The Executive Committee, at its meeting of 26 October 2015, adopted an agreement on the renewal of the composition of the Board of Directors of the Consortium of the Zona Franca de Cádiz, pursuant to Articles 320.2 of the Royal Decree Legislative 3/2011, by which the recast text of the Law on Public Sector Contracts and 21.2 of Royal Decree 817/2009, which partially develops the Law on Public Sector Contracts, is approved.

Whereas in the sessions of the Executive Committee of 29 May 2012 and 13 January 2013, the members of the Permanent Recruitment Bureau of the Consortium were appointed, naming themselves for contracts exceeding 300,000 Euros, to Vocal representatives of the City Council and the State, must proceed to new design of members after the appointment of new vowels.

On the other hand, in order to ensure the continuity and functioning of the Bureau in the case of individual cases of absence or sickness of any member, and in application of Article 24 (3) of Law 30/1992, it is proposed to empower the to make the appointments of the supply that are in each case precise to allow the vlída lida to be the table in accordance with Article 21.7 of the Royal Decree 817/2009. Such appointments must be made between the staff of the Consortium itself or members of its collective bodies, and in the case of legal and financial officers, they must be appointed from among those who have the duties of legal advice and the economic-budget control of the Consortium, respectively. On the other hand, for the cases of absence or illness of the President, it is contemplated that the Presidency can hold a Vocal representative of the State.

For all the above mentioned the Permanent Contracting Table of the Consortium of the Zona Franca de Cádiz, it is integrated according to the following classification:

A) For contracts equal to or less than 300,000 euros, being the contracting authority of the Consortium of the Zona Franca de Cóldiz, the Delegate of the State by delegation of its Executive Committee, the Bureau of Contracts This is integrated by the following members:

-President: Directing designated by the Special Delegate of the State.

-Vowels: Vocal director appointed by the Special Delegate of the State, Chief Financial Officer, and Legal Counsel of the entity, as staff appointed by the State Delegate pursuant to Article 17 of Law 30/1992, of 26 of November.

-Secretary: Staff of the Consortium appointed by the Special Delegate of the State.

B) For contracts exceeding EUR 300,000, the contracting authority of the Consorcio de la Zona Franca de Cádiz is the Executive Committee, the contracting bureau shall be composed of the following members:

-President: State Delegate or a Vocal Representative of the State to replace it.

-Vocals: Two managers appointed by the State Special Delegate, Chief Financial Officer and Legal Advisor to the Consortium.

-Two Plenary Vocals appointed by the Executive Committee that are:

• Among the Vocal State representatives: Don Ignacio Martínez Casas, as holder, and Don Javier de Torre Mandri, replacing this one.

• Among the Vocals representatives of the City Hall: Don Ignacio Romani Cantera, as a holder, and Don Francisco González Pérez, in place of this.

• Mrs. Vocal Dona Concepción de la Rosa Cordon remains in place of any of the previous Vocals.

-Secretary: Staff of the Consortium appointed by the Special Delegate of the State.

Likewise, as agreed in the Consortium's plenary session, in session on 4 April 2005, there is a possibility of participation by the rest of the plenary's Vocals as advisers to the Bureau (with a voice but without a vote). Only those Vocals who so request will be cited in general.
