. It will not be necessary, in the motion of censure, the presentation of alternative candidate. The motion shall require, in order to be accepted, a qualified majority of two-thirds of the votes present, representing at least half of the total of its components. If censorship is to flourish, the election of the new President will immediately open up, and the rules approved in the previous election will be governed. No vote by mail will be allowed for the motion of censure and one, no new motion will be admitted until after six months.

Article 15. The Board of Directors.

The Board of Directors of the FEDH is the collegiate management body, its members being freely appointed and revoked by the President of the Federation.

You will be composed of the following positions, with a maximum number of twenty members:

a) The President.

(b) At least one Vice-President, who shall be a member of the Assembly and no more than three, shall replace the President in all his duties and powers, where necessary, or because of illness, absence, delegation or incompatibility. physical or legal, and will collaborate, in general, in all the federative activities. The Board of Directors shall determine the specific powers of each Vice-Chair. c) The vowels that the President designates.

The Secretary, if any, or the person designated by the President for such functions, shall attend the meetings.

The sessions will be able to attend with a voice but without a vote the Manager of the Federation. The Board of Directors ' positions will not be remunerated. The call, which corresponds to the President, must be notified to the members 48 hours in advance, except for urgent cases, accompanying the agenda. The Board of Directors shall meet, in ordinary session, at least twice a year, before and after the season.

Article 16. Functions and Competences of the Board of Directors.

Without prejudice to the powers of the General Assembly and the Delegate Committee, it is up to the Board of Directors: 1. To study and write the papers and proposals to be submitted to the General Assembly or the Delegate Committee.

2. Propose the date and order of the day of the General Assembly. 3. Propose the schedule and regulations of the competitions to the General Assembly, without prejudice to the proposals that may directly be made by Asambleistas and members of the Commission Delegate to both bodies. 4. Draft and approve the budgets and memory of the Federation for submission to the Assembly. 5. Propose to the Commission Delegated the Electoral Regulation for the election of Assembly, Commission Delegate and President. 6. Collaborate with the President in the economic, administrative and sports direction of the FEDH. 7. Call for elections to the General Assembly, Delegate Commission and President.

Article 17. Training and Technical Education Committee.

The FEDH, through this Committee, will collaborate with the State Administration and Autonomous Communities in the training of sports technicians and in the development of the research and teaching of the sports of the FEDH as planned Article 33 (d) of the Law of Sport and the provisions of these Statutes, for the public functions of the FEDH.

Article 18. Committee of Judges and Referees.

The Chair of the Committee of Judges and Referees shall be appointed by the Chair of the FEDH. Their competences, as set out in Article 22 of Royal Decree 1835/1991 and which will be developed according to the different specialties of the sports modalities provided for in Article 2 of these Statutes, are as follows: 1. of arbitration.

2. To technically classify the Judges or Referees, proposing the attachment to the corresponding categories. 3. To propose the candidates for International Judge or Referees, of the different modalities and specialties. 4. To approve the administrative rules regulating the arbitration. 5. Coordinate the levels of training with the Autonomous Federations. 6. Designate the collegiate in the competitions of non-professional state-wide. 7. Any other delegated by the FEDH.

Article 19. Responsibility of the holders and members of the Organs of the FEDH.

Regardless of the criminal, civil and administrative responsibilities that are generally enshrined in the Spanish law, the members of the various bodies of the FEDH are specifically responsible for the acts, resolutions or agreements adopted by that party.

They are also, in the terms provided for in the general sports legislation, in these Statutes and in their Rules of Procedure, for non-compliance with the agreements of any federal bodies, general rules or the faults provided for in the federative disciplinary system.

Article 20. The Manager.

The Manager appointed by the President, is the administrative body of the FEDH being its functions, in accordance with the provisions of Article 20 of Royal Decree 1835/1991, mainly the following: Accounting of the Federation, under its direction and control.

Exercise the economic inspection of all the organs of the Federation. How many functions are entrusted to you by the statutes and regulations of the FEDH. The Manager will be able to attend Board meetings with a voice, but no vote.

Article 21. The Secretary.

The President of the FEDH may appoint a Secretary, who will exercise the functions of the Fedeator and Advisor, and more specifically:

Raise minutes of the sessions of the Federation's collegiate bodies.

Issue the appropriate Certifications of the acts of government and representation. It shall also draw up the minutes of all the agreements of the Federation's collegiate bodies, reflecting in a succinct manner the matters dealt with and the other circumstances it considers appropriate, as well as the outcome of the vote. In the case of no Secretary, the President of the FEDH. will be responsible for the performance of these functions, being able to delegate them to the person who considers it appropriate.

