The Royal Decree 339/2015, of April 30, for which the teaching of improvement and of the High Studies of National Defense are ordered, introduces the need to strengthen the concept of knowledge management in order to contribute to updating, enriching and improving the organization itself.

Therefore, in accordance with the provisions of the aforementioned royal decree, the mechanisms of knowledge management are regulated, determining the procedures for standardization and internal dissemination, in the form of professional culture, principles action and working methods.

As stated in article 11 of the aforementioned royal decree, in the field of the Undersecretary of Defense, there will be a register of centers, courses, and titles, regulating the Defense Minister's regime, organization, and operation. Such registration shall be accessible through the Ministry of Defense Intranet.

To cover this new need, general guidelines and rules are established to define the character, structure, functions and content of the registration of centers, courses and titles.

The final provision of Royal Decree 339/2015, of 30 April 2015, empowers the Minister of Defense to dictate how many provisions he deems necessary for the execution and development of the aforementioned royal decree.

During its processing the draft of this ministerial order was informed by professional associations with representation in the Council of Personnel of the Armed Forces, in accordance with article 40.2.b) of the Law 9/2011, of 27 July, of rights and duties of members of the Armed Forces, and was given knowledge to the other professional associations registered in the Register of Professional Associations of members of the Armed Forces, according to the Article 40 (1) (c) of the Organic Law 9/2011 of 27 July. Finally, according to the provisions of article 49.1 (c) of the aforementioned organic law, the Council of Staff of the Armed Forces was informed.

In its virtue, I have:

Single item. Approval.

The rules governing the registration of centers, courses and titles are approved, which are inserted below.

Single additional disposition. No increase in public spending.

The registration of centers, courses and titles should be attended with the human and material resources available in the Ministry of Defense.

Final disposition first. Dispositive faculties.

The Assistant Secretary of Defense is hereby authorized to issue, in the field of his powers, how many provisions are necessary for the implementation of this ministerial order.

Final disposition second. Entry into force.

This ministerial order shall enter into force on the twentieth day following that of its publication in the Official Gazette of the State.

RULES GOVERNING THE REGISTRATION OF CENTERS, COURSES AND TITLES

Article 1. Object, constitution and character of the register.

1. The purpose of the creation of the register of centres, courses and titles (RECECUT) of the Ministry of Defence is to have a public and administrative register, as an instrument which will collect the updated information on the military teaching centers, courses and titles taught in them.

2. The Ministry of Defense is the RECEIPT which shall be of a character of information of Official Use and of administrative registration, in the terms provided for in the regulations in force on the Common Administrative Procedure, for the intended effects In Law 39/2007 of 19 November of the military career.

3. All military teaching centres, teaching and courses taught in each of them and the qualifications or qualifications provided by each of these training activities shall be entered in the RECEIPT.

4. The RECEIPT will include the updated information on teaching in the Armed Forces, which will include relevant data on centers, courses and titles.

5. The RECEIPT is constituted by the set of the inscriptions of the elements referred to in this article and by the other measures to be practiced, in accordance with the provisions of this ministerial order.

Item 2. Record structure.

1. The RECECUT shall consist of four sections:

a) Centers.

b) Teachings.

c) Courses.

d) Titles.

2. Within the centers section there will be three subsections:

a) Training centers.

b) Improvement centers.

c) Centers for high national defense studies.

3. Within the teaching section there will be three subsections:

a) Training Teachings.

b) Further education.

c) High studies of national defense.

4. Within the section courses there will be three subsections:

a) Common courses.

b) Specific courses.

c) Joint courses.

Within these subsections will exist in turn:

1. Specialization Courses.

2. º Update Courses for promotion.

3. Information Courses.

5. Within the title section, the subsections will be in turn:

a) Civil titles.

b) Military titles.

Within the civil title subsection will exist in turn:

1. º Technical Titles corresponding to the teaching of Vocational Training.

2. º Higher Technical Titles corresponding to the teaching of Vocational Training.

3. º Titles corresponding to Grade teachings.

4. º Titles corresponding to Master's teachings.

5. º Titles corresponding to Doctorate teaching.

6. º Titles declared equivalent to previous levels, subsections 1. º, 2. º, 3. º and 4. º

6. The RECECUT shall follow the system of registered seats, corresponding to each registration a seat in which the data provided for in this ministerial order for each center, teaching, course and title shall be recorded.

