Article 20.1 of Royal Decree 339/2015 of 30 April 2015, for which the teaching of further training and higher education of national defense is ordered, establishes that the course for obtaining a higher state diploma has the consideration of a military course of high studies of national defense. For its part, article 22.1 determines, that " the course for obtaining the higher state diploma is intended to complement the training of the military career for the performance of the tasks of counselling and support to the senior management. in the higher and managerial bodies of the Ministry of Defense and of the international organizations of which Spain is a party, as well as of the specific, joint and combined major states. He will be taught at the Superior School of the Armed Forces. Finally, Article 22.5 provides that " the income and discharge profiles and the access procedure shall be approved by the Minister of Defense on the proposal of the Chief of Defense Staff, heard by the Deputy Secretary of Defense and the Ministry of Defense. Chiefs of Staff of the Army of the Earth, Navy and Air Force. "

In turn, the approval of the income and egress profiles is an essential prerequisite for the further development of the new course curriculum for obtaining the higher state diploma, based on a new design oriented to achieving the required skills, with a learner-based approach and an eminently practical methodology, fully harmonised with the European Higher Education Area.

During its preparation, the draft of this ministerial order was informed by the Ministry of the Interior. He was informed by the professional associations with representation in the Council of Personnel of the Armed Forces, in accordance with article 40.2.b) of the Organic Law 9/2011, of July 27, of rights and duties of the members of the Armed Forces. Armed forces, and the rest of the professional associations registered in the Register of Professional Associations of members of the Armed Forces, pursuant to Article 40.1.c of the Organic Law 9/2011, of July 27, were informed. Finally, according to the provisions of article 49.1 (c) of the aforementioned organic law, the Council of Staff of the Armed Forces was informed.

The income and discharge profiles of the students in the course for obtaining the higher status diploma are approved, the text of which is inserted below.

The course for obtaining the higher status diploma of the academic year 2016-2017 will be applied to the corresponding previous regulations.

Final disposition first. Dispositive faculties.

The Chief of Defense Staff is empowered to dictate how many provisions require the application of this ministerial order.

Final disposition second. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".

Income and discharge profiles of students in the course for obtaining the higher status diploma

Article 1. Object.

These profiles aim to establish the further development of the course curriculum for obtaining the higher status diploma.

Article 2. Scope.

These profiles will apply in the fields of the Ministry of Defense and the Ministry of the Interior, both to military personnel, and to personnel from other areas of public administrations and the society that carry out the course. for obtaining the higher status diploma.

Article 3. Admission profile of the senior state diplomat.

1. The income profile is the set of competencies and defined skills that students must meet again in the training program for the good development of the program.

2. As a result, the conditions of entry determined for military personnel are as follows:

a) Haber has passed the refresher or training course for the performance of the job duties of a corvette captain or commander.

b) To have been selected by their Armies, Navy, Deputy Secretary of Defense or Civil Guard.

(c) Having accredited an English language knowledge equal to or greater than 10 points, this value being calculated by the sum of the levels obtained in the four linguistic traits of the PFS, in accordance with STANAG 6001 (NATO Standardisation Agreement), without any of the features being less than 2. For these purposes, the intermediate results with the plus (+) indicator, shall account for each trait as an additional 0,5 points.

d) Post the "NATO SECRET" accreditation, from the beginning of the course to completion.

e) For military personnel of the Armed Forces, they have been classified as "fit" in the physical regulatory tests at the beginning of the course.

f) Having user-level computer skills, for creating and editing text documents, presentations and tables, as well as for information management in electronic format and for application use The main features of the Ministry of Defence.

Article 4. Discharge profile of the senior state diplomatic officer.

1. The egress profile is the set of competencies and defined skills that students must meet at the conclusion of the training program.

2. As a result, the general and specific competencies required for military personnel are as follows:

a) General skills:

1. Analytical and synthetic thinking, and problem solving. Ability to understand and analyze a situation or problem in a new or uncertain environment, to break down the problem, to identify key aspects, to integrate partial solutions, and to reach valid conclusions to resolve effectively.

2. Critical Thought. Ability to analyze, evaluate, and question the fundamentals in which ideas, actions, and judgments of self-thought and others are settled to improve their own.

3. Creative and prospective thinking. Ability to generate, in complex situations, search and discovery mental processes that provide original solutions, as well as to imagine possible future scenarios.

4. º Orientation to achievement. Ability to make judgments, based on incomplete or limited information, to choose the best alternative and to execute the appropriate actions, seeking excellence to obtain or exceed the expected results.

5. Effective Communication. Ability to report and transmit, orally and in writing, with truthfulness, clarity, concision, precision and fluency, adapting to the characteristics of the situation and the audience, in order to convince and influence.

6. Leadership and teamwork. Ability to lead working groups, ensuring cohesion, active collaboration and motivation of its members, as well as to integrate and participate in one of the working groups, putting the interests of the group before personal, for achieve the marked goals.

7. º Self-control, self-confidence and resilience. Ability to keep your emotions under control and avoid negative reactions when working under pressure conditions, relying on your own skills, judgment and judgment, and overcoming adversity or failure.

8. Research. Ability to develop lines of research considered to be of interest in the field of the Armed Forces and of peace, security and defense.

b) Specific competencies:

1. Security and Defense Policy. Ability to analyze with a comprehensive approach the security environment of interest for Spain, as well as to evaluate and propose improvements to the strategies and systems of security and defense, at national and international level.

2. Defense Planning. Ability to contribute actively in the processes of planning of forces and resources, as well as in the coordination and control of the management of the latter, at the national and international level.

3. Planning and conducting operations. Ability to contribute actively in the planning and conduct of specific, joint or joint operations and exercises, with the participation of non-military agencies or agencies, with particular emphasis on operational levels and strategic and in the higher structures of the tactical level, in accordance with national regulations and procedures, and of the international organizations of which Spain is a part.