Article 22. Sports Discipline and Competition Committee.

Within the FEDH will be constituted the Committee for Sports Discipline and Competition to know and resolve all violations of the sports rules, which will be resolved in the form provided for in the Title corresponding to these Statutes.

The appointment of the members of this Committee is the responsibility of the Commission Delegated to the proposal of the President of the FEDH, as provided for in Article 33 of these Statutes. The Presidency shall be appointed by the Chair of the FEDH, from among the members elected by the Delegation. Its composition, operating system and powers shall be determined by regulation.

Article 23. Anti-Doping Commission.

The Anti-Doping Commission is the Authority that holds the authority and responsibility for the control of banned substances and methods in ice sports, as well as the application of the regulatory standards of its activity, without prejudice to the powers of the High Council of Sport and the Federative Disciplinary Bodies.

The Commission will be composed of 3 members, who will be appointed by the President of the FEDH. Its composition, operating system and powers shall be determined by regulation.

TITLE III

Clubs, sportsmen and federative licenses

Article 24. Clubs.

Sports Clubs attached to the FEDH shall have the electoral rights according to the electoral regulation referred to in Article 10 of these Statutes, the right to the protection of their legitimate sporting interests, to be heard on their criteria and opinions freely exposed to the federative issues, and the right to obtain the collaboration of the federal authorities for the conduct of sports tests.

They will be obliged to lend their collaboration to the FEDH for the same sports purposes. All Clubs are subject to the disciplinary regime established in these Statutes, in relation to official state-wide testing.

Article 25. Sportsmen.

The sportspersons attached to the FEDH shall have the same rights and obligations expressed in the preceding statutory article.

Article 26. Federal License.

The affiliation to the FEDH and the Autonomic Federations will be done through the corresponding License.

The athletes who take part in any test or contest must be in possession, in addition to the Federative Card, of Sports License, to participate in official state-wide competitions. The expedition by the FEDH. and by the Autonomous Federations of these licenses will be in accordance with the provisions of Article 32.4 of the Law of Sport and Article 7 of Royal Decree 1835/1991, of December 20, and Decree 849/1993, of June. In official sports activities or competitions at the state level it will be necessary to be in possession of this license issued by the Federation, according to the following minimum conditions:

Uniformity of economic conditions for each sports modality, in similar status and category, the amount of which will be fixed by the Assembly.

Uniformity of content and data expressed according to different sports categories.

The Federation will issue the requested licenses within 15 days of your request. The unjustified non-issue within the prescribed period shall entail for the Federation the corresponding disciplinary responsibility, as provided for in the legal system of sport.

The licences issued by the Autonomous Federations shall enable such participation, when they are integrated into the Federation and are issued in accordance with the minimum conditions of economic and formal nature, and communicate their expedition to the same. For these purposes, the rating will take place once the Federation of Autonomous Community pays the corresponding economic quota to the Spanish Federation. To participate in national competitions, participants must be in possession of a license issued or approved by the FEDH. The issue and approval of all sports licences, corresponding to Judges, Technicians, Sportsmen or other collectives, shall be regulated in the relevant Regulation, which shall be approved by the competent bodies.

TITLE IV

Economic Regime

Article 27. Budget.

The Board of Directors shall submit to the Commission Delegated the revenue and expenditure budget for each financial year, in accordance with the calendar year, which it shall submit to the approval of the General Assembly.

Article 28. Accounting.

The accounting will conform to the Adaptation Rules of the General Accounting Plan Adapted to the Spanish Sports Federations, in force, according to the Accounting and Audit Institute of the Ministry of Economy and Finance.

In the first quarter of each year, and within the deadline set by the Higher Sports Council, it will draw up annual accounts, consisting of: situation balance, profit and loss account, financing and memory tables, in accordance with the legislation in force at any time. Those financial statements shall be submitted to C. S. D. and shall be the subject of a timely audit of accounts to be made available to the assembly members, within a period of 15 days, at the premises of the FEDH and shall be subject to the approval of the General Assembly.

Article 29. Financing of the EFSD.

The financing of the FEDH will proceed from the following resources: (a) The grants that the Public Entities can grant them.

b) Donations, inheritances, legacies and prizes awarded to you. (c) the benefits of the sporting activities and competitions they organise, as well as the proceeds from the contracts they make. d) The fruits of his patrimony. (e) The loans or loans they obtain. (f) any other than may be attributed to him by law or by virtue of an agreement.

The FEDH will allocate all of its revenues and its assets to the achievement of the purpose of its object.

