Law 40/2015, of October 1, of the Legal Regime of the Public Sector, has introduced several changes in the functions of the higher organs and directors of the General Administration of the State that affect the the Ministers, the Secretaries of State and the Deputy Secretary.

From the perspective of the management of expenditure and payment, Article 61.l) of Law 40/2015, of October 1, attributes to the Ministers the functions of administering the appropriations for expenditure of the budgets of the Ministry, to approve and to commit expenditure other than to the competence of the Council of Ministers, to approve any budgetary changes which fall within its competence, to recognise the economic obligations and to propose its payment under the plan for the provision of funds of the Public Treasury, as well as setting the limits below which these powers shall, in their respective fields, correspond to the Secretaries of State and the Department's Undersecretary.

In addition, Article 62.2.j of Law 40/2015 of 1 October provides that it is for the Secretaries of State to administer the appropriations for expenditure in the budgets of the Ministry for its own matter of the Secretariat of State, approve the budgetary modifications thereof, approve and commit the expenses charged to those credits and recognize the economic obligations and propose their payment in the framework of the plan of provision of funds from the Public Treasury, all within the amount which, where appropriate, the Minister establishes for the purpose and provided that the These acts do not fall within the competence of the Council of Ministers.

Article 1. Setting limits for the administration of appropriations for expenditure.

1. The Secretary of State for Employment and the Secretary of State for Social Security shall exercise the competence to approve and commit the expenditure and to recognise the economic obligations and to propose their payment up to the limit of EUR 12,000,000 in respect of of the appropriations entered in their budgetary services in the field of their own resources.

2.
