e powers of recruitment attributed to the managing director of the Institute under article 316.2 of the recast of the Law on Public Sector Contracts, approved by Royal Decree-Law 3/2011 of 14 November, for contracts (a) to be used for the purposes of the management of the project, as well as the approval of the corresponding works certificates, except for the contracts delegated to the Heads of the Works of the Institute.

6. To deal with the communications to be made to undertakings and bodies in the procurement files relating to contracts concluded on the basis of the delegation contained in point 4 above.

Sixth.

The administrative decisions to be taken pursuant to this delegation of powers shall expressly indicate this circumstance, with the express quotation of this resolution and its publication in the Official Journal of the European Communities. Status ".

Seventh.

In accordance with Article 10 of Law 40/2015 of 1 October 2015 on the Legal Regime of the Public Sector, the delegating body may be able to endorse the knowledge of one or more matters for which the decision has taken place. delegated, where circumstances of a technical, economic, social, legal or territorial nature make it appropriate.

Eighth.

Tenth.

This Resolution shall enter into force on the day following that of its publication in the "Official State Gazette".

The exercise of the following competencies is delegated to the Financial-Financial Subdirector-General:

1. Authorisation and commitment of expenditure up to a limit of EUR 60,000.

2. Perform obligations recognition and payment ordering.

3. Issue and sign accounting documents.

4. To exercise the powers of recruitment attributed to the Managing Director of the Institute under article 316.2 of the recast of the Law on Public Sector Contracts, approved by Royal Legislative Decree 3/2011 of 14 November, for contracts less defined in Articles 111 and 138 of that Law, except for contracts delegated to the Deputy Director-General of Works in point 4 of the Fifth Disposition of this Resolution.

5. Order the return or cancellation of guarantees for administrative contracts.

6. To approve the supporting accounts for the material payments from fixed cash advances or to justify payments.

7. To deal with the communications to be made to the undertakings and bodies in the procurement files, management and other legal businesses whose management is attributed to them, except those relating to contracts arising out of the Management starts that were made to the extinct Military Building Service.

Third.

The Management Subdirector General is delegated the exercise of the following competencies:

1. To resolve claims on applications for housing under special lease prior to the act of election.

2. Determine the military housing to be offered in the different locations under special lease.

3. Extend the period of one month for the occupation of the military housing that is awarded, when exceptional reasons arise from the destination or due to duly accredited personal circumstances.

5. Order the issue of executive titles to initiate the collection of the award of the economic compensation unduly paid and, in the event of default, the charges for the use and expenses of the military units.

6. To award and formalize contracts on commercial premises, to update the income of commercial premises, to process and manage the costs, fees and taxes that correspond to them, as well as to authorize, where appropriate, the transfer of same.

7. Agree the referral to the Legal Services of the State of the judicial cases of eviction of the commercial premises, when the legally established causes for it are present.

8. To obtain from the staff management bodies the accreditation of the professional conditions alleged by the applicants for economic compensation and military housing.

9. Require voluntary eviction and, where appropriate, initiate eviction proceedings in respect of contracts entered into by military housing users for the causes referred to in the INVIED Statute, as well as to agree on the commencement, when where appropriate, for the post-death recovery and for the flags of charge.

10. To agree to the opening of the procedures for the termination of military housing contracts for the reasons referred to in Article 23.2 of the Staff Regulations.

11. To determine the parameters relating to the charges for the use of military dwellings and, where appropriate, their modification.

12. To regulate by means of instructions the imputation of the expenses of the military dwellings in general, being able to establish a fixed amount for its collection.

13. Initiate the procedures for the voluntary recovery of the economic compensation unduly paid.

Fourth.

The exercise of the following competencies is delegated to the Technical Subdirector General and to Enajenal:

1. Order the return or cancellation of the warranties of the real estate contracts.

2. Promote the constitution of the owners ' communities, on the property of the property.