Article 30. Control of the assets of the FEDH.

The administration and control of the resources of the FEDH, will be carried out by the President or Vice-Presidents and by the Manager, in case of delegation, according to the powers referred to in Article 13 of these Statutes.

The President may assign, to the latter, powers for the opening, disposition, and closing of bank accounts, always in a joint manner, with any of the above mentioned charges.

TITLE V

FEDH documentary regime

Article 31. Documentary regime.

All official books and documents of the FEDH have the character of public and can be consulted by any person or entity legitimized for this purpose.

The FEDH documentary regime comprises the following books:

1. Book Register of Autonomous Federations and Delegations, which shall reflect the names of the same, their registered office and other necessary circumstances for the purposes of notifications, as well as the names of the President and members of the collective organs of representation and government. The dates of the inauguration and termination of the said posts will also be specified.

2. Book of Clubs, in which the names of these and registered offices will be established. To this end, the Autonomous Federations shall communicate the circumstances of all the registered in their respective fields. 3. Book of Acts, which shall record the meetings to be held by the General Assembly, the Delegate Committee and the Board of Directors. Where the text of the relevant Act is so voluminous that it is impossible to carry out a manual transfer, it shall be recorded by reference in the book of Acts, and a copy of the minutes shall be added to it, with the signing of the President and the Secretary FEDH. The minutes shall contain the expression of the date, assistants, matters dealt with and agreements adopted. They shall be subscribed, in any case, by the President and the Secretary of the Collegiate Body, or by any person who exercises such functions and, where appropriate, the appointed Interventors. 4. Accounting books, in which the rights and obligations of the FEDH and its revenue and expenditure shall be included in accordance with the provisions in force.

TITLE VI

Federative and Competition Disciplinary Regime

Article 32. Disciplinary authority.

It is for the FEDH to exercise disciplinary authority over all the entities and natural persons who are part of its organic structure Clubs and Sportsmen, Technicians and Directors, Judges and Referees and, in general, on all the Länder which carry out their activity at the State level, or on the basis of national evidence.

This power is exercised in accordance with the Sports Discipline regulation approved by the Delegate Commission, through its Committee on Sports and Competition Discipline and the Single Judge.

Article 33.

The Sports Discipline and Competition Committee will be composed of four members, two of whom must be licensed in law. The members of the Committee shall be appointed by the Commission Delegated to the President's proposal.

The Chairman of the Committee shall be appointed by the Chair of the FEDH, among the members appointed by the Delegation. The Single Judge will resolve in the first instance in the disciplinary and competition disciplinary matters. It shall be appointed by the Commission Delegated to the President's proposal. The Committee for Sports Discipline and Competition will meet to learn about the resources that will emerge with reference to the decisions taken by the Single Judge; its decisions will put an end to the federative path. The members of the Sports Discipline and Competition Committee and the Single Judge shall exercise their function for the same period of time as the President of the FEDH, until after the competent bodies have been elected they may proceed to the proposal and designation of the new members. The Committee shall adopt its agreements by a majority. In the event of a tie, the President shall have a vote of quality.

Article 34. Violations of rules of game and competition.

The system typified of violations and the principles and criteria that ensure the differentiation between the minor, serious and very serious character of the violations to the Rules of Game or the Competition of the sports specialties The FEDH shall be the subject of the FEDH or the International Federations to which the FEDH is attached.

The Committee for Sport Discipline and Competition and the Single Judge shall, in the second and the first instance, resolve the questions which are submitted and which have not been the subject of a decision by the Judges or Referees exercising the Sports disciplinary authority, exclusively in application of the technical regulations during the development of the meetings or tests. They shall also resolve complaints against the decisions of the Judges and Arbitrators, without prejudice to the possibility of initiating a disciplinary file in accordance with the respective Rules of Procedure. The penalties imposed by the Sports Discipline and Competition Committee, or the Single Judge, shall be, in addition to those provided for in the Regulations on Competition, those provided for in Article 79 of the Law of Sport and the Regulations governing the sports discipline.

Article 35. Appeal on decisions of Judges and Referees in the development of competitions.

Against the decisions of the Judges or Referees in the development of the competitions will be appealed within eight days, before the Committee of Sports Discipline and Competition, whose agreement will be equally impugable in the form Article 84 of the Law of Sport and Article 52.2 of Royal Decree 1835/1991, of 20 December, on Spanish sports Federations and in the Sports Discipline of the FEDH.

Article 36. Infringements of sporting rules.

