In accordance with Article 26.6 of Law 50/1997 of 27 November of the Government, this order has been subject to public hearing and information on the website of the Ministry of Energy, Tourism and the Digital Agenda.

By agreement of 16 February 2017, the Government Delegation for Economic Affairs has authorised the Minister of Energy, Tourism and Digital Agenda to issue this order.

Under the agreement of the Government's Delegation for Economic Affairs, I have:

Article 1. Object.

1. The purpose of this order is to update the remuneration parameters of the type-installations falling within the scope of this order, for the semi-regulatory period from 1 January 2017 to 31 December 2017. 2019, pursuant to Article 20 of Royal Decree 413/2014, of 6 June and the approval of the estimated market price for each year of that semi-period.

2. It is also the subject of this order that the remuneration for the operation should be updated on a half-yearly basis for those types of plant to which it is applicable and whose operating costs are essentially dependent on the price of the fuel, establishing the values of the remuneration for the operation for the first calendar year of 2017.

3. In addition, the values of the investment incentive for reduction of the cost of generation, applicable to the type-installations associated with electrical systems isolated from non-peninsular territories, are updated, which, in accordance with the provisions of the In Article 18 of Royal Decree 413/2014, of 6 June, it shall be established for each regulatory semi-period.

4. Finally, and for information purposes only, with the aim of providing a comprehensive overview of all types of installations, this order collects the identification codes of the type installations and the equivalences between the categories, groups and sub-groups, in accordance with Article 13 of Royal Decree 413/2014 of 6 June 2014.

Article 2. Scope.

This order shall apply to the type installations defined in the following provisions:

(a) Order IET/1045/2014 of 16 June 2014 approving the remuneration parameters of the standard facilities applicable to certain installations for the production of electrical energy from energy sources renewable, cogeneration and waste.

(b) Order IET/1459/2014 of 1 August approving the remuneration parameters and establishing the mechanism for the allocation of the specific remuneration scheme for new wind and photovoltaic installations in the systems electricity from non-peninsular territories.

(c) Order IET/1344/2015 of 2 July 2015 approving the type of facilities and their corresponding remuneration parameters, applicable to certain electrical energy production facilities from sources of electricity renewable energy, cogeneration and waste.

(d) Order IET/2212/2015 of 23 October 2015 regulating the procedure for the allocation of the specific remuneration scheme in the call for new installations for the production of electrical energy from biomass located in the peninsular electrical system and for wind technology installations, convened under Royal Decree 947/2015 of 16 October, and their remuneration parameters are approved.

(f) Order IET/2735/2015 of 17 December 2015 establishing the electricity access tolls for 2016 and approving certain types of facilities and remuneration parameters for energy production facilities electricity from renewable energy sources, cogeneration and waste.

(g) Order IET/1209/2016 of 20 July 2016 establishing the values of the remuneration for the operation for the second calendar year 2016 and approving a type installation and its corresponding parameters remuneration.

Article 3. Approval of the estimated market price for each year of the second regulatory semi-period.

In accordance with Article 22.1 of Royal Decree 413/2014 of 6 June 2014, the estimated market price values for the years 2017, 2018 and 2019 are respectively 42.84 €/MWh, 41.54 €/MWh and 41.87 €/MWh.

Article 4. Update of the remuneration parameters of the type facilities.

1. The identification codes for type installations and equivalences between the categories, groups and sub-groups defined prior to the entry into force of Royal Decree 413/2014 of 6 June, and the new categories, groups and sub-groups established in the royal decree, are those laid down in the ministerial orders, as set out in Article 2, for which the type-approval facilities were approved. For information purposes only those codes and equivalences are collected in Annex I.

2. The remuneration parameters of the type-installations applicable for the years 2017, 2018 and 2019 shall be those set out in Annex II, except those related to remuneration for the operation.

3. For type installations whose operating costs are not essentially dependent on the fuel price, the values of the maximum annual operating hours for the collection of the remuneration are set out in Annex III (A). the operation and the values of the remuneration for the operation, which shall apply in 2017, 2018 and 2019.

4. For type installations, the operating costs of which are essentially dependent on the fuel price, as set out in Annex III, paragraph B, the number of hours of maximum annual operating time for the collection of the remuneration operation, the value of the remuneration for the operation to be applied in the first half of 2017 and the values of the constants A, B and C necessary for the half-yearly update as defined in Order IET/1345/2015 of 2 July.

5. The values of the investment incentive for the reduction of the cost of generation of the type-installations approved by Annex II of Order IET/1459/2014, of 1 August and by Order IET/2735/2015 of 17 December 2017, applicable to the years 2017, 2018 and 2019 will be those listed in Annex IV of this order.

6. For the updating of the remuneration parameters referred to in the preceding paragraphs, the calculation assumptions set out in Annex V and the parameters listed in Annex VI shall be used, the rest of the assumptions adopted in the provisions for which the standard facilities and their remuneration parameters were approved.

7. For the updating of the remuneration parameters referred to in the preceding paragraphs, the methodologies set out in Royal Decree 413/2014 of 6 June 2014 shall pe facilities for the regulatory semi-period from 1 January 2017 to 31 December 2019 and sets, where applicable, the securities of the remuneration for the operation to be implemented during the first half of 2017, thus complying with the provisions of Article 20 of Royal Decree 413/2014 of 6 June 2014 and Article 3 of Order IET/1345/2015 of 2 July 2015.

In addition, pursuant to Article 18 of Royal Decree 413/2014 of 6 June 2014, the value of the investment incentive for reduction of the cost of generation, applicable to the type of installations, is updated. associated with electrical systems isolated from non-peninsular territories.

According to the requirements of Article 5.2 and the transitional provision of Law No 3/2013 of 4 June of the creation of the National Commission on Markets and Competition, this order has been the subject of a report by the Commission.