Article 3. Effects of enrollment in the registry.

1. The registration in the RECEIPT will have declarative effects regarding the legal situation of the centers, as well as the teachings, courses and titles.

2. For the creation of courses and titles and their consideration, for the purposes of the provisions of Royal Decree 339/2015, of April 30, for which the teaching of improvement and of the High Studies of National Defense are ordered, the aforementioned Registration shall also have constitutive effects.

Article 4. Functions of the registry.

The functions of the RECECUT are as follows:

a) Enrollment and annotation of the registration data for centers, teachings, courses and titles.

b) Issue of certifications on the recorded data.

c) Coordination and collaboration with records that may exist on the same or similar data to those registered.

d) Information of the data recorded through the establishment of the appropriate access mechanisms.

e) Maintenance of the documentary file on computer media in which the documents that have been used for the registration will be deposited.

Article 5. Log support.

1. The RECECUT shall manage its procedures by electronic means, implanting the systems in which the aforementioned information is contained in the security measures provided for in the current regulations regarding the protection of character data personnel.

2. The competent bodies for the transfer of data to the RECECUT may be carried out in computerised form, in accordance with the provisions of the regulations in force.

Article 6. Management of the registry.

The management of the RECECUT and the implementation of all acts that derive from the content of this ministerial order, corresponds to the General Directorate of Military Recruitment and Teaching.

Article 7. Query for the record.

1. The consultation of the RECECUT will have the character of Information of Official Use, and will be made by the making available of the data subjects interested in the Intranet of the Ministry of Defense.

2. The computer media referred to in the previous paragraph shall take into account the provisions of the Regulation on the basic conditions for the access of persons with disabilities to related technologies, products and services. with the information society and social media, approved by Royal Decree 1494/2007 of 12 November. In any event, the consultation provided for in the previous paragraph will take place within the framework of the rules in force.

Article 8. Contents of the register seats.

1. The enrollment in the centers section must contain the following data:

a) Register key: For the purposes of identification, a registry key will be given to each of the centers.

b) Denomination.

c) Address.

d) Date and instrument of creation.

e) The body to which it belongs.

f) Your nature of Academy/Escuel/Centre, of training, improvement or high studies of the national defence or university centre attached to a university.

g) Teachings/courses taught.

2. The following data must be included in the teaching section of the teaching section:

a) Register key: For the purposes of identification, a registry key will be given to each of the teaching classes.

b) Designation of teaching.

c) Centers on which it is delivered.

d) The body that manages it.

3. The entry in the section of courses must contain the following data in a fundamental way:

a) Key registration: For the purposes of identification, a registry key will be given to each of the courses.

b) The name of the course.

c) Centers where courses are taught.

d) The body that manages it.

e) Type of teaching.

f) Course type.

g) Course level according to the Spanish Qualifications Framework, if any.

h) Title that you provide, if any.

i) Easements.

j) Structure of the teachings, with the designation and description of the modules or subjects that integrate the curriculum.

k) Quality internal assurance system included in the curriculum.

l) Historical.

4. The enrollment in the title section must contain the following data:

a) Register key: For purposes of identification, a registry key will be given to each of the titles.

b) Title name.

c) Title type.

d) Denomination and type of teachings leading to the title.

e) Name and type of course leading to the title.

f) The body that manages the teaching/title that the title provides.

g) Specialty for which you enable, if any.

h) Effects of the title, if any.

Article 9. Communication of data registers.

1. The registration data referred to the centres, as well as any modification suffered by them, shall be transferred to the RECEIPT by the Director of the Centre, except those relating to its creation or recognition, or to its deletion or revocation, or Modification of the original act of constitutive, which will be by the Subdirectorate General of Military Teaching, of the Directorate of Teaching, Instruction, Training and Evaluation of the Army of the Earth, of the Directorate of Teaching of the Navy and the Air Force Teaching Directorate.

2. The registration data referred to the courses and titles will be transferred to the RECEIPT by the General Directorate of Military Recruitment and Teaching, the Command of Training and Doctrine of the Army of the Earth, the Chief of Staff of the Navy, the Command of Air Force Personnel and the Higher Center for National Defense Studies in the field of their competencies.

3. The RECECUT will transfer to the competent organ of the Undersecretary of Defense, the Army of the Earth, the Navy and the Army of the Air, of the seats that are registered, referring to the centers, teachings, courses and titles that affect the field of their powers.
