The State Aviation Safety Agency (EASA), set up by Royal Decree 184/2008 of 8 February 2008, is intended to carry out the functions of management, supervision and inspection of air and air transport safety. air navigation and airport security systems, in their aspects of the inspection and control of aeronautical products, air activities and aeronautical personnel, as well as the functions of detection, analysis and assessment of the risks of security in this mode of transport.

In order to achieve this objective, AESA has assumed certain competences such as: the issue, renewal, suspension, maintenance and revocation of authorizations, ratings, licenses, certifications and other titles (a) enabling the conduct of civil aviation activities, such as aircraft maintenance, to the Agency for the recognition and acceptance of certificates, licences, authorisations or certificates issued by other authorities and which are required for the exercise of professions aircraft.

By virtue of that competition, AESA, to ensure that the high standards of knowledge required of aircraft maintenance technicians are met, has established an electronic system of examinations to assess the theoretical knowledge.

Such an examination system is a public control tool to determine if any of the applicants who want to obtain the Aircraft Maintenance License (LMA) meet the standards of knowledge required by the Regulations of the European Commission.

Thus, the electronic examinations of theoretical knowledge are required for the demonstration of the theoretical knowledge necessary for obtaining a license of LMA and for the lifting of limitations and differences established by AESA among the categories listed below:

a) LMA licenses category A:

• A1. Aircraft with turbine engine.

• A2. Aircraft with piston engine.

• A3. Turbine-powered helicopters.

• A4. Helicopters with piston engine.

b) LMA licenses category B1:

• B1.1 turbine-powered aircraft.

• B1.2 Aircraft with piston engine.

• B1.3 turbine engine helicopters.

• B1.4 piston engine helicopters.

c) LMA licenses category B2:

• B2. Avionics.

d) LMA licenses category B3:

• B3. Non-pressurised aeroplanes with a piston engine with a maximum take-off mass equal to or less than 2000 kg.

e) Category B1 to category B2 conversion:

• Module 7 chapter 4.

f) Differences Uprising:

• Module 2 chapter 4 (B1 and B2).

• Module 3 chapter 18 (B1).

• Module 4 chapters 2 and 3.a (B1).

• Module 4 chapter 3.b (B2).

• Module 5 chapters 10, 11, 13, 14 (B2).

• Module 7 chapter 15.a (B2).

• Full Module 9 (B1 and B2).

• Module 10 chapters 1, 2, 3, 5.a, and 6 (B1 and B2).

• Module 11A chapters 7.a, 7.b, 17 (B1.1).

• Module 11B chapters 7.a, 7.b, 17 (B1.2).

• Module 12 chapters 9.a, 9.b (B1.3 and B1.4).

g) Limitations Uprising:

Regulatory standards for the design, development and implementation of these examinations are set at European level through the Commission Regulation (EU) 1321/2014 on the continued airworthiness of these tests. aircraft and aeronautical products, components and equipment and on the approval of the organisations and personnel involved in such tasks (Part 66) and their implementing rules through appropriate national regulations in each State member.

For all of this, in the exercise of the competences that AESA has attributed, it has resolved to convene electronic theoretical examinations for obtaining the license of LMA and for the lifting of limitations and differences established by EASA, subject to the following bases:

1. General rules.

The conduct of the examinations shall be carried out in accordance with the Guide for the conduct of electronic theoretical examinations for the obtaining of LMA licenses and for the lifting of limitations and differences approved by AESA, which will be available to the sector on the AESA website http://www.seguridadaerea.gob.es/

2. Applications for registration.

2.1 Registration applications for any examination corresponding to the obtaining of an LMA license and for the lifting of limitations and differences shall be made by the user through his/her registration on the system contained in the web address: http://www.seguridadaerea.gob.es/

3. Requirements for access to the exam and cancellation.

3.1 Ordinary Examinations: they can be enrolled to participate in the theoretical knowledge exams for obtaining the LMA license, all applicants who are over 18 years of age.

3.2 Exams of limitations and differences: can be registered all applicants who are in possession of the "fit" of the examination for obtaining a national license, or be in possession of a technical license for aircraft maintenance issued by the DGAC/EASA.

3.3 To access an exam it will be necessary to perform the correct registration under the following requirements:

(a) The registration for the examination shall be initial or complementary. The first registration of an applicant to take part in the examinations of a given licence shall be considered initial. Subsequent inscriptions shall be of a complementary nature and must be completed within 90 days of the prior examination to request the submission of a further examination of the same subject matter.

b) For the correct registration, all the fields that appear in the applicant's profile must be completed.