It is considered violations of the rules of play or competition or general sports rules, the conduct typified in Article 76 of the Law of Sport, in Articles 14 and following of Royal Decree 1591/1992, of 23 December, and in the FEDH Regulation on Sports Discipline.

Article 37. Sanctions.

The sanctions regime will be in accordance with the classification of Article 79 of the Law of Sport and in the current Regulations on sports discipline and the FEDH Sports Discipline Regulation.

Article 38. Processing.

The disciplinary procedure will be regulated in the regulation approved by the Delegate Commission, with the guarantees established in Article 82 of the Law of Sport and in the current Regulations. They shall always be initiated on their own initiative by the Single Judge or the agreement of the competent body, either on their own initiative or as a result of higher order, reasoned request from other bodies or denunciation.

Article 39. Other competitions of the Sports Discipline and Competition Committee.

The Sports Discipline and Competition Committee shall be competent to know the issues arising from the Technical and Competition Regulations that do not fall within the jurisdiction of the Judges and Referees, in addition to those collected in the Article 35 of these Statutes.

Article 40. Action against the decisions of the Committee.

The disciplinary resolutions handed down by the Sports Discipline and Competition Committee may be challenged, within a maximum of fifteen working days, before the Spanish Sports Discipline Committee, in accordance with the provisions of the in Article 84 of the Law of Sport.

TITLE VII

Rewards

Article 41.

The award of distinctions to the Entities, Clubs, Sportsmen or people who have distinguished themselves in the promotion or practice of ice sports will be regulated by a Regulation approved by the Commission Delegated and ratified. for the Assembly.

TITLE VIII

Procedures for the approval and reform of the FEDH Statutes and Regulations

Article 42.

The Statutes of the Spanish Federation of Ice Sports can only be modified by the General Assembly, in accordance with the provisions of Article 11 of these Statutes, on the proposal of the majority of the Commission Delegate, of the Twenty percent of the members of the Assembly, or the President of FEDH.

Article 43.

The Regulations of the Spanish Federation of Ice Sports may only be approved or amended by the Delegate Commission.

The modifications may not exceed the limits and criteria that the General Assembly of the Federation itself establishes.

TITLE IX

Dissolution and liquidation of the FEDH

Article 44.

The FEDH will be dissolved:

(a) By agreement of the General Assembly, adopted by a two-thirds majority of the assistants, which must be ratified by the Superior Council of Sports.

b) For other causes that determine the Laws.

In the event of dissolution, and the timely liquidation, the net worth shall be for the purposes that the Superior Council of Sports determines, as provided for in Article 37 of the Law of Sport, in relation to Article 3.6 of the Law 49/2002 of Tax Regime of the Non-profit Entities and of the tax incentives to the patronage.

TITLE X

Extra-judicial reconciliation

Article 45.

Any difference or litigation issue produced among the Sportsmen, Technicians, Judges or Referees, Clubs, Associates, Autonomous Federations and other interested parties, may be resolved by means of conciliation and arbitration, which means that all those who are the object of free disposition of the parties, and whose violation is not subject to disciplinary sanction, as provided for in Title XIII of the Law of Sport.

Article 46.

They will not be the subject of conciliation and arbitration, in addition, the following questions, as set out in Article 35 of RD 1835/1991, of Spanish Sports Federations: (a) Those that arise in relations with the Council Superior Sports, relating to the functions that are entrusted to this Organismote.

b) Those that relate to the control of substances and methods prohibited in sport and safety in sports practice. (c) the grants awarded by the High Council for Sport, and in general those relating to public funds. (d) In general, the provisions of Article 2 of the Arbitration Act of 5 December 1988.

Article 47.

For the purposes set out in Article 37 of RD 1831/1991 of Spanish Sports Federations, the administration of the arbitration in the FEDH is entrusted to the Spanish Court of Arbitration for Sport.

Article 48.

The FEDH will have a Conciliation and Arbitration Regulation in which all the aspects foreseen in Chapter IX of RD 1831/1991 of Spanish Sports Federations will be regulated

First transient disposition.

As soon as the FEDH has not proceeded to the election of its Assembly, Commission Delegate and President and consequently have been able to appoint the Committee of Sports Discipline and Competition, the Single Judge and the Anti-Doping Commission, the statutory functions of competition of the same will be assumed by the equivalents of the Royal Spanish Federation of Winter Sports, if necessary.

Second transient disposition.

As soon as the competent bodies have not proceeded to the drafting and approval of the Technical, Competition and General Regulations, the ones that regulated the ice specialties in the RFEDI will remain in force.

Final disposition.

These Statutes shall enter into force on the day following their publication in the Official Gazette of the State.