(c) The registration data of the applicants will be stored in a database of students, which will cover all the actions of each applicant that is examined constituting a personalized historical archive. The data in that base shall be used for the automatic verification of the validity of the registration.

d) The initial registration of an applicant shall be rejected when any of the following circumstances apply:

• Failure to accredit the required age (18 years or older).

• Do not fill in all required fields on the registration page.

e) The supplementary registration of an applicant shall be rejected if any of the following circumstances apply:

• You have already approved the subject matter for which you intend to enroll.

• The 90-day deadline has not passed since the previous test.

• You have done 3 times the examination of the same module with the qualification of "unfit" and it has not been a year since the last one.

• Do not fill in all required fields on the registration page.

3.5 Cancellation of requests can be performed according to the following rules:

• If the cancellation occurs, at least 20 working days before the reserved date, the applicant will be able to choose a new exam date.

• If the cancellation occurs with less than 20 working days or if the applicant does not present himself to the exam without prior notice, he will have to document the reason for cancellation or lack of presentation. If the cause is duly justified, the applicant may choose a new date of examination. The supporting documents will be sent to the Examinations Department of the Madrid headquarters, Avda. Hispanidad, n. º 12. In the event that there is no justified cause, the applicant may not be registered for 90 days in the modules for which he has not cancelled the previous application.

4. Venues and dates for exams.

Each year, an information note with the venues and dates corresponding to the next year's calls will be published on the AESA website during the month of November.

Selection of exam dates will be subject to the following considerations:

(a) The examination registration system shall have a calendar page in which the dates which are most appropriate for the users for the purpose of the examination shall be selected. This page will contain:

• Individual examinations for each applicant.

• Examinations of all the subjects that make up the program of contents of a license.

• Inskilled dates for exam completion.

• Capacity of exam rooms.

(b) The applicant shall have to perform the registration at least 15 calendar days before the first examination to be carried out. Once you have selected the date of the first test, you will have a 10-day period (one session) to register and take further tests.

(c) After the end of the 10 working day period during which the applicant has completed his examinations, he may make a new registration for another examination session, which shall not begin until at least 15 days. calendar days.

The session shall be taken to mean the period of time required to carry out the examinations for which the applicant has registered, which, in no case, may exceed 10 working days from the first examination, agreement with the electronic exam schedule. If you are not able to carry out the tests in the 10-day period, you will need to re-register in another session. The venues should be aware that the session will end on the last scheduled day at that venue, regardless of the selection of the first exam date.

5. Development of examinations.

5.1 The examinations will consist of a test of type test for each module and also in a content development test for modules 7, 9 and 10 as set out in Regulation 1321/2014 of the EU.

Before the start of the examination, applicants will be identified only with the original identification document and in force with which they are registered, as follows:

• National aspirants: DNI, NIE, passport or driving licence.

• Non-national aspirants: Passport, resident card, or NIE, in the latter case, if the NIE lacks photography, the passport will be required.

5.2 The examiner or examiners appointed for each exam session will be responsible for the order and discipline within the exam room and will have the status of authority, and may make the necessary decisions.

6. Result of the exams.

6.1 Test-type tests.

At the moment of finishing the test type test, the application will print 2 sheets, one in order to collect the signature of acceptance of the test and one with the result obtained. Once signed the first one will be handed the second to the aspirant.

The result of the examination shall be final; unless the student has made any observations, in which case the result shall be provisional and shall be reviewed by technical experts in the field.

Upon completion of the review review, the applicant's email address will be sent to the applicant's notice that its outcome is available in his/her file or profile; this interim result will become a condition of final result, whether varied or not.

6.2 Content development exams.

In the case of development exams, it should be expected that these will be corrected by the competent technicians in the matter, at which point it will be sent to the e-mail address of the applicant the announcement that their result is available in your file. This note shall be final and shall be taken into account for the determination of any observations made by the applicant during the examination.

7. Resources.

Against this Resolution, which puts an end to the administrative route, it is possible to institute, on a potential basis, an appeal for replacement in the cases referred to in Article 1112.1 of Law 39/2015 of 1 October 2015. Joint Administrative Procedure of the Public Administrations, before the Director of the State Aviation Safety Agency, a body competent to resolve the matter within one month from the day following the notification of this act, in accordance with Articles 123 and 124 of the same Law.
